Cabinet approves transfers and postings in Civil administration

Transfers and Postings

The Cabinet which met here today under the chairmanship of Chief Minister, Ms Mehbooba Mufti approved the following transfers and postings in the civil administration.

Mr. Pramod Kumar Jain, IAS, Financial Commissioner, Revenue, J&K has been transferred and posted as Chairman, Bureau of Public Enterprises, Finance Department.

Mr. B.B Vyas, IAS, Financial Commissioner, Planning Development & Monitoring Department shall hold the charge of the post of Principal Secretary to HCM in addition to his own duties till further orders. He will also hold the charge of the posts of Administrative Secretary, Information, Hospitality and Protocol, Civil Aviation and Estates Departments.

Mr. Lokesh  Dutt  Jha, IAS, Chairman, Bureau of Public Enterprises, Finance Department has been transferred and posted as Financial Commissioner, Revenue, J&K.

Mr. Navin Kumar Choudhary, IAS, Principal Secretary to Chief Minister and also holding the charge of the posts of Administrative Secretary, Departments of Finance, Hospitality and  Protocol, Civil Aviation and Estates Departments has been transferred and posted as Commissioner/Secretary to Government, Finance Department.

Mrs. Vineeta Gupta, IAS, Commissioner, Commercial Taxes, J&K has been transferred and posted as Transport Commissioner, J&K.

Mr. Parvez Iqbal Khateeb, IAS, Transport Commissioner, J&K has been transferred and posted as Commissioner, Commercial Taxes, J&K.

Mr. R.K Pandita, KAS, Relief and Rehabilitation Commissioner (Migrants) has been transferred and posted as Managing Director, J&K S.C/S.T & OBC Development Corporation.

Mr. Y.P Suman, KAS, Managing Director, J&K S.C/S.T & OBC Development Corporation has been transferred and posted as Relief and Rehabilitation Commissioner (Migrants).

Overall situation remained under control throughout Valley:Police

A spokesman of the Zonal Police Headquarters Kashmir today said that the overall situation remained under control throughout the Valley. “However, some stray stone pelting incidents were reported till filing of this report,” he said.

The spokesman said that three incidents of stone pelting were reported from Budgam, Pulwama and Shopian. “At these places, miscreants assembled on the roads and attempted to disturb the normal traffic and movement of people by pelting stones on vehicles, police and security force deployments,” he said.

The spokesman said that increased movement of private and passenger vehicular traffic was observed in most parts of the Srinagar as also in the major towns of the valley.

The Spokesman further said that during the night intervening 7th and 8thSeptember 2016 unknown militants entered into the Guard Room located at the residence of political protectee Abdul Rashid Khanday falling under the jurisdiction of Police Station, D H Pora, Kulgam and snatched the weapons from the police personnel deployed there.

The spokesman said that the snatched weapons include one SLR, one 303 Rifle and two INSAS. He said Police has taken the cognizance and investigations are on.

Meanwhile, reacting to a news report published in a section of the press titled, “Kulgam man dies of cardiac arrest amid teargas shelling”, a spokesman of the Zonal Police Headquarters Kashmir today said the allegation that the said person died due to cardiac arrest amid tear gas shelling is factually incorrect.

“According to the district police authorities Kulgam, the said person suffered cardiac arrest in Chawalgam village at around 09.00 AM in the morning. There was no tear smoke shelling going on at that time in the area,” the spokesman said adding that the security forces had to use tear smoke at 03.00 PM in the area to disperse the miscreants when they were pelting stones on the security force deployment.

In order to carry out development works by M/S. IRCON International Ltd. under R-APDRP Scheme, the power supply to Udheywala, Red Cross, KC Colony, Gopinath Colony, Kailash Vihars, Chowani Chak, Sangrampur, Sajjadpur, Nagbani and adjoining areas fed from 33/11 KV Sub-Station Udheywala (PC-4) shall remain affected on September 09, 11 and 15 from 08 am to 02 pm.

