Abdul Haq meets Kashmiri students in Mumbai

On the directions of Chief Minister Mehbooba Mufti, Minister for Rural Development Panchayat Raj, Law and Justice, Abdul Haq Khan today met Kashmiri students studying in various colleges of Mumbai to get the firsthand account of the issues being faced by the students outside their state.

While interacting with the students, Minister asked the students to be the ambassadors of the J&K state and help in breaking the negative stereotype about Kashmir build by a section of media. He said during interactions with students in various states he came to know that the students are the primary sufferers of the negative image being portrayed of J&K by blowing minor issues out of proportion and that students need to act ambassadors of peace in the respective states they are studying.

He   said   studying outside their state can be a blessing in disguise as students get to know more people and diverse cultures and help in removing negative stereotypes thereby bridging the gaps and bringing the people together. He said once the people talk to each other all the negative notions against each other gets demolished and real picture come to fore. He said that is the only way that the people of Kashmir can counter the narrative being constructed by a section of media.

Abdul Haq appealed media to be part of the solution instead of fuelling trouble by facilitating in bridging gap thereby connecting people of the country and helping in addressing the alienation of Kashmiri youth.

During the interaction the students discussed threadbare various hardships being faced by the students outside the state viz a viz hiring a rented  accommodation and other related issues.

During discussion students raised a demand of setting up of a special helpline in the State through which the students can contact the government in case of any untoward incident.

Responding to the   suggestions given by the students, Minister assured that all the measures/steps will be taken in safeguarding the interest of the students who are studying outside the State.

He asked the students to be in touch with the Chief Minister’s Grievance Cell through social networking sites or can call directly to the cell in case they need any help from the government. He said the Chief Ministers Grievances cell is functional 24X7 and being monitoring continuously. He also asked students to directly contact him or on his twitter handle for any assistance.

Minister also suggested the students to be in touch with each other while staying in different cities that will help them in case of hardship. He suggested students to create whats app groups where students studying in a particular city can connect together that will help them in communicating with each other and if a student faces any problem, other can come to his help and can communicate in a swiftly. He assured full support from the government to the students.

Terming the safety and security of the students studying outside the state as the prime responsibility of the government, Minister said the government under the leadership of Chief Minister, Mehbooba Mufti is committed to provide all the support to the students who are acting as the brand ambassadors of the State.

Mehbooba lays foundation of working women’s hostel, night shelter for homeless at Jammu

CM kick starts development of park at Muthi

Chief Minister, Mehbooba Mufti laid the foundation of three developmental projects here today being built by the Housing & Urban Development Department.

The Chief Minister laid the foundation of a hostel for working women at Boria to be built at a cost of Rs 4.16 crore. The 41 room hostel has a capacity of accommodating 73 persons. It would have all the basic facilities of kitchen, computer lab, office, badminton court, child care room and other ammenities.

Mehbooba Mufti directed the completion of the hostel within a year’s time so that the working women doing their job in the city are facilitated at the earliest.

The Chief Minister also laid the foundation of a night shelter for Urban homeless to be built at a cost of Rs 1.86 crore. The three storeyed building would provide 100 bedded accommodation to homeless people and it would have facilities of kitchen, pantry and dining hall attached. The project is expected to be completed by March next year.

Earlier, Mehbooba Mufti laid the foundation of development of a park at Lower Roop Nagar, Muthi.

To be developed at a cost of Rs. 1.28 crore, the park shall be developed alongside local nallah and it would facilitate people of Muthi area including members of Economically Weaker sections living nearby.

The park would have facilities like kiosks, benches, dust bins, parking area and public toilets and is expected to be completed within six months.

The Chief Minister, it may be recalled, had announced development of a park at the place during her visit to the area on February 21 this year.

On the occasion, several local residents and members of Pandit community interacted with the Chief Minister.

Mehbooba Mufti sought their feedback about the facilities being provided to them.

Govt launching youth as entrepreneurs, employment generators

PMEGP to facilitate Micro, Small and Medium Enterprises

Fuzaib Farooq is a successful entrepreneur from Kashmir. He has his own brand name “Pashmilon” and is exporting his products all across the country as well as the Middle East.

Besides earning a successful livelihood, he provides employment to many other persons in his unit that manufactures silken blended cloth, stoles, shawls, arabian rumals, head scarf etc.

