No curfew in any part of Valley: Police

According to a statement issued by the Zonal Police Headquarters Kashmir, the situation across the valley remained by and large peaceful today. “There was no curfew in any part of the valley,” it said.

According to the statement during the day no untoward incident was reported from any part of the valley. “There was greater movement of people and vehicular traffic observed in Srinagar city as also in other parts of the valley,” it said.

The statement said that to curb the activities of trouble mongers police arrested 51 such individuals involved in various offences of creating disturbances in different part of the valley.

LAWDA continues demolition drive, 11 illegal structures razed

LAWDA demolished illegal structures in Srinagar

Lakes and Waterways Development Authority (LAWDA) through its Enforcement Wing today demolished 11 illegal constructions, structures at Laam, Karpora Cheshma Shahi, Northern Foreshore Road, Gupt Ganga and Lashkar Mohalla of Srinagar.

            The demolitions were part of ongoing drive of the LAWDA to remove illegally raised structures in their jurisdictions.  Enforcement Officer LAWDA Srinagar said the drive to remove illegal structures and constructions in their jurisdiction will continue and elements creating hurdles in the process will be dealt under law.

            He said people residing within the LAWDA jurisdiction are directed not to go for any sort of illegal constructions. He also said that Tipper/Load carrier owners should not carry construction material in the prohibited area of Dal/Nigeen Lake without permission.

According to a statement issued by the Zonal Police Headquarters Kashmir, situation remained normal and peaceful throughout the valley today.

According to the statement three CRPF personnel were injured when militants hurled a grenade on them in Kulgam this afternoon.

Giving details of the incident the statement said; “This afternoon unknown militants hurled a grenade on CRPF party of 99-BN deployed for ROP duty near Government Higher Secondary School Wanpoh, Mir Bazaar in District Kulgam. Three CRPF personnel sustained injuries in the incident. The injured were shifted to Hospital for treatment. Security forces cordoned off the area and launched a manhunt to nab the attackers.”

The statement said that during the day greater movement of vehicular traffic was observed in the valley including the Srinagar city.

It said 55 miscreants were arrested during past 24 hours from various parts of the Valley who are wanted in various offences of creating disruptions in normalcy.

Meanwhile, a separate statement issued by the Zonal Police Headquarters Jammu said, the situation across Jammu region remained normal. “There was no report of any untoward incident.  The authorities announced curfew relaxation in Kishtwar town from 1600 hours to 1800 hours,” it said.

J&K continues with tourism promotional campaign

Continuing with its promotional programme, the department of tourism participated in the 3-day India International Travel Mart which began from September 23 and culminated on September 25, 2016 here.

The travel marts provide excellent opportunity for the states to showcase the products of travel, tourism, hospitality, leisure and other related industries. It is aimed at bringing the Industry, face-to-face with the travel trade.

J&K receives a good number of tourists from Maharashtra. The two states have the oldest relations for travel trade business.

The J&K stall received good response from visitors, travel agents and foreigners who wished to visit Kashmir.

On the sidelines of the event, J&K Tourism Department organized an interactive session with the travel agents, travelers and media persons. The travel agents expressed concern over the cancelation of their bookings during the prevailing situation.

The department assured them that it has already embarked on the vigorous campaign to attract tourists back.

J&K participated in this premier travel exhibition with an aim to woo tourists back to Kashmir which had a dip during the current unrest.

Despite bad situation back in Valley, the department of tourism is trying to make its presence felt at these marts so that travelers and travel agents alike can make up their minds to visit Kashmir and not to let the Valley’s huge tourism potential be sidelined at these exhibitions.

Earlier also, the Department participated in the travel marts at Ahmadabad, Surat and Kolkata to keep Kashmir tourism alive at these platforms.

The J&K Government will also participate in the upcoming travel exhibitions including TTF Delhi in September, BITG in October and also Budhist conclave.

The department is circulating and distributing publicity material highlighting all the tourism products of the state including leisure, pilgrimage, adventure, heritage, golf and MICE.

In the Budhist Conclave, the department will also showcase the Bhudhist potential of the state.

“We have to attract tourists back to Kashmir at these exhibitions. The travelers are willing to come back to Kashmir. If we don’t participate in these exhibitions, the Kashmir’s tourism industry will suffer,” said an official of the Tourism Department.

