CM receives first batch of Hajj pilgrims at Srinagar airport

Chief Minister, Ms Mehbooba Mufti Saturday morning received the first batch of Hajj pilgrims at the Srinagar International Airport, who returned from Saudi Arabia after performing the Haj-e-Baitullah.

Minister of State for Hajj and Auqaf, Syed Farooq Andrabi, Member Parliament, Nazir Ahmad Laway, Director General Police, K Rajendra Kumar, Divisional Commissioner Kashmir, Baseer Ahmad Khan, IGP Kashmir, Syed Javaid Mujtaba Gillani, Deputy Commissioner Budgam, Mir Altaf Hussain and other officers of Civil Administration and Police were present on the occasion.

Ms Mehbooba welcomed and congratulated the Hajj pilgrims on their smooth performance of Arkan-e-Hajj during the Holy Pilgrimage.

Hajj flights from Saudi Arabia to Srinagar will operate from September 24 to October 3, 2016 with two flights per day.

As many as 6457 Hajis performed Hajj from Jammu and Kashmir this year. They were earlier flown in around 20 flights to Madina Munnawarra from Srinagar International Airport.

Arrangements to facilitate hassle-free arrival of Hajj Pilgrims and subsequent smooth journey from the airport to their respective destinations have been put in place.

Div Com reviews Muharram arrangements

Divisional Commissioner Kashmir,  Baseer Ahmad Khan, today chaired a high level meeting to review the arrangements being put in place for Muharram in Kashmir, Leh and Kargil.

The meeting discussed various issues in connection with observing Muharram in Kashmir province.

On the occasion, the Divisional Commissioner asked the Divisional Administration to make all the necessary arrangements for smooth conduct of all the remembrance functions and procession related to Muharram.He stressed on the officers to extend all facilities to the people especially in the Shia dominated areas.

He directed the concerned Departments to ensure un-interrupted power and drinking water supply, availability of essential commodities, ensuring adequate quantity of firewood for distribution and availability of ambulances, first aid kits, doctors and para medical staff during the Muharram days.

The Divisional Commissioner also directed State Road Transport Corporation and Regional Transport Officer Kashmir to ensure deployment of adequate number of buses and availability of proper transport facilities at the designated locations. He also instructed the Srinagar Municipal Corporation to ensure cleanliness around Imambaras and Mosques and directed them replace damaged street lights. He also directed the Roads & Buildings Department to ensure repair of all roads leading to Imambaras.

Deputy Commissioner Srinagar, Dr. Farooq Ahmad Lone, Chief Engineers of various departments, Vice Chairman LAWDA, Commissioner SMC, officers of various departments and representatives were also present in the meeting.

           Deputy Commissioners of various districts of the valley participated in the meeting through video conferencing and informed the meeting about the measures taken by their respective district administrations in connection with the observance of Muharram.

On the occasion, the Divisional Commissioner directed the concerned Departments to establish Muharram Joint Control Rooms at all district headquarters for the redressal of public grievances.

Chief Minister reviews key development projects of Chenab Valley

Chief Minister, Ms Mehbooba Mufti on Monday reviewed key development projects taken up across various sectors in the three Chenab Valley districts of Doda, Kishtwar and Ramban.

The Chief Minister emphasized on timely completion of the projects under various sectors including road communication, Power, R&B, PHE, Agriculture and Health among others.  “The Chenab valley area has very peculiar problems, which need to be addressed in a focused manner, in order to bridge the existing infrastructural gaps, keeping in mind the topography and difficult terrain,” she said and gave specific directions to the concerned Administrative Secretaries with regard to various developmental programmes and projects.

Also present in the meeting were Minister of State for Transport, Revenue, Public Works, Rural Development & Panchayati Raj, Agriculture Production and YSS, Mr Sunil Kumar Sharma, MLA Doda, Mr Shakti Raj, MLA Bhaderwah, Mr Daleep Singh, MLA Ramban, Mr Neelam Kumar Langeh and MLC, Firdous Ahmad Tak.

To augment the power sector in the region, the Chief Minister asked the concerned Administrative Secretary to expedite the transmission and distribution works under various schemes and programmes.

The Chief Minister was informed that under transmission besides others, work is in progress for augmentation of Khellani Grid from 40 to 70 MVA at an estimated cost of Rs 6.42 cr and it shall be commissioned by October 2016 and survey for re-conductoring of Udhampur- Kishtwar 132 KV Line [60 MW, 40 Km] is going on, which shall take around 3 months and will enhance the capacity from 60 to 100 MW.

It was further informed that with regard to distribution, an outlay of investment under the flagship schemes like RAPDRP, IPDS, RGGY-II, DDUGJY and PMDP is to the tune of Rs 119.35 cr, 81.28 cr and 127.50cr for Doda, Ramban and Kishtwar districts respectively. The Chief Minister gave directions to ensure buffer stock of transformers in the region to avoid any inconvenience to the people especially during the ensuing winter months.

