Floriculture sector to be given boost: Farooq Shah

Secretary, Tourism and Floriculture, Farooq Ahmad Shah, today convened a meeting of officers of Floriculture Department and progressive flower growers, regarding the development of commercial floriculture in Kashmir.

          On the occasion, growers put forth difficulties being faced by them for taking the trade to expected heights. An interactive session between officers of the Department and growers was held during which suggestions and demands of the growers in trade were taken note of.

          The Secretary gave a patient hearing to the growers and called for awareness generation about the various welfare schemes regarding the floriculture trade.  He stressed on the growers to avail benefits under various centrally and state sponsored schemes for their socio- economic upliftment and for overall progress of this sector.

          He said the Chief Minister is taking keen interest to boost the floriculture sector in Kashmir.  He said the CM has announced that Rose, Leelam and Lilly gardens will be set up in Kashmir for better promotion of floriculture of Kashmir.

          Director Floriculture Muhmmad Hussain Mir, Director Tourism Mehmood Ahmad Shah and other concerned officer were present in the meeting.

Mehbooba for putting Wakaf properties to productive use

CM chairs 17th meeting of JK Wakaf Council

Calling for preparing a detailed inventory of the Wakaf assets in Jammu province, Chief Minister, Ms Mehbooba Mufti has stressed the need for digitization of the Wakaf records/data to evaluate and put such properties to productive use.

The Chief Minister said this while chairing the 17th Meeting of the J&K State Wakaf Council here last evening. The previous meeting of the Council was held in November last.

While reviewing the status of various Wakaf properties and related issues, the Chief Minister noted that there is need to make Wakaf properties productive assets. She said Jammu province has various good, high market value properties under Wakaf which can be put to better use to augment the revenue base of the Council.

The meeting which began with the recitation of Holy Quran, was also attended by Minister of State for Hajj & Auqaf, PHE and Irrigation & Flood Control, Power Development, Industries & Commerce, Syed Farooq Ahmad Andrabi, Legislators G M Saroori, Shah Mohammad Tantray, Saif-ud-din Bhat, VC BGSBU, Prof Javid Masarat and Commissioner Secretary, Revenue, Mohammad Ashraf Mir.

While taking a detailed review of the status of action taken on the decisions of the 16thmeeting of the Council, the Chief Minister was briefed regarding the status of establishment of three nursing colleges by the Wakaf Council at Rajouri, Jammu and Kishtwar. The Council approved one-time grant of Rs 1 crore for the nursing colleges at Kishtwar and Rajouri for effectuating the purchases of laboratory equipment and meeting other related expenses.

With regard to establishment of Skill and Employability Enhancement Institute at Ismailpur, Samba, the Chief Minister directed for chalking out an actionable plan for starting new technical courses at the institute for skill development and enhancement of employability of the locals in a time-bound manner.

During the meeting status of flats constructed on Wakaf land situated at Patta Bohri, Talab Tillo, on Public Private Partnership joint venture was also discussed.

With regard to renewal of lease in respect to Wakaf land at Kunjwani, Jammu, the Chief Minister directed for commercial utilization of the said property for improving internal revenue generation of the Council.

Regarding the renewal of rentals of Wakaf properties, the Chief Minister asked for renewing the existing rentals in accordance with the market rates by working out a proper method for the same to bring in uniformity in the process.

The meeting also discussed construction of flats and commercial complexes on Wakaf land at various other places to augment the revenue base of the Council.

The status of construction work on Jamia Masjid, Talab Khatikan was also reviewed during the meeting.

Earlier, Chief Executive Officer, J&K State Wakaf Council, made a detailed presentation before the Chief Minister on the projects taken in hand by the Wakaf Council.

The other members who attended the meeting included Abdul Gani Dar, Mufti Anayatullah, Mohammad Noorani, G A Khwaja, A R Wani, A W Tak, Dr Nisar Ahmad Wani, Nazir Ahmad Peer, Dr Mohammad Assadullah Wani, besides the members of State Wakaf Council, Administrators of Auqaf Jammu, Shahadra Sharief Rajouri, Kishtwar, Nowshera, Rajouri and Samba.

Situation remained largely peaceful in Kashmir

Situation in Kashmir remains normal

According to a statement issued by the Zonal Police Headquarters Kashmir, situation across the Kashmir valley remained largely peaceful today.

“Normal movement of traffic was seen with shops open and vendors dotting the roads lanes and by lanes across Kashmir. In the morning some miscreants in their attempt to disrupt the normal flow of traffic set on fire two vehicles near fruit Mandi, Srinagar,” the press statement said.

The statement said that taking cognizance of the crime police registered a case under FIR number 231/2016 in police station Parimpora and started investigation, six miscreants involved in this crime have been identified and a manhunt has been launched to arrest them.

