JAMMU, MAY 14: The government has constituted a committee to accelerate recruitment to government vacancies and ensure certain principles of transparency, inclusiveness and speed are maintained in the recruitment process.
As per an official order issued here today in this regard, sanction has been accorded to constitution of this Committee which will comprise of Navin K. Choudhary, Principal Secretary, Agriculture/Horticulture Department as its Chairman and Nodal Officer while Saurabh Bhagat, Commissioner Secretary, Labour & Employment Department, Farooq Ahmad Lone, Secretary, General Administration Department and Achal Sethi, Secretary, Department of Law, Justice &.PA would be other officers of the Committee.
The terms of reference of the Committee shall be to identify the vacancies for being filled up on immediate basis with priority to Class-IV vacancies; finalizing the procedure to be followed for recruitment, so that the principles of transparency and inclusiveness are maintained and the process of recruitment is concluded speedily; to ensure that necessary sanctions/approvals are obtained, rules notified (wherever required) for enabling Services Selection Board to commence the process of recruitment immediately and removing hitches in the recruitment process, if any.
The Chairman/Nodal Officer shall be responsible for the tasks assigned to the Committee and he shall be assisted by other officers of the Committee.
The Committee shall meet frequently, if necessary on daily basis, and interact with Administrative Secretaries to ensure that the indent(s) for recruitment(s) is forwarded to Service Selection Board by 22nd May, 2020.
The Committee will continue to monitor the process till the recruitment process is completed.

SRINAGAR, MAY 13: District Administration, Srinagar finalised measures to augment the existing network of delivery of groceries, food items and vegetables with special emphasis and focus on mandatory home-delivery, hygiene and precautions required in view of COVID containment SOPs.
It is pertinent to mention here that 25 Administrative Zones were notified earlier, comprised of inter-departmental representatives, to address local issues related to essential services, supplies, commodities and local needs, with active involvement of local representatives.
A total of 39 major stores were notified, to begin with, for supply and delivery of groceries. Another, 40 stores were later notified at zonal level taking the number to 79. Meanwhile, in coordination with local business representatives and resident associations the zonal committees have been authorised for operationalisation of such 2-3 stores in every zone either on rotational basis with fixing business days. In case of red zones strict precautions are to be put in place.
In order to replenish the stocks 64 wholesalers were permitted / facilitated for distribution of stocks across the city. Movement passes and vehicles were allowed for replenishment of stocks. Mobility days have been fixed on rotation in order to minimise footprint in markets.
A nodal agency with officials and non-officials drawn from different departments and stakeholder organisations has been established at Parimpora Mandi to facilitate vegetables and fruit across districts. Measures have been put in place for social distancing and hygiene. In order to avoid any chance, 229 persons dealing with stocks in vegetable mandi were tested and all tested negative.
Further, 80 load carriers have been deployed for supply of vegetables with special focus on red zones. The general supply of fruits and vegetables has also been regulated in view of the precautions required.
In order to keep a strict check on quality and pricing inter-sectoral teams and squads comprised of officials from Police, FCS&CA, Legal Metrology and Magistrates have been deputed for inspections and legal action. A number of cases have been initiated against defaulters and in many cases shops sealed.
District Magistrate, Dr Shahid Iqbal Choudhary reviewed the preparedness for further expanding the network of distribution of essential in city and emphasised active coordination with local public representatives and business community for smooth management with special focus and attention towards practices of social distancing, hygiene and quality of products. Addl DC Sajjad Qadri has presented a detailed plan of action for the purpose.
Corona Painting Competition witnessed an overwhelming response
PULWAMA, MAY 13: District Administration Pulwama declares result of online painting competition organised in view of COVID-19 pandemic. The Online Painting Competition was organised to express solidarity and appreciate the efforts being put in place globally by the healthcare professional and frontline workers of key departments who have been at forefront in fighting against the COVID-19 pandemic.
The competition witnessed overwhelming response as 735 paintings were received and subsequently scrutinized by an expert committee constituted in this regard.
