Drugs worth Rs 97650 seized at Lakhanpur Toll Post

Acting swiftly upon specific information regarding illicit trafficking of habit forming drugs, the enforcement staff of Drug & Food Control Organization seized various drugs worth Rs. 97,650 at Lakhanpur Toll Post in co-ordination with Excise Department.

The department is in the process of completion of procedure warranted under Drugs & Cosmetics Act, 1940 and action shall be initiated against the defaulters in due course of time.

The Department has sought cooperation from people of the state to help the organization in tightening the noose over such unscrupulous elements involved in the menace.

Move offices to close in Jammu on Apr 28

In connection with the bi-annual Durbar Move, the Government offices observing five days week shall close at Jammu on April 28, 2017 (Friday) after the office hours and offices observing six days week shall close at Jammu on 29th April 2017 (Saturday) after the office hours. All the offices shall reopen at Srinagar on May 08 (Monday), 2017.

According to an order issued by the Government here today, all the departments shall ensure that records are packed after working hours on last working day.

It has been ordered that the offices moving in camp shall carry only 33% of the strength of staff in that particular office or 10 officials whichever is minimum or as specifically indicated.

All Departments have been asked to depute their advance parties on 24th April, 2017 consisting of one Gazetted Officer and four to five Non- Gazetted employees who will receive the records at Srinagar. The departments shall ensure that boxes are properly locked and their keys reach the advance parties at Srinagar well in time. The SP Security, Civil Secretariat will furnish a list of defaulting departments in this regard to the General Administration Department.

J&K SRTC has been asked to make available sufficient number of buses in good condition for transportation of Kashmir based employees on 29th and 30th April and Jammu based employees on 6th and 7th May, 2017. The booking of buses shall be for the destination of the employees wherever feasible. Tickets shall be issued by SRTC in advance i.e. from April 21th both from Civil Secretariat as well as from the main booking counters of SRTC.

J&K SRTC will also make available trucks for shifting the records from Jammu to Srinagar. The trucks shall be requisitioned by the departments from J&K SRTC and the departments shall draw advance for meeting carriage and package charges. The trucks shall be allowed to enter the Secretariat premises after 5.00 P.M on the last working day. Loading of trucks shall commence on the day following the last working day. Loading of records in the offices located outside the Secretariat premises, observing six days week, shall take place after working hours on the on the last working day. The loaded trucks shall leave for Srinagar on April 30, 2017 in a convoy. J&K SRTC will also ensure that one Crane, two empty Buses and two empty Trucks accompany the convoy on the respective days so that the employees do not face inconvenience due to any break down of buses/trucks on the way. Mobile workshop shall also accompany the convoy.

Health Department has been asked to keep available Medical Aid facilities enroute at various places including Jajarkotli, Udhampur, Chanderkote, Ramsu, Banihal and Qazigund on the days when the employees travel from Jammu to Srinagar. Commissioner Secretary Health and Medical Education will issue necessary instruction in this behalf to the Directorates of Jammu and Kashmir Divisions accordingly.

It has been ordered that the S.P Security, Jammu will supervise packing/ loading of records of the officials located outside the Secretariat from Security point of view and issue clearance certificates to the drivers who in turn will show to S.P. Security Civil Secretariat to allow them to be included in the convoy. The S.P Security, Civil Secretariat will ensure entrance of trucks/records in the Civil Secretariat after proper scrutiny.

It has been ordered that Police shall escort the employees and the records convoy all along the route up to their respective destinations. They will also make sure that the move convoy is given precedence in crossing the Chenani- Nashri and Jawahar Tunnels. Director General of Police, J&K will issue necessary guidelines to the field agencies accordingly.

The order further reads that no moving employee shall occupy any Government/E.P/Municipal residential accommodation except under proper allotment order. However the move employees can retain the Government accommodation allotted to them at Jammu for bona-fide use of their families under intimation to the Estates department on approved terms and conditions.

The moving employees having Ration Cards at Jammu shall surrender the same to the Director, Consumer Affairs and Public Distribution Department, Jammu and obtain a surrender certificate. The Director, Consumer Affairs and Public Distribution Department, Kashmir shall issue Ration Cards to move employees at Srinagar on the opening of the Offices. The employees who desire to move without families may retain the Ration Cards at Jammu for the Summer Season.

