Mehbooba stresses on more student exchanges, school interactions

Chief Minister, Mehbooba Mufti today laid stress on more and more interactions and exchanges among the school children of the State so that they are well groomed to face the competitions and challenges of future life.

Chairing the Governing Body meet of Sainik School Manasbal here today, the Chief Minister said besides regular course curriculum the students at school levels need necessary kind of exposure so that they prepare themselves, from very early, for the competitions and challenges of life ahead. She said mechanism for such institutional linkages should be evolved so that the students, besides academics, develop the level of exposure which would be a psychological cushion for them while facing the challenges of life.

Minister for Education, Naeem Akhtar and Minister of State for Education, Priya Sethi were also present on the occasion.

The Chief Minister said though the students in the schools of the State are very talented but what they lag in is the exposure to face the outer world. She said instances have proved that whenever the students from the State get an opportunity at national or international level they come up with flying colours.

Mehbooba Mufti said Sainik School Manasbal has remained a distinct educational institute in the past and directed taking steps for stabilizing and improving further its educational standards. She directed the completion of compound walling of the school and also necessary up gradation of the physical infrastructure there. She also directed introduction of vocational courses, in line with the local features, at the school so that the students get enough opportunity to display their talents.

Chief Secretary, B. R. Sharma; Financial Commissioner, Planning & Development and Principal Secretary to Chief Minister, B. B. Vyas; Commissioner-Secretary, School Education, Shaleen Kabra; Director Education, Kashmir, Aijaz Ahmad Bhat; Principals of Sainik Schools of Manasbal and Nagrota and other members of the Governing Body were present on the occasion.

10th, 12th Class results to be declared next month

Jammu and Kashmir State Board of School Education (JKBOSE) is going to declare the results of the 10th and 12th class annual examinations for Kashmir valley next month.

“We have asked the Board authorities to fast-track the evaluation process so that the results are declared at the earliest,” Minister for Education, Mr Naeem Akhtar said.  He said hopefully the result of 12th class will be out by 20 January 2017 while the result of the 10th class will be declared by 22 January 2017.

The Minister said that the practical examination of 12th class is still going on and the process would be completed by 28 December 2016.

He said to help students make up for the precious academic time lost because of the disturbances during the summers, the Education Department has already started the process of organizing free tuitions and coaching under CM’s Super-50 programme.

“Around 6000 students appeared in the screening test for CM’s Super-50 Coaching at various centres in the Valley yesterday and the results of the test would be declared on December 24,” he said and added that the coaching would begin on December 26.

The Minister said that on the basis of their performance in the screening test, 1200 students will be short-listed for regular tuitions and free coaching for JKCET, NEET, JEE, AIIMS, AMU and other competitive examinations at the Srinagar centre while 50 students each will be shortlisted for coaching at district centres.

He said the guest lectures are also being arranged by the faculty from higher education department, medicos, professionals and IITians with regular counseling sessions and test series to check the progress of the students.

Pertinently, several students from the CM’s Super-50 Coaching programme had last year cracked the prestigious competitive examinations including JEE for admission to IITs and NITs.

The initiative is a comprehensive free tuition program for 10th and 12th class students of Jammu and Kashmir who are tutored by top faculty drawn from the Education Department.

6000 students appear in screening test for CM’s Super-50 Coaching

Around 6000 students today appeared in the screening test for CM’s Super-50 Coaching being arranged by the Education Department.

According to Director School Education Kashmir, 3625 students with subject combination of   Physics, Chemistry and Biology (PCB) appeared in the first shift of the screening test at various centres across the Kashmir valley.

DSEK said that 2218 students with subject combination of Physics, Chemistry and Math (PCM) appeared in the screening test in the second shift.

Giving details the DSEK said that 774 students appeared in the screening test in both PCB and PCM streams in Srinagar, 813 in Anantnag, 929 in Baramulla, 802 in Kupwara, 555 in Kulgam, 473 in Budgam, 507 in Pulwama, 405 in Bandipora, 328 in Ganderbal and 257 in Shopian.

He said students from various parts of Jammu region and Kargil and Leh districts also appeared in the screening test.

According to DSEK, on the basis of their performance in the screening test, 1200 students will be short-listed for coaching for CET, NEET, JEE and other competitive examinations at Srinagar centre while 50 students each will be shortlisted for coaching at district centres.

The results of the screening test will be announced on December 24 while as the registration of class work will start from December 26,” DSEK said.

