Various Private Members’ Bills introduced discussed

Minister of Revenue, Relief and Rehabilitation Syed Basharat Bukhari

A Bill to provide for the Social Security and Welfare of Artisans and for matters connected therewith or incidental thereto already moved by  M. Y. Tarigami on October,2015.

Mr. Mubarak Gul pressed the Bill for introduction citing the issue as a humanitarian issue.

Minister for Industries and Commerce Mr Chander Prakash Ganga said that Government has taken many initiatives for the welfare of artisans and their families.

Later, the House rejected the Bill by voice vote.

Mr. Ajaz Ahmad Khan moved “A Bill to amend the Jammu and Kashmir State Land Acquisition Act 1990”. 

Minister of Revenue, Relief and Rehabilitation Syed Basharat Bukhari  assured the House that Government is bringing an amended Bill in this regard soon. Mr Ajaz later withdrew the Bill.

 Mr. Ajaz Ahmad Khan also moved “A Bill to amend the Jammu and Kashmir Agrarian Reforms Act, 1976 and the Jammu and Kashmir Big Landed Estates Abolition Act 2007.

Minister of Revenue, Relief and Rehabilitation Syed Basharat Bukhari said that the Department of Revenue is  constituting an advisory group of experts which will suggest amendments and corrective measures in Agrarian Reforms. 

Mr Ajaz later withdrew the Bill after the assurance from the Minister.

Mr. Bashir Ahmed Dar moved “A Bill to amend the Jammu and Kashmir Fisheries Act, Samvat 1960 (1903 A.D).

Minister for Animal, Sheep Husbandry and Fisheries Abdul Gani Kohli opposed the Bill. He said that Government is working on an amendment in the Fisheries Act and experts will also study such bills prevalent in neighbouring states too. He said that the amended Bill will be introduced in the next session.

Mr Bashir Ahmad Dar later withdrew the Bill after assurance by the Minister.

Mr. Ranbir Singh Pathania moved “A Bill to provide for the better management, administration and governance of Shri Pingla Devi Ji Shrine and Sh. Chountra Mata Ji Shrine and its endowments including the lands and buildings attached or appurtenant, to the shrines and for matters connected therewith or incidental thereto.

Minister for Education Mr Naeem Akhtar said that for better management of shrines there are many bodies like SMVDU, Wakf and Amarnath Shrine Board. He said Government will bring a Bill with a holistic view that will take care of all religious places in the State. He said that Government will also explore the possibility of involving SMVDSB in the management of these Shrines.

Mr Ranbir Singh Pathania later withdrew the bill after assurance from the Minister.