As hundreds of primary school and upper primary school children exhibited their artistic skills by submitting paintings online , on the selected themes of the competition which were contextualized regarding the valiant efforts of health care professionals and frontline workers in COVID-19 pandemic along with promoting community sensitivity, community participation , volunteerism ;mindful social distancing and maintenance of proper hygiene.
While speaking on the occasion, Deputy Commissioner said that the initiative witnessed a tremendous response and the best conceived paintings will form part of Corona Art Gallery in DC office complex Pulwama. He said that Administration shall get the artistically drawn Paintings framed would be exhibited at prominent places like Hospitals, Govt Offices and at Public places with an aim to encourage all Corona Warriors .
An expert committee constituted for selecting best paintings scrutinized the all 735 paintings and selected 3 best paintings and 10 for consolation prizes in both categories (Primary and Upper Primary students).
Top three positions in primary school category were bagged by Mehren jan of Lyceium International school, Mir Huzaifa of Global vision school Tral and Hamza Younis of Lyceium International School.
Whereas Rutba Hamid of Solace international school, Aadil Ahmad sheikh of Govt UPS Mandoora Tral and Lubna wali of Govt UPS Panner got Top three positions in Upper Primary.
Div Com reviews flood preparedness put in place to tackle any exigency in Kashmir
SRINAGAR, MAY 13:- Divisional Commissioner Kashmir, P.K Pole today convened a meeting to review the flood preparedness and mechanism put in place to tackle 2014 flood like situation.
The meeting was attended by Chief Engineer I&FC, General Manager BSNL, Kashmir, Business head Reliance JIO, Bharti Airtel, Vodafone and Idea, besides other concerned officers.
The meeting held detailed discussion on the measures undertaken to combat any flood like situation and mechanism put in place for flood management.
The meeting was informed that Irrigation and Flood Control department (I&FC) has taken various initiatives including installation of Automatic Water Level Recorders (WLRs) at various locations on River Jhelum at Sangam, Pampore, Ram Munshi Bagh & Asham and at its major tributaries including Sind, Lidder, Doodganga, Vaishaw & Rambiar. Besides, department is further expanding network of Automatic WLRs across the valley to obtain instant data.
The Divisional Commissioner directed the officers to adhere to the guidelines of National Disaster Management Authority(NDMA), Government of India to minimize vulnerability to floods and consequent loss of lives, livelihood systems, property and damage to infrastructure and public utilities. He also stressed telecom companies to follow SOPs laid down by NDMA and asked them that bulk SMS services should be made available for dissemination of warnings to the people preferably residing in low lying areas on real time basis, at the time of exigency.
The authorities of I&FC department were directed to update the list of all its available tools and plants and upload it on IDRM network besides prepare a list of boats available with different departments along with their locations. He also directed the concerned to update the Disaster Management plans and rectify the deficiencies, if any.
Pole exhorted the officers to complete all restoration works taken in hand and all measures undertaken are brought to conclusion so that situation like 2014 floods are tackled and managed effectively with minimum losses.
Asgar Samoon distributes tablets among meritorious students
SRINAGAR, MAY 13: Amid the covid-19, continuing the endeavor of equipping students with electronic gadgets, Principal Secretary, School Education and Transport Department, Dr Asgar Samoon today distributed tablets among the meritorious students of District Srinagar, in presence of Director School Education, Kashmir, Mohammad Younus Malik.
The students were selected from government schools on the basis of merit obtained in previous session of 8th, 10th and 11th classes.
Speaking on the occasion, Dr Samoon encouraged students to focus on education and advised them to make the best use of the tablets. While emphasizing over the need to include students from other districts, Dr Samoon was informed that in every district meritorious students are given tablets.
In addition to e-leaning, he said, ‘eight tele-classes are conducted on daily basis and students have been provided study material through Whatsapp also’.
He asked students that the education department has created a web-portal ‘Awo Padien’ for the students and they should visit the portal and make the best use of it.
Students after receiving the tablets said that the gadget will help them in the study during lockdown and normal situations.
Advisor reviews arrangements for labourers, students arriving from outside J&K
JAMMU, MAY 13: Advisor to Lieutenant Governor, Baseer Ahmad Khan today convened a meeting via video conference to review the Management of Covid 19 and status of Labourers / Students and other residents of the Jammu and Kashmir arriving from outside and the arrangements being put in place for them.
