10-Day Drama Festival begins at Abhinav Theatre

Haseeb Drabu for expanding cultural space, encouraging literary activities

Minister for Finance, Labour & Employment and Culture, Dr Haseeb A Drabu today said the cultural space is very important for a society and there is need to address the vacuum created in the past few years in this field.

Addressing a gathering after inaugurating the 10-Day Annual Drama Festival 2016-17 at Abhinav Theatre here, the Finance Minister said the cultural activities should be driven in a way to help the society in preserving its rich culture and traditions.

Reiterating the commitment of the government in promoting the activities in the spheres of literature, languages and other activities related to culture, the Minister said there is no dearth of funds in this regard. He further said that the resources for conducting cultural activities on a larger scale will be doubled and the same will reflect in the ensuing budget.

Dr Drabu said the government is keen to come up with a cultural policy which will be put in public domain for the valuable suggestions from the members of civil society. He also desired that a Cultural Chair be established in the State Universities.

Applauding the role of Cultural Academy in taking various initiatives to promote the Art and Culture in the State, the Finance Minister hailed the new initiatives being taken in the promotion and dissemination of various forms of art, literature and culture.

The Finance Minister said the strenuous efforts need to be made to promote cultural and literacy activities especially in regional languages. He stressed on spreading awareness among people about cultural heritage of the state and to attract people especially youth for their active participation in this field.

Calling the Drama Festival a cultural movement for spreading awareness, the Finance Minister said that such events are necessary in the present times helping people to understand closely their culture. He said that the activities of the academy should be decentralized and it needs to be taken to other areas of the state.

Dr Drabu asked the Academy to prepare a calendar of the activities to be conducted outside Jammu and Srinagar so that more people can be involved in the cultural movement. He also asked them to lay focus on reviving performing arts by way of organizing seminars, exchange programmes and other means.

The Finance Minister expressed the hope that this Drama Festival will attract more and more people in connecting with their culture and further working collectively in preserving it.

Earlier, Secretary Jammu and Kashmir, Academy of Art, Culture and Languages (JKAACL), Dr Aziz Hajni briefed the audience about the various initiatives taken up by the academy to preserve and promote the State’s distinct cultural ethos.  He said the government has approved the production cost of plays to be doubled and also the prize money given to the artists in individual capacity. He said the long pending demand of the artists’ fraternity for having Writers Club has also been fulfilled. Lifetime Achievement Award and best award in various categories have also been proposed by the academy to the government, he added. He urged the local artists in regional languages to actively participate in such events.

On the inaugural day, the play ‘Oh Janmea e nai jis Lahore ni vekhya’ written by Asgar Wajahat, adaptation of S K S Kalali in Punjabi was staged. The play was designed and directed by Javed Gill.

The Finance Minister also distributed the certificates among the artists who bagged the best awards during the Annual Drama Festival 2014-15.

Among others, Prof Champa Sharma, Prof Rita Jatindra, Khalid Hussain, Ghulam Nabi Badana, Prof Lalit Gupta, SSP Crime Mubashir Ahmed Latifee, Dr Baljit Raina, Dr Kamal Sharma, prominent citizens and theatre lovers were present on the occasion.

Suggestions sought for Empanelment of News Agencies

The Directorate of Information and Public Relations is seeking suggestions/views of the stakeholders regarding formulation of guidelines for empanelment of the local news agencies for monthly subscription by the Department. 

According to the Director Information, Dr Shahid Iqbal Choudhary, the move has been necessitated in view of the fact that a large number of such News Agencies have come up in the state over a period of time and are regularly approaching the Department of Information offering their services to the Government against monthly subscription charges. “Almost all these news agencies claim to have a wide reach as, according to them, the news bulletins circulated by them daily are being widely carried by most of the newspapers and periodicals in the State,” he said. 

“However, in the absence of any proper mechanism of registration for news agencies, as is in vogue for the newspapers and periodicals in the State, the Department of Information is not in a position to ascertain the credentials of such news agencies to enlist them for monthly subscription,” he said and added that the Government has now decided to work out modalities and set some basic guidelines/benchmarks for empanelment of such News Agencies for subscription by the Department so that only genuine and professionally-run news agencies get the requisite financial support. 

Dr Shahid said, once finalized by the Government, these guidelines/benchmarks would be applicable to those local news agencies as well which are already on the subscription list of the Department of Information. 

He said the stakeholders including individuals/organizations/media-persons and others can mail their suggestions/views, outlining the mechanism to be put in place by the Government for registration/operation/subscription of the News Agencies in the State by or before 31 December 2016 on dirinf17jk@gmail.com.