Fuzaib Farooq credits his success to the support and guidance he received from DIC Srinagar, who mentored him, and helped, established his first garment unit in Industrial Estate Bagi-i-Ali Mardan Khan Naushera seven years ago.

He was able to achieve his dreams and now along with being a successful budding entrepreneur, he is a motivator for youth, urging them to come forward and avail benefits of various government scheme, to fulfill their dreams by not only becoming owner of their own business units but also employment generator for others.

Another young entrepreneur from Kashmir, Zahoor Ahmad also had established his business unit in the same industrial estate. Zahoor Ahmad manufactures different kinds of spices and supplies different varieties of spices across the valley. Three years back, he approached DIC Srinagar for support and after following the proper process, with the help of state government he finally established his own unit.

DIC Srinagar i.e., the Directorate of Industries and Commerce is the premier organization which deals with all aspects of planning and development of small scale and tiny industrial units in the Division. It acts through 12 District Industries Centers (DICs), one in each district. There are 5 Industrial Estates functioning in Srinagar district including Shalteng, which spreads on 94 kanals of land with 34 functional units, whereas 223 units are operational at Khonmoh which spreads on 2038 kanals of land, at Zakoora, 38 units are functional and the land available is 237 kanals, Bagh-i-Ali Mardan industrial estate presently provides place to 101 functional units with the available land of 144 kanals and Zainakot, which is spread over 525 kanals of land with 151 functional units presently.

Apart from creating infrastructural facilities for industrial development in the shape of establishing industrial estates, export promotion parks and growth centers where fully-developed land, power, water, roads and where prospective entrepreneurs are encouraged to establish their ventures, the Directorate provides facilities of according various registrations, imparting training to entrepreneurs, coordinating with various sister agencies, granting different State/Central Government incentives to various industrial units.

To address the issue of unemployment in the state and to create self employment opportunities for the unemployed youth, the government has initiated various attractive schemes that incentivize setting up of income generating units by budding entrepreneurs. These schemes aim to eradicate joblessness and boost the economic output of the state economy.

Director Industries and Commerce Kashmir, Bilal Ahmad Bhat said that the government under new State Industrial Policy 2016 had introduced Package of Incentives. This package includes 30 percent capital investment subsidy on plant and Machinery, 3-5 percent interest subsidy on working capital loan, 100 percent subsidy on purchase of new DG sets/solar/wind generators/hybrid solar wind systems, 100 percent subsidy on purchase of QC & testing equipment, 100 percent subsidy on preparation of project report, 60 percent subsidy on pollution control equipment, 15 percent price preference to local SSI units in Government Purchases, 50 percent subsidy on installation of equipment for green & environment protection like rain water harvesting, recycling of waste water and solid waste management, 25 percent subsidy on automation/software/hardware/business process re-engineering/IT/online pollution control devices, 30 percent subsidy for obtaining ISI/BIS/FPO/AGMARK/ECEMARK certificates etc and exemption from payment of toll tax,  court fee, stamp duty, etc.

Appealing to unemployed youth, Bilal Ahmad Bhat said that if anyone desires to start his own venture, he/she should log on to www.industrieskashmir.nic.in for provisional registration and later on counseling will also be provided by General Manager DIC office of their respective Districts if required.

In Srinagar district, a total of 672 MSME units were registered in organized sector which provides employment to 1950 persons, whereas, in unorganized sector 4620 units were registered which provides jobs to 11703 persons. Overall a total of 5292 units feed 13653 souls in district Srinagar.

Government of India has also approved the introduction of a new credit linked subsidy programme called Prime Minister’s Employment Generation Programme (PMEGP) by merging the two schemes that were in operation till March 31, 2008 namely Prime Minister’s Rozgar Yojana (PMRY) and Rural Employment Generation Programme.

Rural Employment Generation Programme (REGP) was launched with the objective of generating employment opportunities through establishment of micro enterprises in rural as well as urban areas whereas; PMEGP is a central sector scheme being administered by the Ministry of Micro, Small and Medium Enterprises (MoMSME).

The PMEGP is being  implemented  by  Khadi and  Village Industries  Commission  (KVIC),  a  statutory  organization  under  the administrative  control  of  the Ministry of MSME as the single nodal agency at the National level.

At the State level, the Scheme is being implemented through State KVIC Directorates, State Khadi and Village Industries Boards (KVIBs) and District Industries Centers (DICs) and the banks. The Government subsidy under the scheme  will be  routed  by  KVIC  through  the  identified Banks  for eventual distribution  to  the  beneficiaries & entrepreneurs  in their  Bank  accounts.