Similarly, the power supply to Gole Gujaral, Sunder Nagar, Jaswant Palaza, Munshi Chak, Ajit Colony, Amar Colony, and adjoining areas fed from 33/11KV substation Talab Tillo shall remain affected on September 15 from 08 am to 12 noon.

Meanwhile, the power supply to Prem Nagar, Lower Prem Nagar, Quasim Nagar, Christian Colony, Part of Raghunath Bazar and adjoining areas fed from 33/11 KV Sub-Station Denis Gate shall remain affected on September 16 from 08 am to 12 noon.

Similarly, the power supply to Udheywala, Red Cross, KC Colony, Gopinath Colony, Kailash Vihars, Chowani Chak, Sangrampur, Sajjadpur, Nagbani and adjoining areas fed from 33/11 KV Sub-Station Udheywala (PC-4) shall remain affected on September 18 from 08 am to 03 pm.

Meanwhile, the power supply to Raj Bhawan, Jullaka Mohalla, Panjitirthi, Dounthly Bazar, Karan Nagar, Kachi Chowni, PHE Dhounthly, Old City and adjoining areas fed from 33/11 KV Sub-Station Dhounthly shall remain affected on September 19 from 08 am to 12 noon.

Similarly, the power supply to Transport Nagar, Bhatindi, Malik Market and its adjoining areas fed from 33/11 KV  Sub-Station Transport Nagar shall remain affected on September 10 from07 am to 11 am.

Meanwhile, the power supply to Sainik Colony, Chowadi and its adjoining areas fed from 33/11 KV  Sub-Station Sainik Colony shall remain affected on September 11 from 07 am to 11 am.

Admission date under PMSSS extended till Sept 30

PMSSS last date extended

According to a notification of Higher Education Department the last date for seeking admissions under Prime Minister’s Special Scholarship Scheme (PMSSS) has been extended upto September 30, 2016.

Candidates who have been selected under PMSSS and have received provisional admission letters from AICTE can now register themselves in their respective allotted colleges till the end of this month.

Urs of Shah-e-Hamadan (RA): CM prays for JK’s peace

Chief Minister, Ms Mehbooba Mufti today greeted people on the occasion of annual Urs of Hazrat Mir Syed Ali Hamdani (RA), popularly known as Shah-e-Hamadan (RA).

In her message, Ms Mehbooba highlighted the contribution of revered Shah-e-Hamadan (RA) in preaching the message of peace and brotherhood enshrined in the teachings of Islam. She also highlighted the role of Shah-e-Hamadan (RA) in introducing the skills of famed handicraft amongst the people, for which Kashmir is famous all over the world. “While many saints have graced the valley of Kashmir but no one is identified with Kashmir the way Sahah-e-Hamadan (RA) is remembered for having changed the course of Kashmir’s history,” she said.

The Chief Minister prayed for peace and prosperity of Jammu and Kashmir, which she said is undergoing lot of pain and suffering.

The Chief Minister asked the Divisional Administration Kashmir to ensure adequate arrangements for the devotees visiting the shrine to join special prayers during the annual Urs.

A spokesman of the Zonal Police Headquarters Kashmir today said that barring some stray stone pelting incidents, the overall situation remained under control throughout the valley till filing of this report.

“Four incidents of stone pelting were reported from Anantnag, Kulgam, Shopian and Kupwara,” he said adding at these places, miscreants assembled on the roads and attempted to disturb the normal traffic and movement of people by pelting stones on vehicles, police and security force deployments.

He said at Kulgam about miscreants 300 assembled at Mirhama and pelted stones on police and security force deployments and set ablaze Jawahar Navodaya Vidyala School which suffered damages. “Miscreants also hurled a petrol bomb on State Rest House, Chawalgam which resulted in fire and partial damages to the rest house,” he said and added that the miscreants also pelted stones on the police and security forces at this place.