Key developmental projects of Rajouri, Poonch districts reviewed

The Chief Minister, Ms Mehbooba Mufti Mondaytook a comprehensive review of key developmental projects in the Pir Panchal districts of Rajouri and Poonch at a high level meeting convened, here this morning. She called for a proactive approach to expedite implementation of infrastructural and developmental projects in the region.

While taking sector and scheme-wise review of the developmental programmes and projects under implementation in the twin districts, the Chief Minister gave specific directions to the concerned Administrative Secretaries with regard to these and directed the concerned executing agencies to speed up the work on all such key projects so that these are completed within the set time-frame.

Also present in the meeting were Minister for Food, Civil Supplies and Consumer Affairs, Choudhary Zulfkar Ali, Deputy Chairman Legislative Council, Mr Jahangir Hussain Mir, MLA Nowshera, Mr Ravinder Raina, MLA Rajouri, Mr Qamar Hussain, MLA Surankote, Choudhary Mohammad Akram, MLA Mendhar, Mr Javed Ahmad Rana, MLA Poonch Haveli, Shah Mohammad Tantray and MLCs, Dr Shehnaz Ganai, Mr Surinder Kumar Choudhary and Mr Vibodh Gupta.

Referring to the huge potential of Rajouri and Poonch districts in heritage, adventure and border tourism, the Chief Minister directed the Tourism Department to focus on creation of tourism based infrastructure that help in attracting tourists to the area and are also important from tourism promotion point of view viz development of forts etc.

The Chief Minister noted that tourism infrastructure needs to be developed keeping in mind its relevance to the area and also its linkage to creation of livelihood opportunities for locals in the area. She underscored the importance of development of wayside facilities along the Mughal Road, highlighting its direct relevance to the development of tourism in the Pir Panchal region.

While reviewing the key projects under the tourism sector, the Chief Minister was informed that various projects have been proposed under PMDP including development of tourist facilities viz cafeteria, pathway, landscaping, tourist benches, etc at Loran and cafeteria, approach road, landscaping, pathways, parking, tourist benches and lighting at Jalian in Poonch. Similarly, tourism projects in Rajouri include development of tourist facilities at hot spring – Tata Pani, Rajouri Development Authority Midway Complex and tourist facilities around Rajouri Qila Dantitop.

It was further informed that tourist facilities are also being developed at Noori Chamb and Peer ki Gali. While as trekking routes with base camp facilities for tourists shall be developed with regard to development of seven lakes as a tourist destination in the Pir Panchal region. Regarding status of work on TRC Mendhar, the Chief Minister was informed that it is in the advanced stage of completion.

The Chief Minister also stressed the need for improving and upgrading the road connectivity in the Pir Panchal region. She issued instructions for expediting work on important roads including Budhal-Shopian road. Ms Mehbooba also called upon Border Roads Organization (BRO) to improve the critical stretches on the Mughal Road and various other roads that are maintained by the organization.

Regarding declaration of Mughal Road as National Highway and construction of tunnel on it, the meeting was informed that the matter is being vigorously pursued with Union Ministry of Road Transport & Highways.

It was given out in the meeting that 246 km Jammu-Akhnoor–Poonch road has been declared as new National Highway by GoI and Jammu to Akhnoor (35 kms) has been entrusted to National Highway Infrastructure Development Corporation Ltd (NHIDCL) and will be upgraded to 4 lane. Various projects under PMGSY, CRF and construction of major bridges in the region were also reviewed in the meeting. It was also informed that black-topping of around 250 kms has already been done in the two districts.

Construction of sports complexes in Rajouri and Poonch districts were also reviewed during the meeting with directions of the Chief Minister to expedite the work so that the facilities could be availed by the people at the earliest.

With regard to health sector in the region, the Chief Minister sought details regarding status of upcoming Medical College at Rajouri and issues related to healthcare facilities in the region viz District Hospitals.  The Chief Minister was apprised regarding major health projects in the region viz up-gradation of SDH Nowshera to 100 bedded Hospital, Casualty Block at DH Poonch, etc.

The Chief Minister also asked the Health Secretary to prioritize providing Critical Care Ambulances in the border areas of the State. To address the deficiency of healthcare staff in the region, the Chief Minister asked the concerned to ensure that the gaps are addressed at the earliest.

Regarding Tribal Welfare, the Chief Minister was informed that Gujjar Bakerwal Girl Hostels are being developed at Rajouri and Poonch, besides Eklavya Model Residential School shall also be established in the region.