The role of DICs in the implementation of the scheme is mainly identification of beneficiaries, identification of area specific viable projects and providing training under entrepreneurship development programme.

In 2016-17, DIC Srinagar placed 148 applications of PMEGP before DLTFC (District Level Task Force Committee) in which 132 applicants were selected for establishing their units under the said scheme. In 2016-17, 120 units were formally registered in DIC Srinagar which provided employment to 748 persons. A total of 168 cases were sponsored under MSME scheme for the year 2016-17 in Srinagar and from April 1, 2017 to June 29, 2017, 65 cases were sponsored in District Srinagar.

Renowned literary figure Prof GM Shad passes away

Renowned Kashmiri literary figure, poet and an erudite historian, Prof Ghulam Muhammad Shad passed away at the age of 80 after a prolonged illness on Sunday.

Born in 1939 at south Kashmir’s Bijbehara township as Ghulam Muhammed Najar, he was known among his contemporaries and peers by his pen name ‘Shad’.  Prof Shad was a father of noted journalist and writer Murtaza Shibli.

Prof Shad, who breathed his last at Shere-e-Kashmir Institute of Medical Sciences, Soura, was well known in the literary circles as a writer, poet columnist, and scholarly figure whose services can never be forgotten.

His famous pieces of writing among others include ‘Shil te ShehlathKarni Phur, and some collections of Naat.  Prof Shaad spent his life for the promotion of literary activities by all means and set an example of excellence across the State.

Prof. Shad was proficient in English, Urdu, Persian and Kashmiri as well. His contribution as a translator couldn’t be forgotten. He closely worked with the translation section of the Jammu and Kashmir Academy of Art, Culture and Languages. Prof Shad has rendered noted poet of South Asia, Faiz Ahmad Faiz into Kashmiri and also translated literary work of sufi saint, Shiekh-ul-Alam into Urdu. Due to his exceptional work, Prof Shad had carved out a special space for himself into the literary and academic circles. He taught history at the Department of History in Government Degree College, Anantnag where from he retired as a senior Professor, leaving a legacy behind.

Meanwhile Director, Department of Information and Public Relations, Muneer-Ul-Islam, condoled the demise of Prof Shad. The Director described Prof Shad as a learned scholar of his times blessed with great qualities of genteel behavior, piousness nature and simple life.  In his condolence message, the Director recalled the contribution made by late Shad to the State during his long stint in education sector. He said he was a torchbearer of knowledge. He also paid him rich tributes for his contribution as the Professor of Government Degree College, Anantnag. The Director conveyed his sympathies to the bereaved family while praying for his eternal solace.

86 MLAs cast vote for Presidential poll

Chief Minister Mehbooba Mufti casts vote at Presidential Election

The polling for election to the office of President of India started here today at 10 am under the supervision of Chief Electoral Officer, Jammu and Kashmir, Mr Shaleen Kabra, and Election Observers from Election Commission of India.

Assistant Returning Officers and Authorized Agents of the contesting Presidential election candidates were also present during the election process.

Polling was conducted smoothly throughout the day and till the time of the conclusion of polling 86 MLAs out of the total 87cast their votes.

PCI Panel holds extensive deliberations with editors, journalists

The three-member team of Press Council of India (PCI) led by Mr S N Sinha today held wide-ranging deliberations with the media owners, editors and journalists here to know about the issues confronting the media in Jammu and Kashmir.

The members of the visiting Sub-Committee include Mr C K Nayak, Dr Suman Gupta and Mr Naveen Joshi.

Director Information, Mr Muneer-ul-Islam was also present during the day-long deliberations.

The PCI team arrived here yesterday on a weeklong visit to have first-hand appraisal of the media scenario in Kashmir and the challenges confronting the journalists in the State. The Committee will give its recommendations regarding J&K media after concluding its ongoing visit to the State.

The PCI team commenced its deliberations with the editors and working journalists of J&K at the Conference Hall of the Media Complex here this morning which continued throughout the day.

The team held its first meeting with J&K Press Correspondents Club led by senior journalist Yousuf Jameel. The other members of the Club who were part of the delegation included Fayaz Bukhari of Daily Excelsior, Inayat Jehangir of PTI and Sheikh Qayoom of IANS.

