DC releases Rs 1 lakh ex-gratia for NoK of shelling victim

Deputy Commissioner, Poonch  Mohammad Harun Malik today released Rs 1 Lakh ex-gratia in favour of the Next of the Kin (NoK) of cross border shelling victim Asma Begum.

 The Deputy Commissioner along with a team of officers including SDM and Tehsildar also visited shelling affected areas of Golhad and Balakote areas of  Mendhar  to take stock of the situation in the backdrop of    continuous firing along the LoC.

The Deputy Commissioner along with team of officers remained stationed in the area till the frequency of shelling reduced to a minimum.

Meanwhile, the DC handover Rs 1 Lakh as ex gratia relief   to the family of  Asma Begum wife of Abdul Rehman resident of Malikpur  Mendha who was killed in cross border shelling yesterday.

 The Deputy Commissioner also asked the local administration to remain alert and immediately reach to the people in case of escalation in firing incidents along loC areas.

Speaker releases Dogri poetry collection of Tript

Speaker Assembly, Kavinder Gupta released a Dogri poetry collection “Mere Geet Meriyan Gajalan”

Speaker J&K Legislative Assembly, Kavinder Gupta  Saturday released a Dogri poetry collection “Mere Geet Meriyan Gajalan” penned by Rakesh Sharma Tript’ here at a book release  function organised by Nami Dogri Sanstha  .

Congratulating the poet for the release of his poetic collection, the Speaker said that the eminent Dogri writers and poets have made valuable contribution in enriching Dogri literature and promoting it among the youth. He also appreciated the efforts of the Sanstha for reviving the age old traditions and preserving the rich ethos of Dogra culture.

Kavinder said that Dogri has been included in the 8th Schedule but it is more important that the language finds prominence ‘in our homes and educational institutions’.

          “There is a need to promote this language among the younger generation and for that we have to make collective efforts” he added and further stressed on the preservation of rich Dogra culture for the future generations.

Prominent among others present at the function were Chief of Nami Dogri  Sanstha, SS Anand Lehar, president,  Dogra Harish Kaila, Dr. Chanchal Sharma, Anupama Sharma, Yashpal Yash, Ramesh Rahi, Lalit Sharma, Mohan Lal Komal and prominent citizens.

 Earlier, Speaker also inaugurated construction of lane and drain at Gorkha Nagar, Ward no. 48. The work is being executed by the Jammu Municipal Corporation.

People of the area putforth various demands to the speaker which included construction of nallah and the lanes and drains in other parts of the locality.

Responding to the demands of the locals, Speaker assured them that the same would be redressed soon.

           Executive Engineer JMC, Joginder Kumar and other officers were also present on the occasion.

CM greets people on Diwali

J&K CM Mehbooba Mufti

Chief Minister, Ms Mehbooba Mufti has felicitated people on the auspicious occasion of Diwali wishing them peace, happiness and well-being.

In her message of greetings on the eve of Deepawali, the Chief Minister hoped that the Festival of Lights would be harbinger of peace, progress and prosperity for the people of Jammu and Kashmir.

The Chief Minister said while celebrating festivals, we must remember the poor and needy and share joy with them. She said we have a rich tradition of celebrating festivals in amity and brotherhood in the state, in consonance with our unique multicultural ethos.

“On this auspicious occasion I wish and pray that all good values of love, compassion, tolerance, mutual respect and brotherhood become hallmark of our society to take forward the State on the path of progress, prosperity and lasting peace”, she said.

Expressing grave concern over the plight of hapless border residents and the people in Kashmir valley who are entangled in an agonizing situation, the Chief Minister expressed the hope that all the right-thinking people would strive towards making peace a reality in and around Jammu and Kashmir. “We have suffered too much and too long, let’s strive towards healing the wound and bringing peace in the lives of our people and ensure prosperity of our future generations,” she said.

Chief Minister, Ms Mehbooba Mufti Thursdayreviewed the status of preparation of Smart City Proposal (SCP) for Srinagar city and development of Semi- Ring Road in and around the State’s summer capital under the Prime Minister’s Development Package (PMDP).

Also present in the meeting were Minister for Public Works and Parliamentary Affairs, A R Veeri, Minister of State for Housing & Urban Development Social Welfare, Health & Medical Education, Asiea Naqash , MLA Batamaloo, Noor Mohammad Sheikh, MLA Sonawar, Muhammad Ashraf Mir, MLA, Anjum Fazili, MLC, Khursheed Alam, Chief Secretary, B R Sharma,  Financial Commissioner, Agriculture Production, Pramod Jain, Financial Commissioner Planning and Principal Secretary to CM,  B B Vyas and Administrative Secretaries of various departments.

