Mehbooba lays stress on opening up areas to minimise people’s difficulties

Chief Minister, Mehbooba Mufti today laid stress on opening up of areas and improving communication between people to minimise their difficulties and improve their economies.

Interacting with people  today in Gurez during her public outreach programme, the Chief Minister stressed the need for construction of tunnel on Razdan Pass on the Bandipore-Gurez road to make the area accessible to rest of the Valley throughout the year. She also underscored the need for opening of Gurez-Astoor road on the LoC which she said would help a great deal   in soaring up the local economies and minimising the difficulties of people living in these areas.

Mehbooba Mufti also underscored the need for improving road network for and within Gurez Valley to let people connect with each other. She also directed administration to expedite the process of extending mobile connectivity to the area to remove the communication gap between people here and rest of the State.

Responding to the local demands, the Chief Minister said that she would send a consultancy group to Gurez to assess the development needs and economic potential of the area. She said the staff in health and educational institutes would be strengthened and facilities improved. Also allied facilities like accommodation, recreation facilities etc would also be raised in Gurez to incentivize the stay of staff, particularly during winters, she added.

Mehbooba Mufti said her Government has increased the compensation for affected families of Kishen Ganga project considerably and the Government would pursue with Centre for the engagement of local youth with NHPC on the said project. She said Gurez valley has immense potential for tourism and her Government would take steps for tapping this potential which would rejuvenate local economy.

The Chief Minister, on the occasion distributed cash relief among the fire sufferers of the area whose houses were gutted in fire incidents. She directed proper rehabilitation of these fire sufferers and directed the district administration to put them in rented accommodation for winter months for which the Government would pay. Also she asked the Deputy Commissioner, Bandipore to identify land in the town for the proper rehabilitation of these fire victims.

During her stay at Gurez a number of deputations from Tulail, Chakwali, Achoora, Abdullian, Kanzalwan etc met the Chief Minister and apprised her of their difficulties. The Chief Minister assured them to look into their difficulties on priority.

The deputations sought special recruitment drive for  the area, augmentation of health facilities, market support to local produce, bus service from Dawar to Tulail, construction of helipad at Neru and Chakwali, upgradation of various schools, extension of scooty scheme for girls, sports infrastructure, introduction of new trades at the local ITI, setting up of handicraft centres, availability of solar lights and construction of several link roads.

The deputations thanked the Chief Minister for introducing air service to Gurez which they said has come as a great relief to people of the area. They demanded extension of more such facilities particularly in communication sector.

Minister for R&B, Naeem Akhtar; Deputy Speaker, Legislative Assembly, Nazir Ahmad Khan(Gurezi); former MLA, Faqir Muhammad Khan; officers of district administration and a large number of people were present on the  occasion.

Earlier on her arrival at Dawar, Mehbooba Mufti was accorded a warm reception by people. People standing on both sides of the road greeted the Chief Minister with buntings and flags.

Transport Commissioner, Saugat Biswas today held a video conference with all RTOs and ARTOs of the State wherein modalities were worked out to ensure hundred percent coverage and implementation of the High Security Registration Plate (HSRP) scheme.

Transport Commissioner informed that the scheme mandated by the Supreme Court is already in implementation in J&K. However, till now the coverage of HSRP fixation for newly purchased vehicles was around 60% which has now been targeted at 100%. “We have modified the workflow of registration of new vehicles in a manner which shall ensure 100% fixation”, he added.

Saugat Biswas said that facilities like SMS alerts shall be sent to the vehicle owners as soon as the HSRP plates become ready for installation, besides, an online portal is also being developed for the convenience of the owners.

He directed the concerned to display the Government approved rates of the HSRP at all the ARTO offices and further clarified that the rates are approved only for the HSRP along with its installation. Fixation of any accessory with the plates is at the sole discretion of the vehicle owner, he maintained.

It was decided that vehicles plying without HSRP shall be fined under the Motor Vehicle Act. However with a view to helping the people, a system is being put in place to facilitate booking of HSRP in lieu of fining on the road itself. The Motor Vehicle department shall commence the drive from the 6th November in all the twenty-two districts of J&K.

The HSPR plates are fastened with non-removable/non-reusable snap lock system at the premises of the RTO/ARTO. Apart from the registration plates chromium based hologram sticker is also fixed on the windshield of the vehicles. With a view to protect from counterfeiting the HSRPs are hot-stamped with chromium based hologram and a permanent consecutive identification number of minimum seven digit is laser branded into a reflective sheeting. These uniformly designed number plates shall have all their data including their linkage with the vehicle details, dealer, registering authority, State, Country etc. thereby providing security from damage and counterfeiting, informed the Transport Commissioner.

Later, Biswas also reviewed the preparations for launching the Dealer Assisted Registration of non-transport vehicle in the State.

Directions were issued for conducting training of Dealers by the ARTOs and RTOs wherever they were pending. Various guidelines were issued with a view to making the process of registration of non-transport vehicles in the State hassle-free both for the public as well as the dealers. The process shall be handled on the VAHAN 4.0 national portal and shall be launched soon.