Chief Minister welcomes resolution adopted at All Party Meeting

Welcoming the resolution adopted at the All Party Meeting in New Delhi which calls for dialogue with all stakeholders in Jammu and Kashmir, Chief Minister, Ms Mehbooba today said engagement and reconciliation is the only way forward to end the stalemate and make peace, stability and prosperity a reality in the State and the region.

Ms Mehbooba said unfortunately the separatist leadership missed the recent opportunity of engaging with the country’s Parliamentarians, during their visit to the State, to find a solution to the problem.  “There is no alternative to dialogue, and somebody has to engage with somebody to find a way out and it stands true for J&K as well,” she said and added that by shying away from talks, the separatist leadership is in the danger of being squarely blamed for holding up the resolution process when an opportunity was there to address the issue through political and democratic means.

She said now that the resolution adopted at the All Party Meeting in New Delhi has reiterated the urgency of engagement and dialogue in Jammu and Kashmir, “we hope a fresh and productive effort would be made by the country’s political leadership to reach out to all the stakeholders in the State to address the issue through inclusive and comprehensive engagement.”

The Chief Minister said that the people of Jammu and Kashmir, irrespective of their age, gender, status or the political affiliation, have been suffering the disastrous consequences of the turmoil and unrest and they have to be retrieved from this blood-spattered quagmire, sooner the better. “The onus lies not only on the Government but the separatist leadership as well to give the peace and resolution process a chance by coming forward with a concrete roadmap,” she said.

Ms Mehbooba said despite the challenges and impediments, the prevailing painful situation in Kashmir necessitates once again reaching out to all shades of the political opinion in the State and initiating substantive political and economic measures to revive and consolidate the peace and resolution process which had worked so well between 2002 and 2005. “Violence in any form only brings miseries to the people and is not a means to seek resolution of the problem,” she said and added that holding public life to ransom will not yield peace but only aggravate the miseries of the people. “Our children are getting killed and maimed, our social fabric is slipping into disorder, economy is in shambles, educational sector has suffered immensely, tourism inflow is zero, shopkeepers are not able to do business, transport industry is suffering massive losses, industrial units are shut, development process has come to a halt and people are feeling suffocated. We shall have to ponder over how long we are going to allow this self destruction to continue?” she said adding; “All of us, cutting across the political divide, shall have to reinforce our resolve to work through peaceful means and through public participation towards resolution of the problem and restoration of peace in the State so that our future generations can at least live in peaceful environment.”

LAHDC Leh delegation calls on Chief Minister

A delegation of Ladakh Autonomous Hill Development Council (LAHDC) Leh, led by Chief Executive Councilor, Dr Sonam Dawa Lonpo called on the Chief Minister, Ms Mehbooba Mufti here today.

Minister for Ladakh Affairs and Cooperatives, Mr Chering Dorjay, Financial Commissioner Planning and Development, Mr B B Vyas and Principal Secretary to CM, Mr Navim Kumar Choudhary were present on the occasion.

The delegation apprised the Chief Minister about various issues pertaining to the development of district Leh including allocation of adequate funds under the PM’s Developmental Package. The delegation sought special dispensation for clearing the work done liabilities to the tune of Rs 7.52 crore under the permanent restoration of flood damaged infrastructure.

They also demanded release of funds for taking up road macadamization works, repair work of damaged bridges besides adequate funds for laying power infrastructure in the region including new and renewable energy.

Highlighting the geo-climatic situation and remoteness of the district, the delegation asked for enhancement of healthcare related facilities in the area, especially due to increased influx in the hospitals during the summer tourist season in the district.

The delegation also asked for suitable allocation under the agriculture sector to meet the need for Cold Storage facilities to enhance the supply of agriculture and horticulture produce to the consumers. Under the tourism sector, the delegation demanded for development of wayside facilities and other infrastructure throughout the length and breadth of the district.