While reviewing the status of preparation of Smart City Proposal (SCP) of Srinagar city, the Chief Minister emphasized that the proposal should contain the vision, plan for mobilization of resources and intended outcomes in terms of infrastructure upgradation and smart applications.

The Chief Minister said SCP should be prepared as per the principles of strategic planning process containing Area-Based Development (ABD) plans and Pan-city initiatives.

Noting the absence of certain legislators, the Chief Minister said that presence of all legislators from Srinagar, cutting across the party lines, would have added value to the discussion through their valuable suggestions.

Stressing the need for people’s empowerment and their involvement for participatory development, the Chief Minister said that since the process is still in infancy, maximum public participation and involvement in formulation of city vision and the SCP should be achieved through their feedback, ideas and suggestions.

The Chief Minister also sought status on the Srinagar Master Plan and added that the Smart City Proposal for the city needs to be in tune with the Srinagar Master Plan. The Chief Minister stressed the need for revival of various water-bodies in around the city in the SCP to improve the aesthetic sense of Srinagar. The Chief Minister directed the concerned to expedite the process of completion of the Master Plan so that it could be put in public domain for feedback.

Underscoring the importance of traffic decongestion in the city and also decreasing the pollution levels, the Chief Minister asked for development of cycling tracks in the city especially in areas like the Bund and at Boulevard around Dal Lake. She also asked for exploring the options of development of vertical residential structures in the congested areas of the city on Public Private Participation (PPP) mode.

Smart Cities Mission was launched by the Prime Minister in June 2015. It is an urban renewal and retrofitting program by the Government of India with a mission to develop 100 cities all over the country making them citizen friendly and sustainable.

It was informed that consultants empanelled with the Union Ministry of Urban Development have already been engaged for the preparation of the Smart City Proposal for the Srinagar City and that the Round-III of the Challenge will start in January next year.

Commissioner Secretary H&UDD apprised the Chief Minister with regard to efforts being made for the preparation of the SCP including engagement of stakeholders and fixed timelines. It was further informed that the final draft of the proposal shall be prepared by 15th December 2016.

Earlier the consultants gave a detailed presentation on the Smart City Proposal for Srinagar city. They apprised the Chief Minister with regard to citizen engagement through various online and offline initiatives like the facebook page, MyGov logo competition page among others. It was informed that under the offline mode around 10,000 copies of questionnaires were distributed at ward level and public meetings.

The Chief Minister was also apprised on the key areas of the Smart City and its major components including Area Based Development (ABD) and Pancity initiatives in the local context of the Srinagar city.

During the meeting, the Chief Minister was also given a detailed presentation by the Regional Officer, National Highway Authority of India (NHAI) on construction of Semi-Ring Road around Srinagar city. The Chief Minister was informed that State Government has established task force headed by the Divisional Commissioner for the purpose of land acquisition, which will expedite the acquisition work and subsequent preparation of Detailed Project Reports.

 It was informed that the 61 km long Semi ring road passes through six districts including Pulwama, Budgam, Srinagar, Bandipora, Ganderbal and Baramulla. The Ring road project extends from Gallandar to Narbal junction and from there on to Wayul junction. The projected has been estimated to cost Rs 2058 Crore.

The Chief Minister observed that exclusive plantation should be carried out along the highways in order to enhance the green cover of the road patches. The Chief Minister emphasized that it should be done simultaneously along with rest of the work in such projects.  It was informed under the National Green Highway Mission such plantation shall be included in the project.

The Chief Minister instructed to expedite the land acquisition proceedings for the construction of 4 – lane ring road/ by pass around Srinagar city. She asked the concerned authorities to keep provision of civic amenities while preparing the DPRs, besides planning a calendar of activities for the ring road project and accomplish tasks within the timelines.

Mehbooba for sustained dialogue to address challenges confronting JK

Chief Minister, Ms Mehbooba Mufti has stressed the need for reviving the peace and reconciliation process within the State and the region to ensure resolution of the issues through a sustained and productive dialogue.