Divisional Commissioner, Kashmir, Pandurang Pole, all Deputy Commissioners of Kashmir Division, Director SKIMS, Principal GMC Srinagar, Director Health Services Kashmir, Director, Airport Authority Srinagar, Principal SKIMS Medical College Bemina joined the meeting via video conference.
At the outset, the Advisor sought the feedback from all the Deputy Commissioners regarding the people/residents of J&K who are arriving from outside the UT and the facilities being arranged for them by the concerned District Administrations, their testing and sampling, arrangement done in administrative quarantine, status of additional quarantine facilities, status of Red Zones and other issues related to Covid-19 pandemic.
Deputy Commissioner Kulgam apprised the Advisor that additional wellness Centers at Government Degree College and Eklavya Model School have been set up to provide better facilities to the labourers who are expected to arrive in the next 15 days.
The Deputy Commissioners, Anantnag, Shopian, Pulwama and Budgam also presented the status of the arrival of Laborers/ Students from outside J&K. They apprised the meeting that as on date they have an adequate capacity of Administrative quarantine and also future influx of 15 days can be well adjusted.
The Deputy Commissioner, Ganderbal apprised the Advisor that a separate facility of 150 beds has also been created besides the Administrative quarantine facility of 1350 beds in the District.
The Deputy Commissioner, Baramulla also briefed the meeting and said that with the detection of fresh Covid positive cases, additional 17 Red zones have been categorised in the District.
The Advisor directed all the Deputy Commissioners to present their requisition of the VTM kits to the Director Health Services, Kashmir which the Director will provide at the earliest.
Deputy Commissioner, Srinagar informed the Advisor that the District has Administrative quarantine capacity of 6000 and also expected influx of 15000 persons from outside the J&K in next 15 days.
The Advisor directed Deputy Commissioner, Srinagar to create the additional quarantine facilities and asked the Divisional Commissioner, Kashmir to fix the quota of samples to be tested for each District in correspondence to the quantum of influx and the capacities thereof.
Mr. Baseer Khan said that 30 thousand mattresses and bed sheets are being sent to the Div Com Kashmir who will further ensure its distribution as per the requirement of the Districts. He also asked the concerned authorities to increase the testing capacity, so that people can be sent to home quarantine, hence, reducing the stress on administrative quarantine.
The Divisional Commissioner, Kashmir apprised the meeting that screening booths and dedicated help lines/ control rooms have been created in each Super Specialty Hospitals with the due publicity in print and electronic media.
The Advisor asked the DCs to focus on strategic sampling in consultation with the Health Department and the Medical institutions with focus on 100% sampling and testing in Red zone areas.
Divisional Commissioner Kashmir requested the Advisor for his intervention for immediate release of funds to the health institutions so that these institutions do not face any difficulty in smooth functioning particularly testing for Covid-19. The Advisor assured that the issue shall be brought to the notice of Lieutenant Governor for its immediate redressal.
The Advisor said that all the hospitals should complement and supplement each other in tune with the SOP devised. It was also enjoined upon all the HODs that the frontline staff and the other workers should be taken due care of and all the safety equipment be provided to them.
The Advisor further directed Deputy Commissioner Budgam to conduct the inspection of Srinagar Airport along with the Director Airports Srinagar and to submit a report regarding the placement of SOPs and other facilities and measures in place which will cater to the air travelers when the flights resume.
Industrial activity picks up in Kashmir

SRINAGAR, MAY 13: With Government relaxing lockdown measures to permit gradual resumption of activity in certain sectors, Industries & Commerce Department in Kashmir Division has been taking steps to resume industrial activity in areas which are not designated as Red Zones. Priority is being given to restart units manufacturing essential commodities and medical supplies. The efforts are aimed to give some impetus to the economy by resuming industrial and manufacturing activities in Kashmir.
Major activity has been seen in functioning of the cold stores. “We have restored industrial activity and more importantly the fruit that was lying in cold stores was a concern and now about 1450 trucks have left from cold stores to Delhi and other terminal markets”, said Director Industries & Commerce Kashmir, Mehmood Ahmad Shah. “There are 31 CA stores holding about 25000 MT of apple and this fruit would be gradually exported to fruit markets till the middle of June”, he added.