The delegation also demanded setting up of examination centres in the district for various competitive examinations, so as to facilitate the locals appearing in such exams for which candidates otherwise have to travel to Srinagar or Jammu.

Speaking on the occasion, the Chief Minister said that under the PM’s Development Package of Rs 80,000 crore, due focus has been given to important developmental projects viz Srinagar-Leh Transmission line, Solar Power generation, Zojila Tunnel, double laning of Srinagar Leh and Kargil–Zanskar roads, etc and expressed the hope that these projects will be completed within the stipulated time.

Responding to the demands of the delegation, the Chief Minister said work done liabilities shall be met in tranches, even as the State Government has taken up with the Union Government, the issues related to release of funds to complete the works under various projects including power, roads and bridges.

The Chief Minister was informed that thrust is being given on completion of major projects including Convention Centre and Sports Complex that are expected to be completed in the next two years. With regard to enhancement of healthcare facilities it was assured that improved facilities will be made available in the hospitals in the district, to cater to the increased rush of patients during peak tourist season.

It was informed that to give fillip to the Agriculture sector in the region a special Pashmina Promotion Programme for the purpose to promote Pashmina production has also been undertaken.

Other members of the visiting delegation comprised Executive Councilors Mr Dorjey Motup, Mr Mumtaz Hussain, Mr Tsering Sandup, besides Councilors of the LAHDC, Leh.

Shutting down doors for dialogue not in JK’s interest: Mehbooba

CM launches UJALA scheme in Kashmir

Maintaining that shutting the doors for emissaries of dialogue is not going to help anyway, Chief Minister, Ms Mehbooba Mufti today said by spurning the parleys, the separatist leadership is not facilitating the solution of the problem but only holding up the resolution process.

“We have lost several opportunities in the past to resolve the issue through engagement and dialogue and today again if we miss the chance, the coming generations are never going to forgive us for our intransigence,” the Chief Minister said while addressing a function organized here in connection with the formal launch of UJALA scheme in Kashmir.

Deputy Chief Minister, Dr Nirmal Singh, Minister for Agriculture Production, Mr Ghulam Nabi Lone Hanjura, Minister for Revenue, Relief and Rehabilitation, Syed Basharat Bukhari, Minister for Cooperatives and Ladakh Affairs, Chering Dorjay, Minister for Education, Mr Naeem Akhtar, Minister of State for Housing & Urban Development Social Welfare, Health & Medical Education, Ms Asiea Naqash, Minister of State for Forest, Ecology and Environment, Animal & Sheep Husbandry, Cooperative and Fisheries, Mr Zahoor Ahmad Mir, Member Parliament Fayaz Mir and several Legislators were present on the occasion.

Maintaining that her party has been consistently advocating dialogue both with Pakistan and all sections of the society within J&K, including the separatists, for the permanent resolution of the Kashmir issue, Ms Mehbooba said whether it was the party’s Common Minimum Programme with Congress in 2002, its Election Manifestos or its ‘Agenda of Alliance’ with BJP, PDP has repeatedly reiterated its agenda of peaceful resolution of the issue through engagement and reconciliation. “And to a large extent we had succeeded in facilitating setting off a productive reconciliation and resolution process in and around J&K between 2002 and 2005,” she said and added that today again the party’s position is same and it was in this spirit that she recently wrote to the separatist leaders requesting them to engage in talks for the resolution of the issue.

The Chief Minister revealed that when V P Singh was the Prime Minister in nineties and Mufti Mohammad Sayeed was the Union Home Minister, the later had prevailed on Mr Singh that he has an opportunity to rewrite the subcontinent’s history, if he can resolve the Kashmir issue. “Mr V P Singh agreed to engage with various stakeholders in Jammu and Kashmir to resolve the issue through dialogue and fortunately at that time Government of India was ready to discuss every possible solution. Accordingly, the separatist leadership in Kashmir was approached through emissaries to engage with New Delhi for the settlement of the issue, however, they refused to come to the negotiating table and lost the first opportunity to resolve the issue,” Ms Mehbooba said and added that again another opportunity was lost when the then Prime Minister Atal Bihari Vajpayee led off the peace and reconciliation process on both external and internal fronts in 2003. “Again the Hurriyat leadership was invited for talks to resolve the issue. However, because of the internal discord within the separatist leadership at that time, another opportunity to resolve the issue was lost,” she said.