Interacting with the visiting team comprising Mr Yashwant Sinha, former Union Minister, Ms Sushobha Barve, Executive Director, Centre for Dialogue and Reconciliation (CDR), Air Vice Marshal (Retd) Kapil Kak and Mr Bharat Bhushan, former Editor and senior journalist, here last evening, the Chief Minister called for a sustained dialogue with all the stakeholders in Jammu and Kashmir to address the challenges confronting the State on security, political, economic, developmental and administrative fronts.

Calling for immediate de-escalation of the situation along the borders, the Chief Minister urged the visiting delegation that ways and means shall have to be explored immediately to bring an end to the sufferings of J&K’s hapless people subjected to immense miseries over the past few months because of the continuous cross-border shelling and escalation of violence in Kashmir. She said the vicious cycle of death and destruction confronting the State and the region must end at the earliest and serious efforts should be made at the political and civil society levels to revive the peace and reconciliation process for the larger good of the people who are sandwiched in a deadly and painful situation.

The Chief Minister said whatever the reasons for hardening of stances and attempts by the vested interests to subvert the peace process, there is, however, no substitute to the policy of engagement and reconciliation as was done in 2003. She said the prevailing challenging situation along the borders in Jammu and Kashmir and within the mainland necessitates the urgency of reviving the composite dialogue process, involving all the stakeholders.

Ms Mehbooba said the significant reconciliatory measures taken between 2002 and 2005 in and around Jammu and Kashmir, both on internal and external fronts, had not only helped improve the security scenario in the region, but these had positively impacted the situation within the State as well. “The ceasefire of 2003, had not only given the much-needed relief to the people living along the borders, but it had, as well, provided the broader umbrella for the peace process to take roots and flourish,” she said and added that the 2003 ceasefire brought, after decades of tension and destruction, relief and normalcy into the lives of people residing in the State’s forward areas from Kathua to Kargil and “at the same time it also made historic confidence building initiatives like opening up of LoC for bus service and trade possible in J&K.”

“After over decades of agony, we had started seeing a ray of hope in the peace process between 2002 and 2005, which, unfortunately, is under severe threat today because of the escalation of the situation,” she said and expressed the hope that the dark shadows of pessimism cast over the peace and reconciliation process will not jeopardize the region’s security and stability as any such scenario would have disastrous and colossal consequences for the people living in the region.

“We in Jammu & Kashmir yearn for peace as we understand better what the ordeal of violence is, as it has been our fate to live through and survive its frightening, deadly and painful hazards,” Ms Mehbooba said and added that for the people of Jammu & Kashmir, suffering more than two decades of turmoil, has been a long, dark experience, bloody at times and frustrating at almost every step. “For the people of Jammu & Kashmir peace along the borders and within the mainland is of immense significance and I hope the political leadership of the two countries treats it with the same spirit,” she said and called for productive political engagement at various levels for the resolution of the problem so that the people of Jammu and Kashmir can reap the benefits of the economic progress sweeping the country and the region.

Special Summary Revision of Electoral Rolls reviewed at Anantnag

Deputy Commissioner Anantnag, Dr. Syed Abid Rasheed, today chaired a meeting regarding Special Summary Revision of Electoral rolls for the registration of eligible voters in the district.

ADDC Anantnag, CEO, AROs, AEROs, BLOs and representatives of political parties attended the meeting.

The Deputy Commissioner stressed upon concerned AROs, AEROs and BLOs to ensure cent percent registration of eligible electorate and directed them to undertake sensitization campaigns at Tehsil and Block levels.

It was given out that Chief Education Officer shall organize Systematic Voters’ Education and Electoral Participation (SVEEP) programmes so that eligible voters can get themselves registered before   December 15, 2016 in order to exercise their right to vote.

It was impressed in the meeting that the process of additions, deletions and modifications will have to be completed by December 15,, 2016, as per the guidelines issued by the Election Commission of India.

With respect to the EPIC coverage, it was informed that the district has already achieved 95.11% progress and remaining process is going on in full swing.

The DC stressed the need of attaining 100% EPIC coverage so that, left-out eligible voters would be able to exercise their franchise.

The representatives of the political parties were advised to identify the BLAs so that requisite training shall be imparted to them.

The Deputy Commissioner also said that the EROs and AEROs must ensure transparency in the registration process and in an error-free manner.

Div Com reviews snow clearance preparedness

The Divisional Commissioner Kashmir, Baseer Ahmad Khan, Thursday convened a meeting to review the arrangements to be put in place by various departments for the clearance of snow in view of ensuing winter.

