Lecturer behind wrong evaluation of KGP student declared ‘deadwood’, directed for compulsory retirement

In light of the enquiry report regarding the death of Ist year student of Kashmir Government Polytechnic, Srinagar, Mr. Mohammad Adnan Hilal submitted by the enquiry officer, the  Minister for Technical Education, Information Technology and Youth Services & Sports, Molvi Imran Raza Ansari Tuesday in a press conference said that disciplinary action has been initiated against Mr. Mustaq Ahmad Tiploo, Senior Lecturer, Government Higher Secondary School, Jawahar Nagar who had evaluated the answer sheet of the deceased student and assessed the candidate as unsuccessful by awarding 28 marks out of 100. He said prima facie a case of gross act of negligence and dereliction of duty has been established against the erring evaluator. Pertinently, after parents applied for re-evaluation of the said answer sheet, the deceased student had passed the paper obtaining 48 marks with an aggregate percentage of 70.04 % marks.

The Minister said the Department of Technical Education has also requested the School Education Department to initiate strict action against the delinquent lecturer, declaring the officer as dead wood besides compulsory retirement of the officer from the service. In addition, the Department of Technical Education shall take action against officers of the State Board of Technical Education (SBOTE) for negligence of duties, Minister added.

He said in first instance, Secretary SBOTE and Registrar,  SBOTE are being immediately shifted to non sensitive postings.

Molvi Imran further said a Committee comprising members from J&K BOSE and University of Kashmir, besides Principals of government Polytechnic Srinagar and Jammu is being constituted by the Department of Technical Education to study the present evaluation system being followed in SBOTE and suggest the measures to be taken for the improvement in the conduct of examination, evaluation process and allied activities so that the entire working of SBOTE is revamped, standardized and made more transparent and accountable. The Committee shall act in the time bound manner and submit the report within a period of one month to the Department of Technical Education.