Special Move T.A shall be paid at the uniform rate of Rs. 15,000/-per employee. This shall be drawn and disbursed in advance. Special move T.A shall not, however, be payable to such of the employees who do not move within the prescribed time. Advance pay is also authorized in terms of Rule 14.26 of the J&K Financial code (vol-1) in favour of such of the Non-Gazetted moving employees who may apply for the same which shall be recoverable in installments as per rules.

The Salary for the month of April, 2017 in respect of all the employees working in moving offices shall be drawn on 21th of April, 2017.

It is further ordered that no leave shall be admissible in combination/continuation of move days except in very exceptional circumstances. The concerned Administrative Secretaries shall sanction leave whatever due to the employees on very exceptional circumstances. All the Administrative Departments shall detach the staff if any, attached by them from subordinate offices of Jammu division.

The office timing on the reopening of the offices at Srinagar shall be 9.30 am to 5 pm in respect of Civil Secretariat and heads of department located within the Civil Secretariat premises and 10 am to 4 pm in respect of all moving Departments located outside the Civil Secretariat and observing six days week.

Eight people killed in Kashmir violence on bye election polling day

At least eight people were killed and over 100 security personnel were injured in clashes between protesters and security forces during polling for Srinagar Lok Sabha seat on Sunday.Security forces fired at protesters who were trying to disrupt voting in at least eight booths across the Valley. At several other booths, protesters were pushed back without resorting to firing.

At least six polling booths were abandoned by security forces and polling staff due to hostile environment. The violence led to an abysmally low voter turnout of 7.17 percent. Breakup of poll percentage : Srinagar district-3.84, Budgam-8.82, Ganderbal 14.71.

Arrangements for Jammu Mahotsav finalized

Divisional Commissioner, Dr. Pawan Kotwal, convened a meeting to finalize arrangements for Jammu Mahotsav-2017 scheduled to be held from April 13 to 16.

It was informed in the meeting that besides the festivities planned at Bagh-e-Bahu, cultural events shall also be organized at Kala Kendra, Apsara Road and Raghunath Mandir Chowk. Also as part of the pre- Mahotsav celebrations, cultural carnival shall be taken out from Kalika Dham to Apsara Road on 11th April and from Vivekananda Chowk to TRC, Residency Road on April 12.

While stressing on better coordination among the concerned departments, Divisional Commissioner said that Jammu Mahotsav aims at celebrating our cultural richness and the event should showcase the heritage, tradition, cuisine and art forms of the state in a grand manner.

He asked to put in place the requisite arrangements for the Mahotsav and directed the departments of Handicraft, Handloom, Horticulture, JKTDC and Academy of Music and Fine Arts to display their products during the event.

Divisional Commissioner directed the departments to ensure uninterrupted supply of power and water, adequate security and traffic arrangements, sanitation and cleanliness, First Aid Camps at the venues, maintenance of parks, illumination, lightning and upkeep of Bahu Fort etc. Besides, the State Motor Garages was directed to provide vehicles to Tourism Department and the School Education Department was asked to send students for painting competition to be held on 14th April.

It was informed in the meeting that the department of Information is organizing three day film festival for students in various schools. Besides, cultural programmes and photo gallery at Kala Kendra shall also be the major highlight of the event.

It was also decided that Baisakhi festival shall be celebrated at Jio Pota, Akhnoor, Suchetgarh and R S Pura where cultural programmes and processions shall be organized by Academy of Art, Culture and Languages.

The meeting was attended by IGP Jammu, SSP Jammu, Director Tourism, Administrator Kala Kendra, Director Doordarshan, Director School Education, Director State Motor Garages, ADDC Jammu, Additional Commissioner Jammu, Joint Commissioner JMC, Joint Director Information Jammu, Joint Director Tourism, General Manager JKTDC besides other concerned officers.

Avalanche warnings issued for Kupwara, Bandipora, Kargil

Divisional Administration Kashmir today issued avalanche warnings for next 24-hours for hilly and avalanche prone areas of Kupwara, Bandipora and Kargil districts.

 “Medium danger avalanche warning valid for next 24-hours from April 08 to April 09 (1700 hours) exists for avalanche prone slopes of Kupwara, Bandipora and Kargil district of Kashmir division,” a statement of the Divisional Administration said.

Accordingly, the concerned Deputy Commissioners have been asked to take precautionary measures in their respective districts and advise people not to venture in avalanche prone areas during the aforementioned period and monitor the situation regularly to avert any untoward incident.

In view of continual and torrential rains, the Directorate of Horticulture has issued an advisory for orchardists advising them to ensure immediate dewatering of their orchards.

