LAHDC approves Rs 129.48 cr annual plan for Leh

Ladakh Autonomous Hill Development Council, Leh (LAHDC) approved an annual plan for the desert district at its General Council Meeting held under the chairmanship of CEC, LAHDC Dr Sonam Dawa here today.

Minister for Cooperatives, Chering Dorjey was also present during the meeting.

The meeting was also attended by EC, Agriculture, Tsering Wangdus, EC Works, Dorjey Motup, EC Animal Husbandry & Minority Affairs, Mumtaz Hussain, EC Tourism Tsering Sangdub, DC, Leh Prasanna Ramaswamy, SSP Leh Udhey Bhaskar, Councilors and all HODs.

In his welcome address, CEC informed the house that the annual budget of 2017-18 in respect of Leh district is pegged at Rs 129.48 crore against last year’s capex budget of Rs 108.84 crore.

At the very beginning of the session, CEC welcomed the Government’s move of releasing the 50% of this year’s budget in the month of February. He said this is going to be a huge help in initiating the developmental works well in time and thereby all the implementing agencies should leave no room for any kind of lapses in achieving the set goals. Dr Dawa also informed about extension of BAY terminus at Leh Airport for civilian aircrafts which would provide sufficient space for increasing number of aircrafts. The CEC also informed the house that a survey team from Indian Railway is all set to visit Ladakh very soon to conduct survey for construction of railway track to link Ladakh with rest of the country.

EC Agriculture, Tsering Wangdus made a special mention of central Government package of Rs 561 crore under Agriculture sector in Leh district and releasing its token money of Rs 13 lakh.

Other important points raised in the meeting by the Councilors included passing a resolution by the General Council to pressurize the Central Govt in giving recognition to Bhoti language in constitution, investigation of recent poaching case through an independent investigating agency and procurement of sufficient quantity of pea seeds for the farmers, promotion of smaller green houses to cover maximum needy farmers.

The Deputy Commissioner Leh gave valuable inputs regarding implementation of various schemes.

Shri Amarnathji Yatra Helicopter Services finalized

 Shri Umang Narula, Chief Executive Officer (CEO), Shri Amarnathji Shrine Board, today announced the finalization of the helicopter operations for Shri Amarnathji Yatra 2017, which is scheduled to commence on 29th June, 2017.

Briefing Governor N.N Vohra, Chairman Shri Amarnathji Shrine Board,  CEO stated that after following a transparent bidding process, efforts had succeeded in securing significant reduction in the fares, as compared to  the previous years. For the forthcoming Yatra 2017,  inclusive of taxes, the one way passenger fare for the Neelgrath-Panjtarni sector has been fixed at Rs. 1715/- per head and that for the Pahalgam-Panjtarni axis will be Rs. 2950/- per person. It is relevant to recall that till Yatra 2016 the one way heli-fare for the Neelgrath-Panjtarni route was Rs. 2000/- and Rs. 4300/- for  the Pahalgam-Panjtarni axis. It would thus be seen that while the Pahalgam Sector fare is Rs.1350/- less than in 2016 there is a reduction of Rs. 285/- in the Neelgrath sector fare, per passenger one way fare.

The heli- services have been contracted out to UTair India Pvt. Ltd. and Global Vectra Helicorp Ltd. for the Neelgrath-Panjtarni-Neelgrath sector and Himalayan Heli Services Pvt. Ltd. for the Pahalgam-Panjtarni-Pahalgam sector.

CEO further informed that the on-line booking facility for purchase of heli tickets by the intending Yatris shall commence shortly and advised the pilgrims not to be misled by unscrupulous elements who try to book tickets by fraudulent means and to procure the tickets only from the authorized agencies.

CEO further stated that Yatris who wish to avail helicopter services for their pilgrimage are not required to seek any separate Advance Registration through the designated Bank branches. However, all such Yatris shall be required to produce the prescribed Compulsory Health Certificate issued by the authorized Doctor(s)/ Institutes which have been notified by their State Government, at the time of boarding the helicopter at the Neelgrath or Pahalgam helipads, without which, the boarding passes will not be issued to them.

Shri Narula further informed that the Shrine Board has procured insurance cover of Rs.1.00 lakh for each registered Yatri and each registered Service Provider and, besides, a cover of Rs.30,000 for every registered Pony, for any accidental deaths that may occur during the Shri Amarnathji Yatra 2017. It may be informed that as per a decision taken by Governor and approved by the Shrine Board, the Board shall bear the entire cost of obtaining the aforesaid group insurance policies.