Under the CM’s Super-50 Coaching programme launched by the Education Department last year on the initiative of the Minister for Education, Mr Naeem Akhtar last year free coaching is being provided to the students to prepare them for various competitive examinations.

Pertinently, several students from the CM’s Super-50 Coaching programme had last year qualified prestigious competitive examinations including JEE for admission to IITs.

Power supply to remain affected on December 23

Power shutdown

In order to carry out repair work of conductor at location No.142-43 near Khanpur alongwith other routine maintenance works of Transmission line and Grid Station Jhajjarkotli, the shutdown of 132 KV S/C Janipur-Jhajjarkotli-Udhampur Transmission line  is being observed.

          During the shutdown, the power supply being fed from 2×31.5 MVA, 132/33 KV Grid Station, Jhajjar Kotli such as Katra, Reasi, Phalata, Jindrah, Shri Mata Vaishno Devi University, Salal-I & II shall remain affected on December 23 from 10 am to 2 pm.

          Similarly, to carry out works by Executive Engineer, Sub-Transmission Division-II, Jammu, the shutdown of 33 KV Canal- Satwari line is being observed.

          During the shutdown, the power supply to Satwari, Nai Basti, Ashok Nagar, Shastri Nagar, Digiana, Airport, Satwari Cantt. Airforce Campus and its adjoining areas shall remain affected on December 20 from10 am to 1 pm.

DGP reviews police functioning in Doda-Kishtwar, interacts with cops

Director General of Police (DGP), K. Rajendra Kumar has said that policing at grass root level in the State would be revamped to enhance proficiencies of cops and to develop confidence in public. He said that strategies would be revisited to further strengthen the police-public relations for achieving better results.

          While addressing meetings of police officers at Doda and Kishtwar today, the DGP said that besides fighting terrorism, it is priority of the force to enhance the professional capabilities to ensure rule of law in the State. Community policing is mandatory to boost public confidence which would help in fighting against crime and social evils, he added.

          Referring to the criminal activities, DGP stressed upon the officers to brace up with a missionary spirit to fight against drug abuse and other social evils from the society which are the big challenges of the present time. He asked for crime mapping with intent to establish pattern and factors of crime, which could lead to identity of criminals. He asked the officers working in field to take a pledge for serving the society with missionary spirit and maintain the dignity of force.

          Urging for better policing, Mr. Rajendra said that public grievances at grass root level need to be dealt on priority and patiently, adding that people have great expectations from JKP being first respondent to their problems. Public service is our prime concern and we have to remain vigilant at all times for helping of people, said Mr. Rajendra.

          During the meetings, Mr. Rajendra sought reports from the respective District Superintendents of Police and SDPOs working in the field on law and order, security scenario in the twin districts. He called upon the cops to ensure close synergy at each level for achieving desired results on ground.

 DGP disclosed that welfare of cops has been given priority and various issues related to the welfare of JKP personnel have been sorted out. Various schemes are in pipe line, which are being persuaded regularly at PHQ level.

The IGP Jammu Zone, Mr. Danish Rana gave a detailed briefing about the security situation in twin districts, followed by power point presentations by Range DIG and District Superintendents of Police.

Among others, the durbars and meetings were attended by DIG, Doda Range, Nissar Ahmed, SSsP, Zahid Naseem Manhas, Sandeep Wazir, Addl.SsP, Abdul Qayoom, Vinay Kumar, SDPOs and other police officers of twin districts.

Govt to pursue ST status for Pahari community with all seriousness: Mehbooba

Chief Minister, Mehbooba Mufti today asserted that the State Government would pursue grant of Scheduled Tribe status to Pahari speaking people by the Central Government with all seriousness even as she said all possible efforts would be made for the social and economic empowerment of the community.

Chairing a meeting of J&K State Advisory Board for Development of Pahari People here today, the Chief Minister said the State Government has already submitted an elaborate proposal to the Centre which reasons out the need for granting Scheduled Tribe status to the Pahari community. She assured the community members that her Government would also convey their concerns to the Centre in this regard.

The Chief Minister said Government would make efforts to put the development of Pahari community into focus. She said more hostels for the girls of the community and hospitals and schools in their area would be constructed. She asked the Education Department to undertake coaching of students in schools of Pahari areas for various competitive examinations. She said it is the agenda of her Government to develop all backward areas and people in the State and make them at par with other socially and economically empowered communities.

