Bukhari for expediting recruitment of migrants under PM’s Special Package

Minister for Revenue, Relief and Rehabilitation, Syed Basharat Bukhari called for expediting the process of KP recruitment

Minister for Revenue, Relief and Rehabilitation, Syed Basharat Bukhari has called for expediting the process of recruitment against 3000 additional posts sanctioned under PM’s return and rehabilitation package for Kashmiri migrants.

 The instructions were given by the Minister at a meeting of the Administrative Secretaries of various Departments held under his chairmanship here today.

The Minister enquired about the progress of recruitment process against the additional 3000 posts earmarked for the Kashmiri migrant youth under PM’s package. He directed the concerned to expedite the process and fill up the vacancies at the earliest.

Minister of State for Revenue, Mr Sunil Kumar Sharma, Financial Commissioner Revenue Mr Pramod Jain, Principal Secretary Home Mr R K Goyal, Divisional Commissioner Jammu Dr Pawan Kotwal, Commissioner Secretaries of PDD, Revenue, Education, PWD, Agriculture, Rural Development, Social Welfare, Cooperative, Forest, Tourism and Information Technology Departments and Additional Secretary Health and Medical Education Department were present at the meeting.

Giving appraisal about the status of the special recruitment for migrants, the meeting was informed that  the recruitment for 3000 additional posts under PM’s package is on 16 departments have been identified where these posts can be created.  “As soon as the requisition for creation of additional posts from these departments is received the process for creation and recruitment would follow,” the meeting was told.

Taking review of basic amenities for Kashmiri migrants, the Minister directed the concerned authorities for immediate augmentation and up-gradation of healthcare, power and drinking water supply in Jagti Township besides other migrant camps in Jammu and transit accommodation in Kashmir valley. He also instructed the CA&PD authorities to release ration to migrants under relief category as per prevailing scale.

During the meeting issues like grant of RBA certificates to the migrants and plying of SRTC buses to Jagti Township during peak hours were also discussed. The Minister directed the concerned agencies to take appropriate steps to redress these problems of the migrants well in time.

 While reviewing the issues of Departments related with Revenue, Relief and Rehabilitation, the Revenue Minister instructed the Divisional Commissioner Jammu to investigate the matter regarding subletting of 1400 kanals of custodian land out of 2800 kanals leased to Animal Husbandry Department for establishment of Cattle Rearing Farm at Lam in Nowshera. He ordered that the factual report in this regard should come to the government within 15 days.

The Minister also instructed the Commissioner Secretary School Education Department to ask the CEOs to take up the  transfer of state land used for construction of educational institutions with the concerned Tehsildars and instructed the Divisional Commissioners to submit the report to the government within two months in this regard. He also instructed the Commissioner Secretary School Education Department for reimbursement of outstanding rent of Rs 1.66 crore of custodian buildings occupied for housing of Govt Middle School Bishnah.

The Minister also instructed Divisional Commissioner Jammu for immediate demarcation of 1200 kanals of custodian land at Brevi, Kalakote and retrieving of encroached land, with submission of report to the government within 15 days for taking the necessary action in this regard.

He also asked the Divisional Commissioner Kashmir to enquire about the illegal constructions on custodian land at Tengpora Srinagar and directed for submission of report within 15 days.

The Minister asked the Custodian General to take immediate steps for recovery of rent dues of Rs 123 crore outstanding against government departments in Jammu while as Rs 1.56 crore in Srinagar.

The Minister asked revenue authorities to formulate a well knit policy for relief and rehabilitation of affected families of Kishenganga Hydro power project Bandipora. He also instructed for identifying of State land for setting up of Rural Self Training institutions in all districts, with the instructions that relevant documents in this regard should be submitted to the government at the earliest for approval. He also instructed for formulation of a Cell headed by ACR in Deputy Commissioner’s offices to complete the land acquisition cases for the construction of ring roads in Jammu and Srinagar.

The Revenue Minister instructed the Financial Commissioner Revenue for formulation of draft policy which defining what quantum of land is required by various departments for raising infrastructure. He also directed that the land transferred to different departments should be strictly recorded in revenue records.