CEO advised the intending Yatris to come well prepared with adequate woolen clothes as the temperature can fall abruptly in the Yatra area. He also advised the Yatris to prepare for the Yatra by achieving a high level of physical fitness and suggested that deep breathing exercises and Yoga be practiced regularly for improving respiratory efficiency. The Yatris are also advised to thoroughly study, the Dos and Don’ts for the Yatra 2017 which are printed on the reverse of their Yatra Permit. These have also been compiled in a separate handbook “Yatra Nirdeshika” which is being provided free of cost to each Yatri at the time of registration. Time for scientific methods to address traffic congestion in Valley: CM

Chief Minister, Mehbooba Mufti has stressed on a coordinated approach by various agencies to address the emerging issue of traffic congestion in Srinagar city and on other highways of Kashmir Valley.

Chairing a meeting to review the steps being taken to arrest the tendency of traffic jams on some busy roads of Srinagar city and Kashmir Valley here today, the Chief Minister stressed on adoption of scientific methods to gauge the traffic density in a particular area and likely impact of any corrective measure on the same.

Mehbooba Mufti directed the SMC, SDA and other civic bodies’ heads to join their heads together and make a holistic joint plan of action for managing the traffic in the city which can be gradually put in place.  She directed keeping available transport on all routes in the evenings and checking overloading and over charging.

The meeting was briefed about several measures being taken to clear the traffic congestion at various critical points in the city and along the major roads in the Kashmir Valley.

Divisional Commissioner, Kashmir, Baseer Ahmad Khan; IG Traffic, Jagjit Kumar; DIG, CKR, G H Bhat; VC, SDA, Tehseen Mustafa; Chief Engineer, R&B Kashmir, Abdul Hamid; Commissioner, SMC, Dr. Shafqat A Khan; and other senior civil and Police officers were present in the meeting.

Minister for Forest, Environment and Ecology, Choudhary Lal Singh on Monday said the Government is taking all the possible measures to prevent the State’s environment and ecology getting polluted.

Addressing a press conference at his official residence here, the Minister announced that the Government has put a blanket ban on polythene bags manufactured below fifty (50) microns, in the state w.e.f. April 03, 2017.

The Minister, who was flanked by Chairman State Pollution Control Board, Ravi Kaiser, Member Secretary, SPCB, Regional Director, SPCB, Showkat Choudhary among other officials said the new guidelines and regulations, would facilitate proper recycling of plastic waste, reducing its impact on the ecology.  He said besides, the manufacturer’s name and address will now be required to be printed on the bags, failing which, strict action, as per the law, will be taken against them.

Lal Sing said these measures are being taken to curb the still prevalent use of polythene bags that pose serious risk to environment and wildlife.  Directions have been passed to all allied departments for successful and strict implementation of this order, he said and added that awareness camps will be organized to educate masses about ill effects of non-biodegradable products.

The Minister said that wanton use of polythene and its unscientific disposal has posed a serious threat to the environment as it takes very long time to degrade. “We would make sure that there is no choking of the drains causing insanitary conditions in the State,” he said. This he said would need all the departments to make the implementation of order successful on the ground level. The Minister informed the journalists that SPCB in collaboration with different departments has seized and confiscated more than 1000 Qtls (100 MTs) of polythene after the issuance of SRO.

He further informed that Union Ministry of Environment, Forests and Climate Change, issued notifications from time to time under Environment (Protection) Act, 1986 under Section 3, 6 & 25 regarding Plastic Waste (Management, Handling) of polythene. “Despite the ban, Polythene Carry Bags and other items continue to be in use in large scale due to its utility and non-availability of alternatives,” he said. However  in 2016, the Union Ministry in supersession of previous rules has notified the new rules called the Plastic Waste Management Rules, 2016 dated: 18.03.2016, allowing the manufacture and use of polythene carry bags, plastic sheets or like, cover made of plastic sheets, plastic packaging and multilayered packaging having thickness more than fifty (50) Microns. The said rules are applicable to every Waste generator, Local Body, Gram Panchayat, Manufacturer, Importer and Producer.

Pertinently State Government  while realizing the adverse impact of use of polythene on the environment had issued SRO 182 dated 18th June, 2008 imposing ban on the polythene carry bags within the territorial limits of J&K under Section  7 of ‘The Jammu and Kashmir State Non-Biodegradable Material (Management, Handling and Disposal) Act, 2007.  “Violator of the Act was liable for punishment up to one month or fine of Rs 5000 or both,” he said.

He said for implementation of the Act, Government vide SRO- 243 dated 5th August 2011 and SRO- 353 dated 26th October, 2016 authorized officers across different departments to take cognizance under Section 13 of the Jammu and Kashmir State Non-Biodegradable Material (Management, Handling and Disposal) Act, 2007, but no substantial progress could be made in checking the use of polythene carry bags.

“No person shall manufacture carry bags or recycle plastic bags or multilayered packaging unless he has obtained registration from the SPCB,” he said. “The producer / brand owner shall submit an action plan for buyback/waste collection system based on extended producer responsibility to the Board.”