The conference was attended by all the Vikas Sharma, Joint Transport Commissioner, J&K; Amarjeet Singh, RTO, Kathua; Farooq Rather, RTO, Kashmir; Deep Raj, RTO, Jammu, Rakesh Gupta, NIC; Rashi Dutta, Asst. Transport Commissioner, all ARTOs and concerned vendors.

Police today arrested five persons including a student in a joint operation by Awantipora and Kupwara police.They when were trying to infiltrate through LOC to join Al-Badr terrorist outfit. Superintendent of Police, Mohammad Zahid in a press conference said that, Awantipora police with the help Kupwara police arrested five persons including a student at Kupwara and questioned them about their motive of joining this outfit. Police has  counseled all the accused and during the day released one student and handed him over to parents. However, Other are being counselled in Awantipora and Kupwara police  stations.

Excise Department today issued a warning to Bhang cultivators to desist from the cultivation of narcotic plants.

The Department further directed the Bhang cultivators to destroy their crop within three days,failing which stern action shall be initiated against the culprits under the relevant provision of law.

Meanwhile, the Excise Department (ED) team headed by Excise & Taxation Officer, Central Kashmir Excise Range destroyed Bhang on 38 kanals of land in the village Bugam of Tehsil Chadoora, District Budgam. Second Excise team headed by Excise & Taxation Officer, North Kashmir destroyed Bhang on 21 kanals of land in village Gundboon of Tehsil Hajin, District Bandipora. Third Excise team headed by Excise & Taxation Officer South Kashmir Excise Range destroyed Bhang on 34 kanals of land in village Path Nambal and Adlash Magam of Tehsil Srigufwara, District Anantnag.

The Deputy Excise Commissioner informed that a total of 1568 kanals of Bhang have been destroyed across the valley by the Excise department.

Sufism path to bring peace, promote mutual brotherhood

The Deputy Chief Minister, Dr Nirmal Singh today said that Sufism is the path to bring peace in the world besides promoting mutual brotherhood and harmony among different sections of the society.

          The Deputy Chief Minister was addressing a gathering after attending the inaugural function of the week-long Urs being held at the shrine of Hazrat Nanga Bhaji Sahab at Malangam, Bandipora.

          Dr Singh said Kashmir is the abode of great Sufi saints whose teachings have always preached mutual coexistence, brotherhood and peace. He said the need of the hour is to follow the teachings of these great saints for leading an emancipated life devoid of strife and conflict.

          The Deputy Chief Minister said these teachings are more relevant in today’s context where the world is torn by conflict and mutual distrust between different communities and nations. He said the teachings of these seers and saints need to be propagated especially among the younger generation some of whom are being misled by the vicious propaganda of those having nefarious designs of trying to create chasm between different sections of society and plunge the world into an era of chaos and confusion.

          It is pertinent to mention that the week-long Urs of the saint is attended by devotees from Punjab, Haryana, Himachal and PoK.

          The Deputy Chief Minister also paid obeisance at the shrine and prayed for peace in the State.

          Later, the Deputy Chief Minister also reviewed the arrangements being put in place for the smooth conduct of the annual Urs. It was attended by Deputy Commissioner Bandipora,, SSP Bandipora, other senior officers of the administration and prominent citizens and political activists of the area.

          Dr Singh directed the officers to synergize their efforts for ensuring smooth conduct of the Urs. He said necessary mechanism should be put in place so that the devotees coming to pay their obeisance do not face any incontinence viz-a-viz the basic amenities and other essentials.

Mehbooba lays foundation of Industrial Estate at Wuyan

CM inaugurates Rs 8.50 cr modernized Pampore Joinery Mills

Chief Minister, Mehbooba Mufti today laid the foundation stone of an industrial estate at Wyun (Pampore) which would be developed by SICOP at an estimated cost of Rs. 29.31 crore.

The Industrial Estate would be set up over an area of 272 kanals of land which would make up for 149 units and it would be part of a larger Institutional Area being developed there. This has been done by the State Government to address the unit holding issues of young entrepreneurs and ensure single window marketing facility for their products.

On the occasion, representatives of business community also met the Chief Minister. They thanked the Chief Minister for smoothening the process of granting NoC for setting up of industrial units in the State. They also thanked her for the direction to set up land bank in the State while demanding early notification of procedures under SGST.

A deputation of local Auqaf committee also met the Chief Minister on the occasion and sought development of a playfield on the nearby piece of land and augmentation of the local health centre.

          Mehbooba Mufti also inaugurated the modernized Pampore Joinery Mills which has been accomplished at a cumulative cost of Rs. 8.50 crore. Under the modernization project latest machinery has been installed to improve the quality and quantity of the produce and it is expected that after this the joinery Mills would be making an annual profit of Rs. 5.33 crore during the second year of operation. The modernization project has been completed in record time of 18 months.