Srinagar Master Plan complete, to be put in public domain by Dec 31

Deputy Chief Minister, Dr Nirmal Singh called on the officers to ensure the completion of all developmental projects in Srinagar

Deputy Chief Minister, Dr Nirmal Singh today called on the officers to ensure the completion of all developmental projects in Srinagar within the stipulated time so that the pristine glory of the capital city is revived and it becomes epitome of facilities for locals and tourists alike.

          The Deputy Chief Minister was speaking at the Board of Directors meeting of J&K Lakes and Waterways Development Authority (LAWDA) and Srinagar Development Authority (SDA).

The meetings were also attended by Minister of State for Housing and Urban Development, Asiea Naqash, Commissioner Secretary Housing Hridesh Kumar, Divisional Commissioner Kashmir Baseer Ahmad Khan, Deputy Commissioner Srinagar Dr Farooq Ahmad Lone, Vice-Chairman LAWD/SDA and other officers.

          The Deputy Chief Minister said the Government is committed to ensure all modern civic facilities for Srinagar and for this all resources are being put to use. Terming Dal Lake as the crown of the state, Dr Singh called on the officers to expedite the conservation work on the lake so that the lake continues to remain point of attraction for the tourists. He stressed on prioritizing works related to upgrading sewerage network around Dal lake and the sewer lines at Kohnakhan and adjoining areas.

          Dr Singh also directed the officials to finalize the upgradation plan for three Sewerage Treatment Plants (STP) around Dal Lake and expedite construction of fourth STP with latest technology under AMRUT. The Board also desired that CCTV cameras be installed at the identified sites immediately.

          The VC LAWDA informed the Board that the work on various projects in Dal Lake suffered due to unfavorable conditions and the department is working overtime to complete various sewerage related works by the end of March 2017. The relocation of houseboats to Dole Demb was also discussed and it was decided to speed up the work. Divisional Commissioner assured the Board members that the acquisition process will be completed on priority.

          The meeting was informed that the long pending demand of earth for filling at Rakh-e-Arth has been fulfilled and Deputy Commissioner Budgam has allowed lifting of earth filling material from the district. The earth excavated from Rambagh flood channel will also be utilized for parks and roads in the area.

 Deputy Chief Minister was informed that a Draft Vision Document prepared by IIT Roorkee has been received by the authority and has been sent to the scientific advisory committee constituted recently by the government for perusal and views. He directed the officials to hold a workshop inviting all the stakeholders and other experts in the field for deliberations on the vision document.

          The Board appreciated the work done by LAWDA during the unrest and confirmed the action taken by the Vice-Chairman in felicitating the Casual Labourers who worked in double shifts during the unrest for cleanliness of the lake.

          The Board also enhanced the monthly remuneration with an honorarium of Rs 1000 in respect of Demolition Squad Members who are working on consolidated basis for a long time. The issues related to services of employees were directed to be placed before the Establishment Committee. It was also decided that DPC be convened within 20 days and all pending issues viz-a-viz stagnation, Insitu Promotion etc be cleared. The Board also approved placement of Helpers in the hierarchy of LOA in terms of Government Order No. 257-F of 2008.

          While presiding over the 75th Board Meeting of Srinagar Development Authority (SDA), the Deputy Chief Minister said that proper planning holds key to the development of Srinagar and due care be taken in this regard. While calling for vertical development of residential buildings, the Deputy Chief Minister said that the city faces dearth of land for housing purposes and maximum benefit be taken from minimum resources.

          The Deputy Chief Minister was informed that new Master Plan for Srinagar has been completed and will be put in the public domain before 31 December 2016.  The Chief Town Planner present in the meeting said that the Master Plan is exhaustive in nature and will be the one of the best in country.

 The issue of acquisition of land at proposed satellite township in Rakh-e-Gund Aksha was also discussed. The Minister said that the bottlenecks in the acquisition process with regard to grant of maintenance charges to Kamas be resolved so that 4200 kanals of state land becomes available to SDA to development of housing facilities. He said the satellite township will be a great addition in the city and it will give a new direction towards government plans of providing affordable yet high standard of living.

 The meeting also discussed issues related to transfer of state land at Palladium cinema which is under litigation, charging of processing fee from applicants seeking NOCs/Building permissions, Allotment of shops/commercial spaces in Sangarmaal city centre and deposition of premium, development of multi level car parking at Lal Chowk etc. The Deputy Chief Minister directed the officials to expedite the projects so that they are completed within the stipulated time.