The Chief Minister also stressed the need for improving and upgrading the road connectivity in the Chenab Valley region. She issued instructions for expediting work on important roads under NABARD and CRF. She said the Ganpath bridge has been completed and efforts should be made to accelerate work for timely completion of other bridges also.

The Chief Minister was informed that for maintenance of 265km Batote–Kishtwar–Simthan Pass–Anantnag road, an amount of Rs 95.30 Cr has been approved via NHIDCL and Rs 130 Cr has been approved for balance work of two-lane.

To improve connectivity in the area, R&B Department was asked to prioritize PMGSY roads which have been left incomplete. The Chief Minister was informed that record allocation of Rs 554 crore for Phase-10 has been approved under which 74 projects have been sanctioned and progress of ongoing works has been accelerated, while as 42 works are being targeted for completion this year.

Ms Mehbooba laid stress on development of tourist infrastructure in the region to attract tourists. She asked the Tourism Department to develop world class tourism infrastructure in the area so that tourists visiting other areas of the state can also visit Chenab Valley region. She urged development of various tourist circuits in the region viz Bhaderwah-Bhallessa-Jai tourist circuit. She stressed on initiation of projects wherein locals could be involved so as to enhance their employability. She said the Tourism Department needs to create infrastructure for camping sites at various untapped locations like Tatta Paani in Marwah area of Kishtwar and explore trekking routes in areas like Padder.

With regard to health sector in the region, the Chief Minister was informed that the final award and consequent mutation of the land for the medical college at Doda in favor of Health & Medical Education Department is under process. It was further informed that work on District Hospital Doda constructed at an estimated cost of Rs 32.23 Cr is almost complete, while as, Rs 3.69 Cr have already been expended on the construction of Accidental Hospital at Khellani, Doda, similarly various health projects in Ramban and Kishtwar are also under execution, which are different stages of completion.

To address the deficiency of healthcare staff in the region, the Chief Minister asked the concerned to ensure that the recruitment process is expedited.

Under Agriculture sector, the Chief Minister gave specific instructions for focused attention to areas like Asar which are known for vegetable produce. She said avenues of developing a small vegetable mandi should be explored in the area and also sought details with respect to progress achieved under Saffron Mission in the Chenab Valley region.

Ms Mehbooba asked the concerned to ensure smooth supply of ration in the region with adequate stock before winter months especially in Marwa, Dachan, and Wadwan areas.

The Chief Minister also reviewed developmental works under Education, PHE, RDD, YSS and Horticulture sectors in the area.

Chief Secretary, B R Sharma, Financial Commissioner Planning and Principal Secretary to Chief Minister, B B Vyas and other concerned Administrative Secretaries, Heads of Departments and other senior officers also attended the meeting. Deputy Commissioners of Doda, Ramban and Kishtwar participated in the meeting via video conferencing.

Mr. Ghazi Ghulam Nabi Kashmiri, well known poet and writer, and Dr. Girija Dhar, social activist, had separate meetings with Governor N.N. Vohra at the Raj Bhavan here today.

          Mr. Kashmiri shared with the Governor his views about the obtaining situation in the Valley and appealed to the latter to take up people’s concerns with the Central Government and take decisive steps for restoring peace and normalcy in the State.

          Mr.  Kashmiri also presented to the Governor his poem titled “Jhelum Key Naam Sey Zamaana Jisko Jaanata Hai” which describes the flood fury of Jhelum river in 2014 and asks for justice from the leaders of the Nation.

          Dr. Dhar discussed with the Governor the sufferings and trauma faced by women due to the unrest in the Valley and suggested certain initiatives to ameliorate the lot of the affected families. The Governor urged Dr. Dhar to commence appropriate action in this regard and assured her of strong support.

          The Governor stressed the crucial importance of peace being urgently restored in the State and urged Mr. Kashmiri and Dr. Dhar to sustain their endeavours in this regard.

Uri Attack: CM pays homage to slain soldiers

The Chief Minister, Ms Mehbooba Mufti today visited the headquarters of the Chinar Corps at Badamibagh here and laid wreaths on the coffins of the soldiers killed in yesterday’s Uri attack.

General Officer Commanding (GoC) of the Chinar Corps, Lt General Satish Dua, Chief Secretary, Mr B R Sharma and Director General of Police, K Rajendra Kumar were among senior officers present at the somber ceremony to pay their respects.

The Chief Minister later visited the 92 Base Hospital of the Army to enquire about the welfare of the soldiers injured in the deadly attack.

 According to the District Magistrate Shopian, there will be curfew on 19 September 2016 in village Vehil and its adjacent areas from dawn to dusk in view of protest-cum-Vehil chaloo call.

Meanwhile, a spokesman of the Zonal Police Headquarters Kashmir today said that apart from few stone pelting incidents in Kulgam, Kupwara and Awantipora, overall situation remained under control across the valley.