The Chief Minister went round various units of the Joinery Mills and even inaugurated the showroom. She evinced keen interest in the wood works put on display and directed proper and creative designing of the products.

The Chief Minister also met deputations of several employees of these Corporations and sought their feedback.

CM Addressing young entrepreneurs in Sempora Pampore

Chief Minister, Mehbooba Mufti today laid the foundation of Centre for Training & Skill Development and Centre for Incubation and Business Acceleration at the Entrepreneurship Development Institute (EDI) in Pampore.

These Centres, first of its kind in the State, would augment the training activities for young entrepreneurs at the EDI. The need for an Incubation Centre was felt for long to guide the freshly trained youth in arranging capital, material and market support for their projects. The project is expected to cost Rs. 27 crore and is expected to build the training capacity at the EDI by a great measure.

Addressing a large number of young entrepreneurs on the occasion, the Chief Minister said her Government would do all what it takes see that enterprise takes full roots in the State. She said today she laid the foundation stone of an Industrial Estate at Wyun with the objective of providing unit holding facilities to young entrepreneurs.

Mehbooba Mufti said she was happy to see many young boys and girls standing up on their feet confidently and providing livelihood to many others. This confidence, she said,  needs to be built and multiplied to create a generation of young, successful  and enterprising entrepreneurs in the State who would not be dependent on the Government but contributing significantly to the State’s economy and society.

The Chief Minister appreciated the role of EDI and its management in churning out professional and successful breed of young entrepreneurs who have started carving out their niche on the business canvas of the State. She said today’s addition of Incubation and Training Centres would greatly enhance the quality of training at the Institute.

On the occasion, the Chief Minister felicitated many young achievers from the EDI and also handed over letters among the 110 entrepreneurs whose credit facilitation cases were cleared by the steering committee of the EDI. She also launched the electronic transfer of seed capital into the accounts of the eligible entrepreneurs.

Director, EDI, Dr. M. I. Parray in his address welcomed the Chief Minister for her keen interest in the welfare and progress of these young entrepreneurs.

Earlier, the Chief Minister also inaugurated a business unit of JK Bank within the premises of EDI. This was a major demand of the young entrepreneurs when they met the Chief Minister in May.

Mehbooba Mufti also visited the stalls put up by the trained and successful entrepreneurs of the EDI. She enquired from them about their businesses, difficulties and future plans.

Chief Justice inaugurates Legal Assistance Establishment at Old Secretariat

Chief Justice, Jammu and Kashmir, Justice Badar Durrez Ahmed today inaugurated Legal Assistance Establishment (Qanooni Imdad Markaz) at State Legal Services Authority (SLSA) office at Old Secretariat Srinagar. He also launched SLSAs website (www.jkslsa.gov.in).

          Justice Ramalingam Sudhakar, Justice Mohammad Yaqoob Mir (Executive Chairman J&K SLSA), Justice Ali Mohammad Magrey (Chairman HCLSC), Justice Tashi Rabstan and Justice M K Hanjura were also present on the occasion.

          The Legal Assistance Establishment will be a multiple centralized information centre for providing information to Legal Aid seekers under one roof at a single location through e-mail, telephone and video conferencing. The Legal Assistance Establishment would be manned by a legal service advocate, staff of J&K SLSA and PLV’s and shall provide quick information to legal aid beneficiaries, services to people in the need of legal Assistance particularly marginalized groups, information about activities of SLSA and District legal services Authorities and legal aid, advice and information about various schemes of National Legal Service Authority.

In order to carry out various development works by M/S. IRCON International Ltd under R-APDRP scheme, the power supply to MES Kalu Chak, Birpur, Data Talab, Madana, Ratnu Chak fed from 33 KV Ratnu Chak feeder shall remain affected on August 10 from 07 am to 12 noon.

Similarly, the power supply to Industrial area of Bari Brahmana fed from 11 KV BB-21 feeder shall remain affected on August 10 from 07 am to 09 am.

Meanwhile, to carry out dismantling of non functional 66 KV BOCB (Bulk Oil Circuit Breaker) and 3 nos 66 KV CTs at 66/11 KV 1 no 5 MVA Samba-1 Sub-Station at Samba by M/S. EMC Limited, the power supply o Samba-1, II, III and IV feeders, PHE, Novidya Hospital and its adjoining areas shall remain affected on August 10 from 08 am to 11 am.

Similarly, to carry out the work of Mega Project at General Bus Stand Jammu by Executive Engineer, Mega Project Division, Jammu, the power supply to New Plot, Old Rehari, Part of Sarwal, Ambphala, Puran Nagar, Part of BC road, Resham Ghar Colony, Ragunath Bazaar, Kanal Mandi, Partap Garh, Gali Malhotrian, Bus Stand area, Ustad Mohalla, Dogra Hall, BC Road, Hari Market, Ranbir Market, Part of Shalimar and adjoining areas shall remain affected on August 11 to 26 (except August 15) from 07.30 to 10.30 am