Meanwhile, the statement said that in its continuous drive against the trouble-mongers police arrested 60 individual involved in disrupting public order in different parts of the valley.

Bus Stand Batamaloo to be developed as Central Bus Stand

The Divisional Commissioner Kashmir, Baseer Ahmad Khan, today visited General Bus Stand Batmaloo, which is planned to be upgraded on modern lines as Central Bus Stand.

Deputy Commissioner Srinagar Farooq Ahmad Lone, VC SDA Tahseen Mustafa, IG Traffic Showkat Ahmad Wattali and other senior officers of the district administration accompanied the Div Com.

It was said that the Batmaloo Bus Stand will be shifted to Parimpora and land for the same has already been identified

The VC SDA briefed the Divisional Commissioner about the features of proposed site plan for the new bus stand at Parimpora.

On the occasion, the Div Com directed the R&B authorities for making adequate arrangements for the development of the proposed central bus stand at Batmaloo.

Later, he had a detailed meeting with the concerned regarding the shifting of the Batamaloo Bus Stand to Parimpora and for its proposed development to Central Bus stand.

Chief Secretary reviews Annual Darbar Move arrangements

Chief Secretary B R Sharma reviewed the Annual Darbar Move arrangements

Chief Secretary B R Sharma on Monday reviewed the Annual Darbar Move arrangements from Srinagar to Jammu for the winter season, 2016-17, here in a meeting with officers.

Financial Commissioner, Planning and Principal Secretary to the Chief Minister, BB Vyas and other concerned officers were also present in the meeting.

The offices observing 5 day week shall close on October 27 and offices observing 6 day week shall close at Srinagar on October 29. All the offices shall open in Jammu on November 7, 2016.

It was informed in the meeting that adequate number of trucks and buses has been kept ready for ferrying official records and employees on October 28th, 29th and 30th and November 5th and 6th. Only one way traffic from Srinagar towards Jammu will be allowed to ply during these five days.

Chief Secretary instructed putting in place all necessary measures including security escort to ensure smooth movement of darbar move vehicles upto their respective destinations. He instructed that extra buses and trucks be kept available during the move days besides adequate number of cranes, mobile workshops, recovery vans, medical mobile teams, ambulances be deployed en-route along with necessary equipment and staff to meet any exigency.

Chief Secretary also instructed BEACON and NHAI authorities to ensure good condition of Srinagar-Jammu National Highway, especially at vulnerable spots during the move days.

Chief Secretary asked Food, Civil Supplies and Consumer Affairs department to issue temporary ration cards and gas connections to move employees for their Jammu stay and to ensure timely supply of rations besides, directing the concerned departments to ensure complete sanitation, availability of electricity and potable drinking water in all residential colonies of the move employees.

Chief Secretary also asked concerned officers of the Estates department and Jammu Municipal Corporation to inspect employee residential colonies and ensure that necessary facilities were in place including cleaning up water storage tanks and launching an intensive sanitation drives in all colonies.

Estates department was also asked to establish a control room/grievance cell with a toll free number to attend to and address various day to day issues in residential quarters.

Chief Secretary also directed the IT department to ensure that LAN/Internet connections in Jammu Secretariat are fully functional by the time move offices reopen there. He also directed for adequate deployment of security in all residential colonies both in Srinagar and Jammu.

New Delhi to host Asian Ministerial Conference on Disaster Risk Reduction

Union Home Secretary holds video conference with Chief Secretaries

Union Home Secretary, Rajiv Mehrishi on Monday chaired a video conference with State Chief Secretaries in connection with the Asian Ministerial Conference on Disaster Risk Reduction (AMCDRR) 2016, to be held in New Delhi from 3rd to 5th November. Chief Secretary J&K, B R Sharma also participated in the meeting.

The international conference is being organized by Ministry of Home Affairs, Government of India in collaboration with United Nations International Strategy for Disaster Reduction (UNISDR). The Ministers and heads of delegations of as many as 61 countries will be participating in the conference to be inaugurated by the Prime Minister on 3rd November.

Union Home Secretary informed that invitation to participate in the conference has been extended to Chief Minister’s of State’s, officers from civil and police administration and representatives of various local level government bodies concerned with disaster management. State Governments have also been offered space in the conference for showcasing their efforts towards disaster management, he said. He called upon the States to actively participate in the conference and exchange experiences on successful practices and innovative approaches in reducing and managing disaster risk.

            Established in 2005, the AMCDRR is a biennial conference jointly organized by different Asian countries and the United Nations Office for Disaster Risk Reduction.

The AMCDRR serves as a forum for stakeholders to take a shared responsibility and make actionable commitments towards implementation of Disaster Risk Reduction (DRR) in the Asia region.