Regulating the supplies of fruit produce to terminal markets is bound to fetch remunerative prices for the dealers as there were concerns that due to extended lock down, the apples may be sold locally at throwaway prices. This holds promise for future of cold store industry in Kashmir which would benefit the growers and dealers alike as the problem of glut in the apple market can be averted by regulating supply to the terminal markets.
“About 80 packaging units manufacturing card board boxes are also functional. By allowing cold stores and card board units to resume operations, the fruit crop would get the much needed packaging and marketing support. In next 10 to 15 days, cherry season is going to start. Both cold stores and card board packaging units shall cater to the cherry crop and benefit the growers and fruit dealers. Since the shelf life of cherry is very short, this year more emphasis will be on canning of the produce to increase its shelf life”, Director Industries said.
Similarly to give fillip to the construction sector, cement plants, brick kilns and stone crusher plants have also been allowed to restart with in-house labour. Giving details, Director Industries Kashmir said that cement factories were initially asked to dispatch their existing stock and now they have commenced manufacture of cement as well.
“Besides, wood based industrial units comprising plywood factories and veneer plants have also been allowed to function with necessary precautions in place for workers. This would resume export of ply wood and allied wood based products to outside markets”, he added.
These developments come in the wake of Government permitting manufacturing activities in the Industrial Estates and notifying the Standard Operating Procedure (SOP) for regulating industrial activities. The guidelines allow limited manufacturing activity of essential commodities like basic food processing items like rice, flour, milk, bread packed food items, baby food products, packaged drinking water, medicines, soaps, sanitizers, disinfectants, cotton masks etc.
Industrial Units have been asked to make arrangements for stay of workers within the premises, maintaining proper hygiene, ensuring frequent cleaning and use of masks and social distancing.
Industries department has been proactive to engage with the Industrial units and has held parleys with various industrial associations to resolve their issues. “Even when the lockdown initially came into force, decision was taken to allow operation of Units involved in manufacture and processing of essential food commodities, medical items and milk processing units were also allowed to function from first week of April. A survey of Industrial Estates was carried out to identify the idle work force and utilise the available labour”, according to a statement released by the Industries department. ‘’Besides, small cottage industries which mostly operate from households are also functioning and contributing to the supply of essential commodities’’, the statement added.
A slew of measures have been taken to provide a conducive environment to the industrial units to function like tie up with railways to avail parcel and freight services, issuance of movement passes, fumigation drives in Industrial Estates and distribution of masks and sanitizers among workers.
To meet the demand of masks, Handloom Corporation and Khadi & Village Industries Board have also been mobilised to produce masks and 28 units are engaged in producing about 54500 masks per day and a total of 9.50 lakh masks have been supplied till date as per the official statement issued by Industries & Commerce Department.
Director Industries Mehmood Shah also lauded the CSR initiatives taken by Industrialists to supplement the efforts of the Government in fight against Covid-19. He said that Unit holders of Industrial Estate Lassipora have contributed Rupees Five Lakh to set up a quarantine centre in the Estate and five Covid- 19 Testing Booths have been donated by owner of a prominent steel manufacturing plant from IE Rangreth which have been provided to the hospitals. One decontamination tunnel has also been installed at Sanat Ghar Bemina as a part of CSR initiative, he added.

37 new positive cases reported today, 466 cases recovered and 11 deaths till date in JK
JAMMU, MAY 13: The Government Wednesday informed that 37 new positive cases of novel Coronavirus (COVID-19), 07 from Jammu division and 30 from Kashmir division, have been reported today thus taking the total number of positive cases in Jammu and Kashmir to 971. Also 01 death has been reported from Jammu Division, whose sample tested positive for COVID-19.
According to the daily Media Bulletin on novel Coronavirus (Covid-19), out of 971 positive cases, 494 are Active Positive, 466 have recovered and 11 have died.
Moreover, 11 more COVID-19 patients have recovered and discharged from various hospitals, 02 from Jammu division and 09 from Kashmir Division.