       Deputy Commissioners of Kashmir province participated in the meeting through video conferencing, while as Director CA&PD, Commissioner SMC and Chief Engineers of R&B, Mechanical Engineering, PHE, and UEED Departments attended the meeting.

        It was said that 125 snow cutter machines have been kept ready for snow clearance operations. While giving the breakup, the Chief Engineer Mechanical Engineering Department said that 23 snow cutter machines have been kept in Srinagar, 11 in Budgam, 17 in Anantnag, 6 in Pulwama, 7 in Shopian, 9 in Kulgam, 6 in Bandipora, 10 in Kupwara, 4 in Ganderbal 27 in Baramulla and 5 in Gurez.

        The Deputy Commissioners told the meeting that special control rooms have been established in their respective districts.

        The meeting was also informed that a control room has also been established in Police Control room Srinagar for the public in case of any emergency.

        The Divisional Commissioner directed the officers to gear up their men and machinery to deal with any emergency. He also directed the Chief Engineer PHE to ensure supply of adequate safe drinking water in the valley so that people do not face any problem for want of drinking water.

        The officers of BRO were asked to complete repair works of the roads before the snowfall.

District Development Commissioner Kishtwar G N Balwan today convened a meeting  to discuss the  arrangements for smooth  celebration of the Diwali and Urs Mubarak festivals in Kishtwar.

CPO Kishtwar Yasir Balwan, ACR Mohammad Sayed Khan, SSP Kishtwar Sandeep Wazir, Tehsildar Kishtwar Irshad Ahmed, AD CA&PD, XEN, PDD and PHE Kishtwar and other District and Sector Officer, Administrator Auqaf Islamia Kishtwar besides Member Sanatan Dharam Sabha also attend the meeting.

DDC directed XEN PHE Division Kishtwar to ensure availability of sufficient drinking water for Zayreen/ devotees at the shrines i.e Astan Bala and Astan Pani. PHE department was also asked to fill the reservoirs and also install tanks and temporary connections at required places.

He directed   ADDC to constitute a contol room for the facilities of Devotees on the occasion, Exective Officer, Municipality  was  asked to install street lights and take up repair works wherever necessary so that the pilgrims may not face any difficulty and also asked to check the uniform approved price list of all the essential commodities in the town for the benefit of common consumers .

The DDC also directed CMO Kishtwar to provide medical facilities and also established two temporary camps one at Dak Banglow and other at Bus stand and also keep ambulances available, besides SSP Kishtwar was directed to deploy adequate number of security personals in both the shrines and in the Kishtwar town for security.  ARTO Kishtwar and Manager JKSRTC Kishtwar were directed to ensure availability of adequate number of Buses and other Passenger vehicles for smooth to and fro movement of devotees during the Urs Mubarak.

DDC strictly directed  that the fire cracker shall be sold  only at the  selected/identified place  and asked the concerned for intensifying market vigil  to keep a check on quality and prices of  essentials .He  also directed the fire and emergency services department to keep fire tenders ready to meet any eventuality while Assistant Director CA&PD Kishtwar was  also asked to ensure availability of  available ration and Sugar.

A team comprising Mr. Yashwant Sinha, former Union Minister; Ms. Sushobha Barve, Executive Director, Centre for Dialogue and Reconciliation (CDR), Air Vice Marshal (Retd.) Kapil Kak and Mr. Bharat Bhushan former Editor and senior journalist, called on Governor N.N. Vohra, at the Raj Bhawan here today.

        The team, led by Mr. Sinha, which is visiting Srinagar to talk to various stakeholders about the ongoing disturbances, shared their views with the Governor.

        The Governor stressed the importance of a sustained dialogue with all stakeholders for securing very early restoration of peace and normalcy in the State.

One way traffic on Sgr-Jmu highway in view of Durbar Move

In view of the bi-annual Darbar Move, only one-way traffic from Srinagar to Jammu would be allowed on the National Highway for smooth movement of vehicles and official records.

According to the Inspector General of Police Traffic, Jammu based employees shall be moving to Jammu on October 28 and 29, whereas the Kashmir based employees shall be moving to Jammu on November 5 and 6.

The IGP said the main convoy carrying the important official records from Civil Secretariat Srinagar and other Darbar Move offices shall proceed to Jammu on October 30, 2016.

        Further, no traffic movement, including that of convoys of Army and Para-military forces, shall be permitted on National Highway from Jammu to Srinagar on October 29, 30 and on November 5and 6.