So far, countries in Asia in collaboration with UNISDR, have organized six AMCDRR conferences. The previous hosts were China (Beijing, 2005); India (New Delhi, 2007); Malaysia (Kuala Lumpur, 2008); South Korea (Incheon, 2010); Indonesia (Yogyakarta, 2012); and Thailand (Bangkok, 2014).

After the advent of the Sendai Framework adopted by representatives of 187 countries in March 2015, for Disaster Risk Reduction 2015-2030′ this will be the first Asian Ministerial Conference for Disaster Risk Reduction, hosted by India. The intended outcome of the conference will be to adopt an‘Asian Regional Plan for Implementation of the Sendai Framework’.

The objective will be to transform the commitment of governments and stakeholders made in Sendai (Japan) during the UN World Conference on Disaster Risk Reduction (WCDRR) into national and local action and setting the direction to accelerate regional implementation and monitoring of the Sendai Framework.

The four priority areas include i) Understanding disaster risk; ii) Strengthening disaster risk governance to manage disaster risk; iii) Investing in disaster risk reduction for resilience; and iv) Enhancing disaster preparedness for effective response and to ‘build back better’ in recovery, rehabilitation, and reconstruction.

Govt will take holistic view regarding conduct of Board exams

Maintaining that a holistic view will be taken regarding the conduct of board examinations, Chief Minister, Ms Mehbooba Mufti today said the Government will have to ensure that the students don’t lose academic year.

“The Government will explore various options in consultation with the Education Department and the State Board of School Education (BOSE) to ensure that the students appearing in various Board examinations have more options and their academic year is not lost,” the Chief Minister said while interacting with a group of girl students who called on her here today.

Urging the parents to help the government in normalizing the situation keeping in mind the future of their children, the Chief Minister said the Government will make arrangements for special tuitions for students in government schools wherever possible so that they can prepare for the examinations. “We will also consider reducing the syllabus,” she said and added that the students will have more options in terms of questions and answer, as they have not been able to complete the studies due to the prevailing situation in Kashmir.

Enlisting the measures taken by her government for the betterment of the womenfolk and girl students in the state, the Chief Minister said; “My government’s focus has been to provide more facilities to the women and girls. We kept a provision of scooty scheme in the budget for those girls who cannot afford autorickshaws. We are giving 50 percent subsidy for these girl students for buying scooty. It will help in education of girl child coming from economically weaker sections.”

The Chief Minister said the government has launched this scheme in Jammu and more scooties will be handed out to girl students in coming days. “However, we have not been able to do it in Kashmir yet due to the ongoing situation. It is good that girls are demanding this facility here also,” she said.

The Chief Minister said that the Government has also started separate buses, police stations and launched Laadli scheme for the women.

Police officer suspended for sharing deployment details with Pak

J&K Police

A police officer responsible for deploying contingents of police and paramilitary personnel in Srinagar to maintain law and order has been suspended for sharing deployment details with Pakistan.

Sources said that Inspector Tanveer Ahmad, who was posted as Incharge Deputy Superintendent of Police (DySP) at Armed Police Control Room (APCR) Srinagar was suspended after officials at Union Ministry of Home Affairs (MHA) traced a call from Pakistan to his office in Srinagar.

Sources said that 23 days back, the officer received a call on the landline telephone at his office. The caller identified himself as Army Commander and sought deployment details of police and para-military forces in Srinagar.
The officer sought clearance from SP who gave his consent for sharing the information. After the consent of SP, the officer shared the deployment details including the number of men, companies and the areas where they are deployed.

The officer provided the details through mobile messenger application, Whatsapp. The Ministry of Home Affairs traced the call and started a probe. The MHA informed the Director General of Police (DGP) K Rajendra, who took the serious note of the matter, and ordered a probe.
Director General of Police (DGP),said “Yes, the officer has been suspended and probe ordered to ascertain the facts. However, it seems the case of negligence but the probe is on,” said the DGP. He added that officers were already alerted about such calls.

Police and other officers dealing with law and order and counter-militancy in Kashmir are receiving calls from Pakistan for past few years. The callers introduce themselves as officers of other security agencies and seek various details. However, normally officers ask them to come through proper channel but in this case, sources said that the officer has shared the details unintentionally without knowing that the caller is from Pakistan.

Army refutes the allegations of being involved in an accident

The Army categorically refutes the allegations of being involved in an accident on 11 Oct 16 leading to the death of a person named Owais Ahmed Sheikh s/o Ghulam Mohi-u-din Sheikh of Ghasipora Kulgam as reported in some sections of the media on 12 Oct 16.

 It is clarified that the allegations against the Army are false and baseless. It is reiterated that no vehicle of the Army was present in Wanpoh on 11 Oct 16.  The FIR registered by Police station Wanpoh also does not mention involvement of any Army Vehicle in the accident.