The Bulletin further said that out of 57111 test results available, 56140 samples have tested as negative till May 13, 2020.
Furthermore, till date 100683 travellers and persons in contact with suspected cases have been enlisted for surveillance which included 25393 persons in home quarantine including facilities operated by government, 149 in Hospital Quarantine, 494 in hospital isolation and 11694 under home surveillance. Besides, 62942 persons have completed their surveillance period.
Providing district-wise breakup, the Bulletin said that Bandipora has 134 positive cases with 25 Active Positive, 108 recovered (including 01 recovery today), 01 death; Srinagar has 137 positive cases with 49 Active Positive, 84 recovered (including 03 recoveries today), 04 deaths; Anantnag district has 145 positive cases (including 18 new cases reported today) with 127 Active Positive, 17 recovered (including 05 recoveries today), 01 death; Baramulla has 110 positive cases (including 01 reported today) with 50 Active Positive, 57 recovered, 03 deaths; Shopian has 105 positive cases (including 01 new case reported today) with 45 Active Positive, 60 recovered; Kupwara has 83 positive cases with 38 Active Positive, 45 recovered; Budgam has 52 positive cases (including 07 reported today) with 38 Active Positive and 14 recovered cases; Ganderbal has 23 positive cases with 09 Active case and 14 recoveries; Kulgam has 72 positive cases (including 03 cases reported today) with 66 Active Positive and 06 recoveries; Pulwama reported 13 positive cases with 09 active positive, 04 recovered.
Similarly, Jammu has 38 positive cases (including 03 new cases reported today) with 11 active positive cases and 26 recoveries and 01 death; Udhampur has 22 positive cases with 02 active positive case, 19 recovered and 01 death; Samba has 11 positive cases with 07 Active Positive and 04 recoveries; Rajouri has 04 positive cases and all have recovered ; Kathua has 17 positive cases (including 04 reported today) with 16 Active positive and 01 recovered; Kishtwar had only 01 positive case who has recovered while Ramban has 01 positive case who has recovered today while Reasi has 03 positive cases with 02 active positive and 01 recovered today.
The Bulletin said that the breakup represents districts from which the patients have been traced or are ordinarily residing.
The Advisory has informed the general public that, the best way to protect themselves against COVID-19 is by maintaining physical distance of at least 2 metre from others and frequently cleaning hands with an alcohol based hand rub or washing them with soap and water. “By doing this you can eliminate viruses that may be on your hands and avoid infection that could occur by then touching your eyes, mouth, and nose”, the people were further informed.
The bulletin further explains that early detection of COVID-19 can prevent the spread of disease, let us be responsible for the well-being of ourselves and everyone around us. Not disclosing symptoms could put life of individuals and their families at risk. In case of symptoms like fever, cough and difficulty in breathing report early. Do not fear, call COVID-19 helpline numbers and seek medical advice.
As a measure for social distancing in public places & workplaces wearing a face cover is compulsory.
Advisory urged people not to step out of home, unless absolutely necessary. “If you have to move out for unavoidable reasons, ensure that you wear a mask and practice social distancing, personal hygiene and frequent handwashing with soap and water.”
In case of any emergency people can avail free ambulance services 24×7 at their doorsteps by calling on toll-free number 108 while as pregnant women and sick infants can avail free ambulance services by dialling toll-free number 102.

Director NHM appeals public not to pay heed to rumors.
‘As Novel Corona Virus (COVID-19) has no definite treatment so prevention is the best, every person has the capacity to contribute, to protect themselves, to protect others, whether in the home, the community, the healthcare system, the workplace or the transport system’, maintained Director National Health Mission (NHM), Bhupinder Kumar here today while addressing a press conference held in this regard.
Urging people not to panic and pay heed to any rumor regarding COVID-19, Director NHM appealed them to rely only on the information released by the government in this regard like media bulletin being released to print and electronic media on daily basis to give the latest status.
Giving a detailed break up about the Corona virus suspected cases in UT of J&K till date, Director informed that 705 travellers and persons in contact with suspected cases have been put under active surveillance; 150 of these have completed surveillance period of 28 days and 09 are under hospital quarantine.