 The Deputy Chief Minister also took review of the work done with regard to implementation of orders from last Board meeting. He directed the officials to make an impact on ground by completing the projects that act as catalysts to major positive changes.

In order to carry out various development works by M/S. IRCON under R-APDRP scheme, the power supply to Sohajana, Mandal Flian, Khandwal, Surya Chak, Ganeshpur and adjoining areas fed from 33 KV Canal to Chatha line shall remain affected on December 16 from 10 am to 02 pm.

Similarly, the power supply to Dhountly, Manda Amphalla, Karan Nagar and adjoining areas, Danis gate, Prem Nagar, Christian Colony, Upper Gummat and Lower Gummat, Early times and adjoining areas fed from D-2, DG-2 and DG-4 feeders shall remain affected on December 16 to 21 (except state holiday) from 10 am to 02 pm (on alternate DTs).

Meanwhile, to carry out the rectification of hotspots and routine maintenance/Branch cutting/tightening of jumpers and alignment of 220 KV Isolators and repairs to 220/132 KV Bus Coupler, CT of 220 KV D/C Barn-Kishenpur Transmission Line and 220/132/33 KV Grid Statioon Barn, the power supply to Grid Station Canal, Pounichak, Katra, Rajouri, Draba, Chandak, Jourian, Barn and District Reasi, Rajouri, Poonch and part of district Jammu shall remain affected on December 18 from 09 am to 04 pm.

 Similarly, the power supply to Nanak Nagar, Gandhi Nagar, Part of Trikuta Nagar, Shastri Nagar and its adjoining areas fed from 33 KV G-3 line shall remain affected on December 17 and 18 from 10 am to 12 noon.

Several deputations from many areas of Kashmir Valley met the Chief Minister, Mehbooba Mufti here today and apprised her of their day-to-day problems and demanded their redressal.

The deputations which met the Chief Minister included a deputation of faculty members of Pediatrics & Neonatology, SKIMS; deputations from several areas of Anantnag, Srinagar and Pulwama districts; a deputation of Employees Association of JK Industries; a deputation of officers of Kashmir University; a deputation of RCC Spun Pipe manufacturers and a deputation of parents of Sainik School students.

The Chief Minister listened to the demands of the deputationists and assured them of a time bound appropriate action.

Mehbooba Mufti was in the summer capital on a two day visit. Yesterday she laid foundation of several key developmental projects in the

Srinagar city.

Valley administration creating rift between Govt and KPs: Pandit Organisations

Various Kashmiri Pandit organisations have accused the local administration of Kashmir Valley of creating a rift between Kashmiri Pandits and the government by deliberately stalling the initiatives of the government and disregarding the instructions of the ministers and the Chief Minister.

This was stated by the Kashmiri Pandit leadership in a joint statement issued here today alleging that even the directions of the Chief Minister Mehbooba Mufti and the Relief and Rehabilitation Minister Basharat Bhukhari regarding the salaries of the Kashmiri Migrant employees were being disregarded by local administration by withholding their salaries and issuing repeated threats to them despite clear instructions in this regard.

The leaders said that despite the assurances and clear instructions by Mehbooba Mufti and Basharat Bhukhari some Drawing and Disbursing Officers (DDOs) and District Treasury Officers (DTOs) were not releasing the salaries of Migrant employees who had to flee in the wake of unrest in the Valley adding the employees were in a miserable condition due to paucity of finances to run their households.

They said that while government had clearly instructed the Kashmir administration to release the salaries of the Migrant Employees without delay and not force them to join till conditions were conducive the respective District Commissioners (DCs) and DDOs were not heeding to the directive and instead some DTOs have flatly refused to release the salaries of the employees.

The leaders said that while the district administration was showing over enthusiasm in sanctioning ex-gratia to those who were involved in various anti-national activities they were hell-bent upon harassing the nationalist elements who were trying to create an atmosphere for dignified return of Kashmiri Pandits to Valley.

They said that the Chief Minister in her meeting with APMCC leadership on November 10, 2016 had issued clear instructions that salaries to the migrant employees should be released forthwith and nobody should be forced to join till conditions are conducive for their return while the Relief and Rehabilitation Minister Basharat Bhukhari had taken the step further by asking the Divisional Commissioner Kashmir to organise a video conference of all DCs and DDOs to instruct them to release the salaries but despite more than a month only 20% employees have got their salaries while others were being flatly refused with the threats that they don’t care for Chief Minister or the minister.