The spokesman said that minor stone pelting incidents were reported from Sadoora in Kulgam, Padgampora in Awantipora and Panzgam in Kupwara. “At these places miscreants assembled on roads and pelted stones on police and security force deployments. They were dispersed by using mild force,” he said adding there was increased vehicular movement on city roads as well as between various districts and towns.

The spokesman said that restrictions under section 144 CrPC remained in force in the valley. However, curfew was imposed under the areas of some police stations in Srinagar city and in Shopian town only.

The spokesman said that continuing its drive against the trouble mongers involved in damaging civilian vehicles, shops, houses and placing obstructions on roads and lanes, police arrested 56 miscreants during the last 24 hours.

Deadly attack aimed at triggering fresh violence in JK: Mehbooba

Strongly condemning the deadly militant attack on an army base in Uri, the Chief Minister, Ms Mehbooba Mufti today said the attack seems to be aimed at triggering fresh violence and creating a war-like situation in the region.

The Chief Minister while expressing anguish over the attack paid rich tributes to the slain soldiers. She extended heartfelt condolences to the bereaved families and also prayed for early recovery of those injured in the attack.

The Chief Minister said the heightened tension in the wake of Uri attack is set to further vitiate the atmosphere in and around Jammu and Kashmir amid increasing Indo-Pak hostility. “Unfortunately, people in Jammu and Kashmir, who are already mired in an agonizing situation shall have to bear the maximum brunt of the fresh attempts being made to step up violence and trigger fresh bloodshed in the State,” she said and added that J&K has always been the worst victim of Indo-Pak hostility and its people have been paying a colossal price for the same for the past over six decades. 

The Chief Minister said that the perpetrators of violence must understand that violent methods have yielded nothing in the past nor will these yield anything in future except adding to the miseries of the people.

In one of the worst casualties suffered by the Indian Army in a single attack, heavily armed militants attacked a strategic military base in north Kashmir’s Uri on Sunday morning and killed 17 soldiers, triggering calls for a fierce Indian retaliation on Pakistan that was seen to be behind the strike.

Four “fidayeen” or commando-style gunmen willing to fight to the death — were also killed after sneaking into the base in Uri near the Line of Control with Pakistan, the worst single attack on the army in 26 years.

More than 30 soldiers have been injured, at least 10 of them critically, amid fears that the death toll would rise. According to sources, most of the soldiers have gunshot wounds while many have severe burn injuries.

A top army official said  the attack pointed towards the involvement of the Pakistan-based Jaish-e Mohammad, which was also blamed by India for the Pathankot airbase attack in January.

A large number of students displaced from Kashmir due to ongoing unrest are seeking admission in various schools in Jammu with parents moving from pillar to post for making possible mid-term admissions to save the education year of their wards and are also facing difficult times given the financial burden of accommodation, educational expenses and travel.

        The problem has also been compounded by mismatch in academic calendar of the provinces as well as available options viz-a-viz J&K BOSE, CBSE. It also puts a greater financial burden on parents in view of dual expenditure for admission fees, tuition fee and other allied expenses.

        More than 15000 students have sought admission in Jammu schools so far and number is inflating every day. Parents are also looking for rented accommodations in Jammu city and outskirts which is also a factor for inflation in the real estate sector in the city as a recent phenomenon.

        Thakur Sher Singh, Prinicpal of Govt Higher Secondary Sunjwan said that parents of more than 50-60 students have approached for admission school so far. “School education department is contemplating additional classes with morning and evening shift in view of alarming increase in migration of students” he added. Farhat Muzaffar, Master in HSS Sunjwan said “Special compensatory classes have been started for migrant students and school management is making all out efforts for timely completion of syllabi” adding that “parents are facing tremendous hardships in finding accommodation which in many cases has delayed admissions”.

        Manzoor Ahmed Wani who shifted his three children from Delhi Public School, Srinagar to a private school in Jammu said that Government should make an extra-mile effort to save the career of lakhs of students which is being wasted due to repeated calls of shutdown and resultant restrictions. “Both the Government and separatist organisations need to give a serious thought to devise a mechanism to ensure opening of schools as this is going to be a historic loss of generations which cannot be compensated or undone” said Mushtaq Parry of Budgam who admitted his daughter in Class XII at a Govt School in Jammu.

        Parents of migrant students are also forming a group for voicing their concern against repeated shutdown calls and restrictions leading to prolonged closure of schools which has forced them to migrate to Jammu and other parts putting the students in mental trauma and also adding to financial burden for poor families.

        Many schools in Jammu have waived the admission fee and admitted the students charging only tuition fee as a goodwill gesture in crisis. However, it remains to be seen as to whether a breakthrough is achieved for opening schools in coming days as majority of the family unable to afford migration are settling with loss of education year of students.