She was further informed that development of Model villages one each in Poonch and Rajouri has also been taken up. To provide skills to the tribal youth in various job-oriented fields, skill development initiative with job placement facilities shall also be taken up. Shelters for migratory tribals at specific sites along traditional routes shall also be developed.

The Chief Minister also reviewed developmental works under Education, Power, PHE and Horticulture sectors in the area.

Earlier, the legislators from the region flagged certain important developmental projects in the region including, restoration of 132 KVA transmission line, construction of Grid Station of 400 KVA on Jallandhar-Samba- Baramulla transmission line, completion of Rajal-Gravity Feeder in Nowshera, enhancement of capacity of grid station from 20MVA to 50 MVA at Thudi in Rajouri, etc.

Financial Commissioner Planning and Principal Secretary to Chief Minister, Mr B B Vyas, concerned Administrative Secretaries, Heads of Departments and other senior officers also attended the meeting. Deputy Commissioner’s of Rajouri, and Poonch participated in the meeting via video conferencing.

Hundreds of Schools open in Kupwara and Bandipora

As per reports received from Kupwara and Bandipora district majority of schools  especially in rural area opened since last few days with attendance from 35-40% and increasing. Chief Education Officer, Kaupwara in a statement said that most of the schools have opened and attendance is picking up as the school staff is making extra efforts to make up for the time lost during the unrest and prepare the students for forthcoming examinations. Private schools however have not opened in greater numbers. In village Awoora students and parents assembled making an appeal to the stakeholders for not disrupting the school functioning in village.

          When contacted by INAK, Kupwara District Magistrate claimed that more than 90% schools are open however attendance was around 40% which is improving. A group of parents in Kupwara town expressed apprehension about safety of their children in schools and appealed to the management for not insisting on opening of schools. In Bandipora also the situation remained similar.

In order to carry out construction of 400 KV D/C Samba-Amargarh Transmission Line (Package-I),  at LOC No. 68 and 68/1, the shutdown of 11 KV Sohal Feeder emanating from Receiving Station Akhnoor is allowed on September 26 and 27 from 6 am to 10 am.

Pertinent to mention here that the concerned field staff should be consulted and work be carried out in close coordination with them to avoid any mishap.

Meanwhile, to carry out the R-APDRP works, the shutdown of 11 KV feeders under R-APDRP (Cluster-II) is being observed.

During the shutdown, the power supply to Lower Roop Nagar, Chandan Vihar and its adjoining areas shall remain affected on September 25 from 8 am to 12 am.

Similarly, to carry out the R-APDRP works, the shutdown of 11 KV feeders under R-APDRP (Cluster-IV) is being observed.

During the shutdown, the power supply to Akhnoor Town, Sohal and its adjacent areas shall remain affected on September 25 from 9 am to 1 pm.

Fruit exports from Kashmir touch 205000 MTs

The fruit exports from Kashmir valley are witnessing an upward swing this year because of the closure of local mandis and non-availability of cold storage facilities.

According to the officials of the Department of Horticulture (Planning and Marketing), the closure of the local mandis and cold storage facilities and non-availability of the labor has forced the fruit growers to harvest and rush their produce in bulk to the markets outside the State.

As per the data made available by the Horticulture Department, around 14000 truckloads carrying 156185 MTs of fresh and dry fruit have been exported from Kashmir valley between 1 September 2016 and 23 September 2016 against 5645 truckloads carrying 50140 MTs of fruit during the corresponding period of the last year. With around 50000 MTs of fruit dispatched to various mandis from Kashmir between 1 April 2016 and 31 August 2016, the cumulative exports of fruit till 23 September this year have touched around 205000 MTs.

“There is almost three-fold increase in fruit exports this September as compared to last year as almost all the major local mandis at Srinagar, Sopore, Baramulla, Shopian, Pulwama, Kulgam and Chrar-e-Sharief are closed because of the prevailing situation in Kashmir,” the Horticulture Department official said adding that the cold storage facilities in Kashmir, mostly located in Pulwama and Shopian, have also been closed because of the unrest.

“During normal times, the fruit growers used to dump their produce in the cold storage facilities locally and dispatch the same to the markets outside the State in a regulated manner as and when they expected to get good returns,” the official said adding that a major chunk of fruit also used to be marketed locally through vendors and other outlets. “Because of the easy connectivity through Mughal Road, the twin districts of Poonch and Rajouri had also come up as lucrative markets for Kashmiri fruit,” the official said.