The Pandit leaders said that the Drawing and Disbursing Officers and District Treasury Officers were acting as super Chief Ministers and issuing threats of termination to migrant employees if they do not join forthwith adding if any untoward incident occurred with the migrant employees the respective DDOs, DTOs and DCs will be squarely held responsible for the same.

The leadership said that while they were thankful to the Chief Minister, Mehbooba Mufti and the Relief and Rehabilitation minister Basharat Bhukhari for their initiative, the time demands that Chief Minister must intervene immediately to take strict action against the DDOs and DTOs who were harassing the migrant employees and trying to create a rift between the Government and Pandits.

Kargil Tourist Directory, Trekking map released

In order to highlight Kargil as an independent tourism in J&K, the department of tourism has printed comprehensive publicity material that would be circulated in upcoming travel marts across India and abroad.

This was informed by Director Tourism Kashmir, Mahmood Ahmad Shah today while releasing Tourist Directory and Trekking map named Kargil – A slice of bliss and beauty – at a conference hall in Drass. The directory highlights Kargil’s tourism potential which includes its destinations and trekking routes and the activities that travelers can undertake.

The meeting was attended by Executive Councilor LAHDC Kargil Mohammad Amir, DC Kargil Gulzar Hussain, SDM Drass Barkhat Ali, and Assistant Director Tourism Aga Tauha besides senior officers of various departments.

          On the occasion, several short films were also screened. The department also released pen drives which contain short movies showcasing Kargil’s destinations besides trekking expeditions undertaken by locals and travelers.

Speaking on the occasion, Mahmood Shah informed that on the directions of Chief Minister Mehbooba Mufti, the department is projecting Kargil as an independent destination. He further said that travel and hospitality sector also demanded comprehensive print and electronic publicity material to showcase Kargil’s tourist destinations and attract travelers. “Kargil has been bestowed with many natural gifts and the department is taking keen interest to increase the average stay of the tourists in Kargil,” said Shah.

Director Tourism said Drass is the oldest place and leads to Gurez through Koabal which will also be explored. “Our efforts are to take Kargil at par with Leh,” he added.

He said that department of tourism has planned to organize festivals in Bangus, Gurez and Kargil and assured for making it as an annual feature The department has also formulated festival calendar of the state in which Kargil festival will also be featured, he stated.

Director Tourism also said department in collaboration with IMF conducted Nun Kun expedition successfully.

He also assured tour operators from Kargil that department would sponsor road shows for them that can be held in Indian cities.

The meeting appreciated tourism department for promoting tourism in Kargil and said that local youth would get employment opportunities with development of tourism.

Mehbooba seeks people’s cooperation to transform profile of Srinagar

Mehbooba lays foundation of maiden Disaster Centre at Srinagar

Setting the execution of World Bank-funded Jhelum-Tawi Flood Recovery Project (JTFRP) rolling, Chief Minister, Mehbooba Mufti laid foundation of first of its kind Disaster Centre and widening of road project from Mehjoor Nagar to Nowgam here today.

The $250 million JTFRP was formally launched by the Chief Minister last month and the project envisages recovery and reconstruction of critical infrastructure, capacity building and livelihood in the State under which major roads, bridges, schools etc. would be re constructed and capacity of emergency response units like hospitals, emergency services etc enhanced. The project would be executed in the State by Department of Relief, Rehabilitation, Reconstruction & Disaster Management.

Interacting with the people on the occasion, the Chief Minister said her Government has envisioned a developmental revolution for the Srinagar city but regretted that much could not be done this summer due to the turmoil. She appealed people to facilitate Government in taking forward the developmental activities. She said people rightly have expectations with her Government and she would represent the aspirations of the people to every forum.

The Disaster Centre near Srinagar airport would be used in case of emergencies like earthquakes, floods etc to provide relief and rescue to the people and can also be used to manage the operations during the crises times.

The Disaster Centre would be equipped with a control room, emergency operations centre, hospital, SDRF unit and other equipments which could be used in case of disasters. It would have facilities of secretariat and a cabinet room to function in case of natural disasters. To be completed in two years, the Centre would provide the necessary back up support to the Government in its response to various natural calamities.

On the occasion, Mehbooba Mufti inaugurated the Emergency Operations Centre from a pre-fab structure which has started functioning from today. To begin with, it has been equipped with telephone numbers and staff who could be contacted in case of any eventuality.

Later, a similar Centre would be set up at Jammu and at each district headquarters.