Mehbooba Mufti directed constitution of a committee by the Vice Chairman of the Board to look into the condition of the boys and girls hostels of the community set up in various areas of the State. She directed the committee to come up with a status report about these hostels and suggest measures about their proper maintenance and upkeep.

Mehbooba Mufti also directed construction of a Sarai at Kupwara for providing temporary shelter to members of Pahari community. She said sufficient funds would be earmarked for undertaking welfare programmes and schemes for the community.

Deputy Chief Minister, Dr. Nirmal Singh in his intervention sought consensus driven efforts for resolving the issues confronting the community. He said the present coalition government is committed to the welfare of the Pahari community.

Earlier, Vice Chairman, Pahari Board, Kuldeep Raj Gupta welcomed the participants of the meeting and outlined the activities of the Board.

Mehbooba delegates more powers to ministers

 Chief Minister Mehbooba Mufti has delegated more powers to Ministers of States (MoS) which include transferring of non-gazetted officers.
The order has been issued in pursuance of Rule 5 of the Jammu and Kashmir Government Business Rules.
The other powers delegated to MoS include: to accord administrative approval to the works beyond the competence of HoDs upto Rs.3.00 crores, to sanction advance drawl upto Rs.15 lakh with the concurrence of FA and CAO and to sanction medical treatment outside the State in respect of the non-gazetted staff under the ]&K Civil Services (Medical Attendance-cum- Allowance) Rules, 1990.
As per the Government Order No: 1364 -GAD of 2016 dated, 15-12-2016, a copy in possession reads that junior ministers would enjoy powers to sanction charge allowance in favour of the officers/officials, officiating on the higher posts, to sanction deputation of non-gazetted staff in connection with official work outside the State but within the country, to sanction deputation of the non-gazetted staff to attend the technical conferences and to sanction festival advance in favour of the staff.
Further, the junior ministers have powers to refer non-gazetted and gazetted vacancies to the Selection Committees / SSB/ PSC, to approve constitution of the Survey Committees for surplus and un-serviceable stores in the departments subordinate to them, to sanction under Rule 18. 18 of the J&K Financial Code, ‘writing off’ of irrecoverable value of stores and livestock lost when there is no fraud or negligence.
Minister of State would enjoy powers to approve blacklisting of contractors and suppliers as per the norms laid down under Rule 18.1 of the J&K Financial Code, to lay the reports of different committees, wherever constituted, before the State Legislature, to order with-holding of increments under Rule 30 (iii) of the J&K Civil Services (Classification, Control & Appeal) Rules in case of the non-gazetted employees under their administrative control, to sanction local purchase of stationery articles from the contingency grants of the Department and to sanction expenditure in connection with the ceremonial functions, such as; laying of foundation stone or opening of a public building and others.
The order also empowers them to sanction honorarium in favour of the non-gazetted employees with the concurrence of the Finance Department.
The order has directed that transfer and posting proposals of the gazetted officers, which require approval of the Administrative Department, shall be placed before the Minister-in-Charge through the Minister of State; all proposals in respect of the PPP projects and other projects relating to the development initiatives, shall be placed before the Minister-in-Charge through the Minister of State.
All files and matters requiring approval of the minister-in-charge shall be routed through the Minister of State; and such matters / files should be disposed of by the concerned MoS within seven days from the date of such reference/receipt of file.

Drabu asks biz community to get acclimatized to GST regime

FM holds pre-budget consultations with Jammu Inc

Minister for Finance, Dr Haseeb Drabu today said the Government would focus on consolidating the fiscal management initiatives outlined in the previous budget and setting off new reformative measures to ensure effective utilization of the resources.

The Finance Minister was speaking during a series of pre-budget consultations with the representatives of various business and trade organizations and other stakeholders here today.

 Dr Drabu said the pre-budget interactions are vital for receiving inputs, suggestions and to know the expectations of the stakeholders from the budget. He further said he expects that the inputs provided by the stakeholders would help in Budget formulation and improving the policy management of financial system.

Commissioner Secretary, Finance, Navin Kumar Choudhary, Commissioner, Commercial Taxes, P I Khateeb, Excise Commissioner, Tsering Angchok, Additional Commissioners Commercial Taxes, Jammu & Kashmir and other senior officers were present in the meetings.