Ms Mehbooba said, however, if anything was achieved in Jammu and Kashmir since the partition of the subcontinent, it was between 2002 and 2005 when cross-LoC roads were opened for movement of people and goods and there was peace along the borders. “On the internal front also various confidence building measures were taken for the rehabilitation of the victims of violence and after a long era of political uncertainty, Kashmir had started radiating peace in the subcontinent instead of becoming a bone of contention between India and Pakistan,” she said and added unfortunately, after Mr Vajpayee demitted office in 2004, there was no substantive movement forward on the peace and reconciliation initiatives taken by India and Pakistan vis-à-vis Kashmir leading, once again, to an era of cynicism and alienation in the Valley.

Ms Mehbooba said with a robust mandate on his back and the country’s political leadership, cutting across the divide, fully supportive of reviving the peace and reconciliation process in and around Jammu and Kashmir, Prime Minister, Mr Narendra Modi has the opportunity to resolve the Kashmir issue in the interest of the peace and stability of the State and the region. “And I am sure a serious effort was made by reaching out to every section of the society in J&K, including the separatist leadership through the All Party Delegation to set the resolution process into motion through dialogue,” she said and added that unfortunately, the separatists seem to have again missed the opportunity by refusing to engage. “If we refuse to talk to anybody, how come the resolution will evolve?” she asked.

Stressing the need for continuing the efforts for peaceful resolution of the issue, the Chief Minister called for reaching out to people of Jammu and Kashmir through substantive political and economic measures to address the anger, alienation and the aspirations. She also urged the separatist leadership to engage in negotiations to make peace a reality in the State and bring an end to the miseries of the people.

“Despite the challenges and impediments, the prevailing painful situation in Kashmir necessitates once again reaching out to all shades of the political opinion in the State and initiating substantive political and economic measures to revive and consolidate the peace and resolution process,” the Chief Minister said and added that violence in any form only brings miseries to the people and is not a means to seek resolution of the problems. “Instead of pushing our youth on the streets, we should ask them to join their schools and ourselves come to the forefront for resolution of the issues through political and democratic means,” she said added that neither the stones nor the guns either in hands of the youth, the militants or in the hands of security forces would enable a peaceful solution of the Kashmir problem.

Govt amends rules for recruitment of teachers

Aiming to improve the education standards in Jammu and Kashmir, the Government has taken a number of significant reformative initiatives.

As per an SRO issued by the Education Department, the minimum qualification for the direct recruitment of teachers has been revised from existing 10+2 to graduation, thereby bringing criteria of direct recruitment at par with the NCTE, which had set graduation as minimum qualification for teachers in 2011. The amendment is also in line with the objective to attract the best available talent to improve the quality of education being imparted in the Government schools. The amendment in the recruitment rules was initiated after analyzing the data of candidates selected as teachers by the Services Selection Board during the past four years which indicates that only a meager three per cent undergraduate candidates got selected.

In another significant decision, the Government has decided to get the untrained teachers trained through IGNOU/NIOS in B.Ed/D.EL.Ed Courses for which an agreement has been put in place. The number of such untrained teachers is over 22,000 across the State.

Similarly, the Government has also initiated a special programme for upgradation of knowledge for the teachers through e-learning module and other innovative learning techniques to equip the manpower with latest technology. In the first instance, 84,000 teachers will be covered under knowledge upgradation and 35,000 to be covered under e-learning module. The objective of such reforms is to improve the overall education standard in Jammu and Kashmir and to keep pace with the world-wide emerging education scenario.
