Rehabilitation plan for families dislocated by Baglihar Project: Bukhari

Minister for Revenue, Relief and Rehabilitation, Syed Basharat Bukhari informed the House that a number of families were dislocated due to submergence of entire Pul-Doda area on account of acquisition of land/impounding of water during the construction of Baglihar Hydro Electric Power Project, Chanderkote.

The Minister was replying to a question by Mr. Shakti Raj Parihar. He said that in order to rehabilitate the affected families, a rehabilitation plan was prepared by the District administration Doda, in 2008. He said that for the purpose, acquisition proceedings of land measuring 134 kanals 18 marlas in village Jangalwar, Khellani and Peryote were initiated. He said that the rehabilitation plan could not be implemented due to various reasons including intervention by the High Court as well as resentment from land owners whose land was proposed to be acquired for the rehabilitation and resettlement plan.

 He further said that the revised package stands approved involving an amount of Rs. 11.67 crore and an amount of Rs. 5.87 crore is yet to be released by the JKSPDC. As soon as requisite funds are received by the district administration Doda, further action with regard to the rehabilitation and resettlement of the affected families will be taken, the Minister said.

Giving details about the compensation paid to such families, the Minister informed the House that an amount of Rs. 15.20 crore has been paid to the displaced families of Pul-Doda, which includes the cost of structures and land as well.

The Minister said that in respect of Shamilat (Partible) land every co-sharer is entitled to receive compensation of land to the extent of his share.