During the meeting, various suggestions and inputs  were received from representatives of Chamber of Commerce and Industry (CCI) Jammu, Transporters Association Jammu, Federation of Industries Jammu, Hoteliers Association Jammu, Confederation of Indian Industry (CII), PHD Chamber of Commerce and Industry, Institute of Public Opinion, Intellectuals, Academicians, Tax Bar Association, Traders Federation, Agriculturalists, Fruit Growers Association Jammu, Poultry Farmers and Tourism Federation Jammu.

The representatives of Chamber of Commerce & Industry (CCI), suggested for amnesty on account of faults in classification in VAT Act. They also asked for exemption of Service Tax on games zone.  They asked for bringing power tariff for the hotels and service industry at par with industrial tariff and amnesty on old recoveries wherein interest and penalty be waived off as one time settlement.

CCI asked for the extending the amnesty on commercial power as was done for the domestic consumers. They also requested for no further enhancement in Toll taxes. Another issue raised by CCI was granting freehold rights for industrial units with certain conditions. CCI president also asked for having purchase preference rather than price preference in order to help local manufacturers. They also demanded a review of the Negative List of industrial units for VAT remission and amnesty in labour laws. CCI also requested for continuation of all incentives available to the units during existing regime after implementation of GST Act.

The Finance Minister said that as we are moving towards the regime of GST, it’s necessary to be well versed with the GST law. He asked the CCI to attend training programme on GST being provided by the government to have deep understanding of it. Dr Drabu also assured them that he will look into the issue of negative list of units.

The Transporters Association also presented various demands before the Minister and demanded that the there should be a smooth movement of goods carrier at Lakhanpur and there should be the distinction between dealers and transporters in case of penalty on goods. They also demanded upgradation of Transport Nagar Narwal.

Dr Drabu said the department would work on the mechanism to provide ease to the transporters in paying the penalty at Lakhanpur.

Federation of Industries Jammu while presenting their demands said that some incentives should be provided to the industries to recover their losses due to the turmoil in valley which adversely have affected their production. They asked for fiscal incentives to industrial sector and extension of other incentives under GST regime.

Federation also requested for removal of items from the negative lists for industrial sector for VAT remission and exemption of additional toll tax, amnesty on closed units power bills, one time amnesty to exempt Industrial sector from penal interest for the non submission of C Forms for inter-state sale. The Federation thanked the government for implementing the decision for 24X7 clearance of goods at Lakhanpur with Green Channel resulting in great relief to the Industrial units.

The Federation of Industries demanded for imposition of toll tax on import of Wheat Bran from outside the state in order to save local Small Scale Industrial Units engaged in manufacture of wheat bran from incurring huge losses. The Finance Minister asked for the recommendations on Price Band to further help them during implementation of GST regime. He also asked them to register for training programmes on GST Law to get familiar with the things related to it.

Hotelier Association Jammu while presenting their demands said the hotels and restaurants under tourism have been declared as an industry and should be allowed to avail various benefits at par with Industrial sector. They also asked for soft loans to tourism industry for renovation and upgradation of hotels. The members of the association requested for rationalization of taxes on liquor in the state.

          They demanded for a Task Force to be constituted to monitor the pace of the works on Mega Projects related to the tourism Industry in Jammu and all the works should be expedited. The association also requested for issuing licenses for Casino, Disco and Beer Bar facility for the tourists on the pattern of Goa, Chandigarh and other places. To promote Pilgrim tourism, they asked for developing Ambaran in Akhnoor as a Buddhist Tourist place. They requested for utilizing funds of all religious boards for promotion and development of tourism industry.

          The Association thanked the government for reducing VAT on food from 13 to 5 percent and waiving off of service tax on hotels and lodges.

Confederation of Indian Industry (CII) highlighted the concerns of the Industry. They requested for a separate single window clearance agency for MSME, functioning of Lakhanpur toll post round the clock with introduction of POS machines to avoid payment in cash, opening of hospitals and schools in industrial belts of the state, cluster approach with specific master plan for MSMEs. CII also proposed launch of Chief Minister Start-Up Scheme to provide single window support to potential entrepreneurs, relaxation in various State-specific taxes for the start-ups.

CII also requested to take steps against proliferation of counterfeit and substandard products from neighboring states damaging the local industry as also availing the incentives.

The memorandum presented also included recommendations on the sectors including Transport & Infrastructure, Skill Development, Entrepreneurship Development, Agro & Food Processing, Tourism,  skill development, encouragement of Water Management & Harvesting and Agriculture Insurance.