According to the official as all the local marketing channels for the fruit have almost dried up because of the unrest, the growers are forced to rush their produce to the outside markets instead of allowing the same to rot in the orchards. The Narwal Fruit Mandi in Jammu is also seeing increased fruit arrivals from Kashmir this year.

He said the local fruit mandis used to be abuzz with not only the local traders, but with wholesalers and exporters from Delhi, Mumbai, Kolkatta and Bangalore.  “But these mandis wear a deserted look these days owing to ongoing unrest,” he said adding that last year Kashmir fruit worth Rs 200 crore was exported to various countries including Bangladesh, Nepal etc.

Pertinently, the horticulture sector contributes around Rs 5000 crore to the State’s economy annually and despite massive increase in exports, the fruit growers and traders complain that the losses in the sector could be to the tune of around Rs 1000 crore because of the unrest as most of they were unable to sell most of the produce of pear, peach, grapes and early varieties of apple in July/August this year.

Modalities to secure place for Srinagar in ‘Smart Cities’ list finalized

The State Government today finalized modalities with different stakeholders to secure place for Srinagar in the final list of Smart Cities that will be announced in January next year.

A high-level meeting was convened here today under the chairmanship of Commissioner Secretary, Housing and Urban Development Department, Mr Hridesh Kumar to discuss the modalities for securing a place for Srinagar in the Smart Cities list.

During the meeting, Mr Kumar urged officers of different departments to synchronize their efforts for ensuring that the summer capital of the state makes it to the final list of Smart Cities which will be announced in January 2017.

A presentation was made at the meeting by the consultant – Voyants Partnering Vision (VPV) – engaged by Srinagar Municipal Corporation to prepare DPR for Srinagar city. The meeting was told that the firm successfully helped the Nagaland government in securing a place for Kohima in the recently announced Smart Cities list.

In their detailed presentation, the VPV consultants said a Smart City envisions wide spectrum development of urban components that provide residents smart solutions to make infrastructure and services better, and also enhance the quality of life.

Describing the strategic components of Smart Cities, they said a combination of retrofit and redevelopment, which include innovative planning, optimum use of resources and provisions of affordable housing would be included in the draft proposal.

Regarding the initial plan for preparing the DPR, a four-pronged action plan has been prepared to provide data sharing in a time-bound manner, suggestions for Smart City proposal, convergence of funds towards Smart City proposal, MoUs and resolutions for Smart City.

Commissioner Secretary H&UDD, Mr Kumar directed the officers of PHE, PWD, I&FC, PDD and other departments to identify a nodal officers who will coordinate with the consulting firm for ensuring timely submission of data about Srinagar city which will be used to draw up proposal for development of Srinagar as Smart City.

Mr Kumar said a similar exercise will be carried out in Jammu city so that both the twin capitals of Jammu and Kashmir make it to the final list of Smart Cities which, he said, is part of ‘Agenda of the Alliance’ of the Coalition Government.

In order to expedite the process, the District Development Commissioner, Srinagar, Dr Farooq Ahmad Lone, said he will chair meetings with various departments and set up nodal officers.

Mr Kumar asked the consulting agency to prepare the draft proposal by the end of November 2016 while as the final draft would be submitted to the Government of India in the month of January 2017.

He also stressed various departments to provide necessary assistance to Voyants Partnering Vision in preparing the draft and at the same time provide inputs, data and suggestions to the consulting agency.

Speaking on the occasion, Commissioner of Srinagar Municipal Corporation, Mr Bashir Ahmad Khan informed the meeting that the Corporation has already created a Cyber Cell comprising 12 people to provide necessary assistance to Voyants Partnering Vision and a dedicated phone line has been set up to facilitate smooth functioning of the project.

The Srinagar Municipal Corporation, he said, will inform the general public about Smart City project by running campaigns in print and electronic media as well as on internet. He said dedicated pages have been created on social networking sites to get instantaneous feedback from the citizens about the development of Srinagar as Smart City.

CM grieved over loss of lives in Bandipora accident

Chief Minister, Ms Mehbooba Mufti has expressed grief and anguish over the loss of precious human lives in a tragic road accident near Tragbal on Bandipora-Gurez road.

In her condolence message, the Chief Minister conveyed heartfelt sympathies to the bereaved families. She directed the administration to provide all required treatment to the injured in accident.