56 samples of suspected cases have been sent for testing so far; 26 have reported negative, of earlier two cases who were reported with high viral load 01 has tested positive and another one is being retested, 29 reports awaited (Upto 4:00 PM today). Meanwhile one more person has reported with high viral load and samples have been sent to NCDC New Delhi for confirmation.
Spelling out measures being taken up to control and prevent this Virus, Director informed that UT of J&K has strengthened the Surveillance and Control measures against the disease and Helpline numbers +91-0191-2549676 (UT level Cell for J&K), +91-0191-2520982 (For Jammu Division) and +91-0194-2440283 (For Kashmir Division) have already been established and are functional for any advice or assistance required in this regard. Besides, Corona-Virus lab testing facilities have been started in Sher-i-Kashmir Institute of Medical Sciences, Soura, Srinagar and Government Medical College Jammu and Control rooms and surveillance teams have been constituted across all the districts of the UT to meet any sort of eventuality, he told the media.
Bhupinder Kumar further informed that Universal self-declaration has been made mandatory w.e.f. 4th of March 2020 at Jammu and Srinagar airports. Besides, screening of travellers have also been started at Lakhanpur and Lower Munda toll posts as well as Jammu, Katra and Udhampur Railway stations, where Health Help Desks have been setup.
Kumar reiterated that citizens must take basic precautions such as personal hygiene, hand washing, coughing and sneezing etiquettes and must avoid touching of face, eyes, nose and also report any symptoms (fever, difficult breathing and cough) to the medical authorities immediately. He assured them that the whole situation is being monitored and reviewed at all levels very closely. ‘Strict adherence to all the precautionary and preventive measures being advised by the government authorities from time to time since the outbreak of this deadly Corona virus only can reduce the risk of this serious health hazard’, he added. The entire administrative machinery is fully geared to handle any challenges on this count and there is no need for any panic.
The government also urged citizens especially those with travel history to affected countries such as China, Italy, Iran, South Korea etc to self declare immediately and to report to the nearest government health facility if any symptoms are found.
Director said that the spread of this illness can be significantly slowed or even reversed through implementation of robust containment and control activities.
Accordingly wide publicity is being done to create awareness in the community through health education messages especially on hand washing, cough etiquette and home isolation by electronic, print media, radio jingles and leaflets etc, he added.
He said that the government strongly urges all social, religious and political organizations to avoid large gatherings. We are grateful that many organizations have responded to our advice and deferred such gatherings.

Holi celebrations in Jammu
Holi was celebrated at District Jail Amphalla, Jammu.
Lt. General Y. K. Joshi, UYSM, AVSM, VrC, SM, GoC-in-C, Northern Command was the chief guest on the occasion.
V. K. Singh, Director General of Police, Prisons, Dr. M. S. Lone, DIG Prisons, Col Harsh Vardhan Singh, Mil Advisor to Army Commander, Khusboo Mattoo, Programme Director Radio Mirchi besides officers/staff of Prisons Department, Jail inmates and their families attended the programme.
During the programme jail inmates presented various cultural items like dance, patriotic/folk songs which received thunderous applause from the audience. Guest performer -Shreya Gandral and trainers from amongst the staff gave scintillating performances which were highly appreciated. A short film on the motto of Prisons Department-Care, Custody and Correction was also displayed on the occasion.
Superintendent, District Jail Jammu underlined various steps being taken in the prisons for reformation of prisoners and improving prison administration. He highlighted that the Department is working towards making jails self-reliant and providing better living conditions and training facilities to the inmates.
Lt General appreciated the efforts made by jail authorities for welfare of prisoners. He was happy to note that the jail authorities are helping the inmates in making best utilization of their time in prisons by imparting vocational skills in the jail. He lauded the inmates who performed during the function and complemented the trainers and staff of Prisons Department.
Earlier, the Lt. General also visited Mulaqat Room, Video Conferencing Room, Product Display Unit, Inmate Telephone System and jail hospital.
Holi was celebrated in the jail for the first time. Playing with colours, enjoying traditional holi sweets and the musical programme made this holi memorable for the inmates and staff.
