Minister for Health and Medical Education, ARI and Trainings Choudhary Lal Singh underlined the importance of keeping all Government Health and Medical Hospitals fully equipped with necessary medicines and latest equipments and emphasized the need of making the Jammu and Kashmir Medical Supplies Corporation Limited (JKMSCL) fully functional to render its responsibilities for the public good.

            The Minister said this while addressing a review meeting of Board of Directors of JKMSCL as its Vice Chairman, here this morning.

Secretary Health and Medical Education departments Dr. Mandeep K Bhandari, Principal Government Medical College Dr. Ghanshyam Dev, Managing Director JKMSCL Dr. Yash Pal Sharma, Mission Director NHM Dr. Mohan Singh, Director Health Services, Kashmir Dr. Sameer Mattoo, General Manager JKMSCL Mr. Rajinder K Khajuria, Senior Consultant NHSRC Delhi, Dr. Jatinder Sharma, Project Director AIDS Control Society besides other senior officers of Health, Medical Education Departments and JKMSCL attended the meeting.

The Minister said that till the time Corporation takes over the procurement task fully, the concerned Medical and Health Department should ensure availability and supply of medicines and equipments.

For smooth, effective, efficient, speedy and hassle free functioning of the JKMSCL, Choudhary Lal Singh asked to restructure and streamline the functioning of the corporate. He said that State Level Advisory Committee (SLAC) will have the mandate of finalization of essential drugs  and equipments list, review and finalization of requisitions received from various end users institutions with additions, deletions, omissions and substitutions and taking other related decisions.

The Minister said that the purchase committee will have mandate of standardization of technical specification with regard to all the items to be procured, financial evaluation of e-bids and finalization/approval of annual rate contract of medicines and equipments as per guidelines of Government of India.

Choudhary Lal Singh deliberated upon the responsibilities of constituted Technical Advisory Committee (Drugs), Technical Bid Evaluation Committee, Approval of policy documents of JKMSCL, Proposed Quality Control Policy and Procedures of JKMSCL, Policy of blacklisting and debarring of products or company, Drug Procurement Policy, transfer of funds from JKNHM to JKMSCL, Upgradation/Construction of Drug Warehouses by JKPCC. He directed the Managing Director JKMSCL to purchase equipments as per Essential Equipments List approved by the competent authority of the Corporation or as per the directions of the State Government besides purchase of items at DGS&D rate contract, if the items fulfill the technical requirements/specification of the Corporation.

 Earlier, Managing Director JKMSCL Dr. Yash Pal Sharma apprised the Minister about the steps taken for strengthening the corporation and also explained the agenda points and briefed the Board about the functioning of the Corporation and its programme to carry on its fundamental responsibility of procurement of standard medicines and equipments for the health institutions.