According to the department’s Subject Matter Specialist, Pomology, Directorate of Horticulture, Manzoor Ahmad Bhat, the orchardist of the valley must spray dodine 65WP (60 gram), carbon dizon (12%), Mancozayib (63%), 75WP (250 gram), captan (70%), hexaconazole (5%), 75WP(50 gram) mixed in a liter of water in the areas where anti scab fungicides have been sprayed.

For further information, the orchardists have been asked to contact the Departmental authorities at their Rajbagh, Srinagar office.

Opening of Pharmacies: Official panel submits report to Govt

The 3-Member Inquiry Committee comprising Commissioner/Secretary, Health & Medical Education, Dr M K Bhandari as Chairman, Director Finance, H&ME, Zahoor Ahmed and Additional Secretary H&ME, K.S. Chib as Members, constituted by the Government to look into the aspects related to the allotment of 55 shops in the Government Hospitals in Jammu province has submitted its detailed findings.

The Committee has examined various aspects related to the allotment of tender for establishing Pharmacies inside the premises of government health institutions across the Jammu province and has found that the entire exercise of allotment of tenders has been carried out by the competent authority as per the established norms and did not find any merit in the objections raised by the J&K Chemists and Druggists Association against the process.

The Inquiry Committee was constituted by the Government in the backdrop of 3-day bandh call given by the J&K Chemists and Druggists Association, Jammu in the first week of February, 2017 against the establishment of these shops in the government health institutions and had raised several objections to this effect and had called for an inquiry in the tendering process.

The Inquiry Committee has in its report, accepted by the Government, observed that the decision of establishing the Pharmacies in the premises of the government health institutions was unanimously taken in a meeting chaired by the then Minister for Health & Medical Education on 25-10-2015 and the task of tendering process for these shops was assigned to JKMSCL (Jammu and Kashmir Medical Supplies Corporation Ltd). The decision was also aimed at generating revenue for improving the maintenance in health institutions from the sanitation perspective by outsourcing such activities, apart from providing quality medicines to the patients in the peripheral institutions as well.

The JKMSCL adopted the open tendering process in a transparent manner as per norms. The tender documents were issued by the JKMSCL as e-bid to invite maximum bid with a view to generate maximum revenue for the government which will be utilized for improving the healthcare in the government institutions.

The company M/S Sanyog Enterprises is Qualified Company in terms of the technical bid and the qualifying criteria for the tender of opening and running 24×7 Pharmacy Shops and only on the basis of that, it declared qualified and successful after being the highest bidder at the financial bid stage. The company is required to provide a minimum of 10 per cent discount on the MRP and will also ensure providing over 400 drugs on the rates of Jan Aushadhi Scheme (which is 30-40 per cent less than market rate), the Report says.

In order to carry out the R-APDRP works, the power supply to Birpur Complex, Kanhal, Seora and adjoining areas fed from BB-1 Grid to Birpur Complex 33 KV line shall remain affected on April 09 from 9 am to 1 pm.

Similarly, power supply to Sainik Colony and adjoining areas fed from 11 KV SC-2 feeder shall remain affected on April 09 from 9 am to 1 pm.

Likewise, the power supply to Industrial feeder Paloura, Toph and adjoining areas, Paloura, Shivnagar, Bakshi Enclave, Priyadarshni Lane and adjoining area fed from 11 KV T-4 and SN-4 feeders shall remain affected on April 09 from 10 am to 02 pm.

Meanwhile, to carry out erection of tower crane at MLCP cum Commercial Complex at General Bus Station Jammu, the shutdown of 33 KV Canal-Company Bagh Line shall be observed on April 08 from 6 am to 11 am and on April 09 from 6 am to 12 noon.

Lady Hajj aspirants asked to submit forms in Mehram category

According to Executive Officer, State Hajj Committee (SHC), aspiring lady applicants whose Mehram has been selected for Hajj-2017 can submit their application forms on prescribed format in Mehram category at the Hajj House Bemina by May 8, 2017.

He said as per the Islamic Law, a lady cannot undertake pilgrimage unless accompanied by a Mehram. As such in consonance with the notification issued by the Hajj Committee of India, application forms complete in all respects should reach the office of SHC by the aforementioned date. However, the applicants of Jammu and Ladakh region can submit their application forms online at jkstatehaj@gmail.com.

The Executive Officer said that in case of excess number of applications, the selection of pilgrims under Mehram category shall be done through draw of lots by Hajj Committee of India.