Earlier, the Chief Minister also laid the foundation of widening of road from Mehjoor Nagar to Nowgam via Padshahi Bagh. The road project would help in decongesting traffic on the Natipora-Chanapora-Rambagh axis and it would also give direct and easy access from Jawahar Nagar to Railway Station at Nowgam. The project would cost Rs 14 crore.

South Kashmir Sports Festival kicks off

The Director General Jammu and Kashmir Police (DGP), K. Rajendra Kumar, today inaugurated South Kashmir Sports Festival 2016 at Government Boys Degree College, Khanabal.

          On the Occasion, DGP took salute at the March Past by the teams of different sports and various cultural items were also presented by the students and artists which were highly applauded by the audience.

Speaking on the occasion, DGP said that the main purpose behind organizing such events was to bridge the gap between police and public. He said that police has already organized many such programmes and continue to strive for the same in future as well.

          “Through these events we get opportunities to watch extraordinary performances of the outstanding sports persons besides encouraging the potential sports persons” DGP said. He declared that the winners of various events would be dually rewarded so that they feel encouraged and strive to compete at national and international level. The DGP also announced a cash reward of Rs 10000 in favour of Yasir Noorani hailing from Pulwama, a differently abled boy, for his heart throbbing singing talent. DGP further informed that fees of talented youth would also be waived off if they choose to study at J&K Police Public School. It is worthwhile to mention that J&K Police runs Police Public Schools at several locations in the state including Srinagar, Jammu, Baramulla, Anantnag, Kargil and so forth.

The Sports festival is being conducted in the disciplines of Tennis Ball Cricket, Volley Ball, Kho Kho, Chess, Carrom and SQAY Martial Art w.e.f. Dec 14 to Dec 25, 2016.The matches will be conducted in two phases.

The teams of each district will compete among themselves at respective District Hqrs of Anantnag, Kulgam, Pulwama, Shopian and PD Awantipora, from Dec 15 to Dec 17, 2016 in 1st phase. The 2nd phase of the festival will be conducted at Degree College Anantnag ground where the winners of 1st Phase will compete among themselves (inter-district).The closing ceremony is scheduled to be held December 25, in which all the winner and runner up teams would be awarded in a spectacular ceremony.

Saying that time has come to heal the wounds of people of Jammu & Kashmir, Chief Minister, Mehbooba Mufti today said the State needs some bold decisions in this regard. She asked the civil and the police administration to play proactive role in mitigating the sufferings of the people which they have gone through in the immediate past.

Addressing the Attestation cum Passing out Parade at Commando Training Centre here today, the Chief Minister said time has come to take some bold reconciliatory decisions on Jammu & Kashmir to get its people the much needed healing and relief which they have been craving for too long. She said there is no way forward except reconciliation, dialogue, discourse and minimizing the differences between regions and people.

Mehbooba Mufti said Prime Minister, Narendra Modi, who has a massive mandate of the people of the country, took the bold decision of visiting Lahore to minimize the differences. She hoped that the Prime Minister would again take such bold decisions to get the people of the State out of the quagmire of present times. “We have to pick up the threads from where Mr. Atal Bihari Vajpayee left during his tenure as Prime Minister which ensured not only a decade long peace on borders but also opened minds and channels of communication on the two sides of the divide”, she added.

Asking the J&K Police to play its role in taking forward this mission, the Chief Minister said they have a big challenge to extend hand holding to the people who suffered during the last five months in the State. She said the Police needs to reach out to elderly, youth and the injured and differentiate between the general masses and the disruptive elements besides undertaking community policing.

Mehbooba Mufti said she visualizes a Jammu & Kashmir where some strict laws would rarely be used and there would be an environment of reconciliation, peace and harmony all around. She hoped the officers and jawans of the force would play their role in ensuring this all.

Asking the passing out cadets to work for upholding law, the Chief Minister said with their actions and behavior they should win over people as they are the face of the Government on the ground. She said the ability of professional cops lies in controlling the crises without or with minimum force but more with persuasion.

Earlier, Director General of Police, K Rajendra Kumar welcomed the Chief Minister and congratulated the passed out constables. He gave details of the welfare measures taken by his organization for the jawans and constabulary.

Minister of State for Forests & Fisheries, Mir Zahoor Ahmad, MLA, Tral, Mushtaq Ahmad Shah, senior officers of J&K Police, Divisional Commissioner, Kashmir, Baseer Ahmad Khan, IGP Kashmir zone, SJM Gillani and other senior officers of divisional and district administration were present on the occasion.