It was followed by a meeting with Kashmir Working Journalists Association led by Mohammad Salim Pandit of Times of India, Mufti Islah of News 18, Mir Fareed of Times Now and Zulfikar Majid of Deccan Herald.

The third group of journalists who called on the PCI team represented the Working Journalists Association Kashmir and Young Journalists Association Kashmir led by Naseer Ganai of Outlook Magazine and Moazzam Mohammad of Kashmir Reader respectively. The other members of this delegation included Mir Farhat of KNS, Manzoor-ul-Hassan of Rising Kashmir, Hakeem Irfan of Economic Times and Fazal Hussain of Kashmir Monitor.

The working journalists apprised the PCI team about the issues confronting the media in J&K including implementation of Journalists Wage Board recommendations, health insurance cover, welfare measures, safety of journalists while reporting, additional facilities for accredited journalists, institutionalized mechanism for hiring journalists and ensuring job and financial security.

The journalists urged the PCI team that the advertisements issued by DAVP and State Government to media groups in J&K must be commensurate with the professional staff employed by the media groups and subject to provision of financial/medical aid to journalists who die or suffer injuries while performing their duties.

A delegation of J&K Press Photographers Association led by Farooq Javed Khan also called on the PCI team. Representatives of Kashmir News Agencies Association led by Tassaduq Ahmad of KNS, Suhail Khan of INS and Basharat Ahmad of API also called on the PCI team. Senior journalists Ahmad Ali Fayyaz and Maajid Hyderi also interacted with the visiting PCI team.

In the afternoon session, a delegation of Kashmir Editors Guild led by Senior Journalist and Editor, Kashmir Life, Masood Hussain, who is also the General Secretary of KEG, called on the PCI team.

The Editors informed the PCI panel about the issues faced by the media organizations in the state and the measures required to strengthen the media in the state. They said the Department of Information and Public Relations (DIPR) should be empowered to act like a bridge between the government and the media. They also requested the team members to conduct regular visits to the state and designate some member to discuss the issues of editors of J&K.

The Jammu Newspaper Editors Guild comprising Prabodh Jamwal, Editor, Kashmir Times, Raj Daluja, Editor, State Times and A K Sawhney, Editor, Journey Line also interacted with the PCI team.

The Editors representing Jammu Newspapers Guild said the DIPR need to categorize newspapers for allotment of government advertisements on the lines of DAVP advertisement policy. They also demanded proper grievance redressal mechanism for news organizations.

The Sub-Committee members are also scheduled to meet the Governor, Mr N N Vohra, Chief Minister, Ms Mehbooba Mufti, former Chief Minister, Mr Omar Abdullah, Information Minister, Choudhary Zulfkar Ali, Finance Minister, Dr Haseeb Drabu and Director General of Police Dr. S P Vaid.

The Sub-Committee will be visiting Jammu and Ladakh separately to interact with the media-persons there. The Sub-Committee had earlier visited the State in June 2012.

Editor of local daily manhandles DIPR staff for advertisements

The Department of Information and Public Relations (DIPR) has initiated legal action against the editor of a local newspaper for forcing his entry into the office of the Joint Director Information (JDI) Kashmir and manhandling the Joint Director Information and his staff.

According to the employees of JDI Kashmir, the Editor came marching to their office this morning shouting that adequate advertisements were not being issued to his newspaper ‘Asian Mail’ by the Government. “He entered into our office and without any reason started hurling choicest abuses at all of us and tried to manhandle the Joint Director Information saying that adequate advertisements were not being released to his newspaper,” an employee of JDI Kashmir who was present at the time of incident said.

Following a strong protest by the employees of JDI Kashmir over their intimidation and harassment by the said Editor, the Department has lodged a written complaint with the police in this regard and has also informed the concerned authorities in the Government about the incident.

Taking a serious note of the incident, Director Information & Public Relations, Mr Muneer-ul-Islam said that he will be personally raising the issue with the representatives of various Editors Forums in the State.

Meanwhile, the JDI Kashmir has sought police protection for his office to prevent recurrence of such ugly incidents in future. The employees have complained that they are frequently being harassed by editors of some small-time newspapers for not releasing bulk advertisements to their publications.

Pertinently, a payment of Rs 13.76 lakh has been made by DIPR to the ‘Asian Mail’ newspaper during the past fiscal on account of advertisement support from the Government, which is the highest in that category of newspapers.