PHD Chamber of Commerce & Industry also shared suggestions with regard to introducing zero tax budget, accelerated expenditure to channelize money into the economy and the government efforts in facilitating Public Private Partnership ventures.

Institute of Public Opinion, citing reasons like brain drain and lack of participation in entrepreneurial ventures, urged the Minister to make provisions in the budget to provide a congenial environment for SSIs and MSMEs. They also urged for special allocations in the budget for the people-oriented projects.

Intellectuals and academicians while discussing the proposals said that there is an urgent need for setting up of centre for study of J&K economy to fill the gaps in socio-economic data. They also called for bringing rural infra at par with the urban infra to reduce the migration of people. They also suggested for bringing vehicle registration fee at par with other states to augment revenue generation and ensure better implementation of traffic regulations.

The Minister urged them to initiate a research cum database development project with the involvement of financial and social institutions and the Universities to help the government for extending the scope and ambit of the economic survey.

Chamber of Traders Federation (CTF) asked for improved relations between traders and government for facilitating voluntary compliance. They also proposed new markets, mandis in addition to the existing ones in the context of latest demographic changes.

For successful implementation of GST in the state, CTF urged the government to introduce facilitation centers for awareness generation and training of traders. The CTF also urged the Minister to broaden the tax base and bring unorganized markets under the aegis of taxation policy.

Fruit Mandi Association requested for VAT refund cases to be expedited and sought cooperation of the government for reviving walnut industry.

The Minister asked for specific recommendations that can be included in the budget for benefit of the people involved in the walnut trade.

Jammu Poultry Association raised various issues including integrating farming, illegal trade, trade of dress meat by illegal means, toll tax exemption, development of technical facilities besides day to day rate fixing of chicken meat. The association said that the poultry farming is an allied concern of agriculture industry thereby it should be given a status as agriculture industry and benefits at par with it.

Tourism Federation Jammu asked for special budgetary provision for assistance in organizing education/training for tour operators, assistance for promotion, publicity and marketing, extension of pre-existing package including subsidy on transport and adventure sports. They also requested that the tourism development infra projects should be expedited.

Rural empowerment key to State’s development: Mehbooba

CM inaugurates 152 Panchayat Ghars of Jammu division

Terming village as a basic parameter of gauging the prosperity of a State, Chief Minister, Mehbooba Mufti today said that rural empowerment is key to the development of Jammu & Kashmir.

Addressing a gathering at Baran village in Balwal block here today after inaugurating 152 Panchayat Ghars of Jammu division electronically, the Chief Minister said it is her wish to develop villages as complete units of governance under Panchayati Raj. She said the development of the State is incomplete without the development of villages.

Mehbooba Mufti said her Government intends to empower Panchayats substantially so that democracy and development is taken to people deep in villages. She said the Panchs and Sarpanchs after the Panchayat elections would be empowered enough so that they are able to resolve village issues at their level rather than taking them to district and secretariat levels.

The Chief Minister hoped that these 152 Panchayat Ghars, which have been built over a cost of Rs 31 crore, would be used as community assets in villages for extending IT facilities and other welfare programmes to people besides functioning as centres of local governance.

Responding to the local demands, the Chief Minister said to address the drinking and irrigation water needs of the area, feasibility of Chenab lift water supply scheme would be examined. She directed the Rural Development Department to undertake revival and cleaning of all ponds in the area to enhance their water harvesting capacity and improve the water table of the area.

Mehbooba Mufti also directed that the smart classrooms in schools be made available to the people of the area after 4 pm to impart computer training to them. She also directed utilization of Panchayat Ghars for extending computer literacy and IT enabled services to people of the catchment areas.

Earlier, in his address, Deputy Chief Minister, Dr Nirmal Singh said the present Government has vowed to unite people and regions by unleashing a developmental revolution all across the State.  He said Prime Minister, Narendra Modi and Chief Minister, Mehbooba Mufti have resolved to take Jammu & Kashmir towards a better and bright future.

Minister for Rural Development Department, Abdul Haq in his address said the present Government under the leadership of Mehbooba Mufti has taken a huge developmental initiative which is set to transform the profile of the State.

Minister for Health & Medical Education, Bali Baghat also addressed the gathering.

Vice Chairman, J&K Kissan Board, Daljit Singh Chib, officers of divisional administration and people of the area were also present on the occasion.