He further said that Local Bodies shall be responsible for segregation, collection, processing and disposal of plastic waste in urban areas either on its own or by engaging agencies or producers. He said the waste generator shall take steps to minimize waste and segregate plastic waste at source and thereafter handover segregated waste to urban local body or gram Panchayat or agencies appointed by them.

“Every street vendor has to get himself registered with the concerned Municipal body for trading in the products of polythene and pay a fee of Rs 48000 annually for this purpose,” he said, adding that “Each plastic carry bag and multilayered packaging shall have the name, registration no. of the manufacturer and thickness of the material printed on it in English.”

According to the Executive Engineer, Electric Division II Srinagar, in order to execute the works related to the ongoing RAPDRP-B Scheme, the areas which receive power supply from the Chanapora (Feeder 2) and Bone & Joint (Feeders 3 and 4) Receiving Stations will remain affected on April 4 and 5 from 10.30 am to 4.30 pm.

The Department of Education today organized a seminar on Parental Counseling cum Environmental Building for children with special needs at Government Girls High School Kaloosa in Bandipora.

The seminar held under the centrally-sponsored Sarva Shiksha Abhiyan (SSA)/Rashtriya Madhyamik Shiksha Abhiyan (RMSA) schemes was attended by Principals and Headmasters of various schools, District Coordinator Inclusive Education for Disabled besides a large number of students and parents. Deputy Chief Education Officer Bandipora was the chief guest on the occasion.

The Deputy CEO said that a number of schemes are on the anvil for the welfare of students with special needs, adding that such students must not shy away from coming forward to avail the benefits.

Other speakers including students threw light on the topic, stressing that the specially-abled children can contribute just as well to the society and therefore must be encouraged.

Secretary Tourism reviews preparations for forthcoming tourist season

The Secretary Tourism, Farooq Ahmad Shah, Monday, stressed on enhanced maintenance of all tourism spots to attract greater tourist arrival in the Valley. He said it at a meeting he chaired to review the preparations for the forthcoming tourist season in the Valley.

Director Tourism Kashmir, Director Floriculture Kashmir, CEOs of all Development Authorities, Secretary Golf Course, Director SKICC and officers of Tourism Department attended the meeting.

The Secretary asked the officers to check all kinds of concrete constructions at unauthorized locations and to launch sanitation drive at all the tourist places forthwith.

He also instructed the officials to take strict against the violators and ensure enforcement of the Tourist Trade Act.

It was given out in the meeting that on April 13an Aalmi Mushaira will be held as part of the Bahar-e-Kashmir festival which started April 1 with the opening of the Tulip Garden here.

Mountain Biking Rental facility started at Zabarwan Park

Tourism department holds Mountain Biking event

Department of Tourism in collaboration with JK Mountain Biking Association today organized Mountain Biking event at Zabarwan Park with participation of over 40 riders from different affiliated clubs.

To facilitate tourist’s participation in the event, the Department of Tourism also opened a Mountain Biking Rental facility at the park where from they can rent out bikes to satiate their passion for adventurous sport.

Secretary Tourism, Farooq Ahmad Shah flagged off the event in presence of Director Tourism Kashmir, Mahmood A Shah and Deputy Director Tourism Riyaz Ahmad.

The riders completed a return journey covering 15 km distance from Zarbarwan Park via Parimahal, Cheshmashahi, Botanical Garden, Tulip Garden and Kralsangri.

Speaking on the occasion, Farooq Shah said they have opened the facility for the adventure lovers. “With the launch of this facility the domestic as well as the foreign tourists can head towards any hill station by taking our MTB cycles on rent”, he said.

Meanwhile, Amir Asad and Mehraj Qayoom were  declared as best riders while 87-yr-old Ghulam Rasool was honoured as oldest cyclist in the event.

President JKMBA Asif Iqbal Burza hailed the department for establishing Mountain Biking Rental Facility at Srinagar.

Second phase of Pulse Polio immunization held across Kashmir

9.7 lakh children administered oral vaccine

The second phase of Intensified Pulse Polio Immunization Programme was held across the valley today in which above 9.7 lakh children under the age of 5 years were administered anti-polio vaccine to protect them against the crippling disease.

Over one million children are target of the anti-polio drive in Kashmir Division for which 5770 booths have been set up. As many as, 1150 supervisors and 23,000 health workers including volunteers have been deployed to carry out the campaign successfully across the Valley.

At Srinagar, Director Health Services Kashmir, Dr. Saleem-ur-Rehman, kick-started anti-polio campaign by administering vaccines to children at JLNM hospital here.

           More than 1,83,861 children would be covered under the programme in the district for which 2520 employees and volunteers have been deputed in 630 pulse-polio booths.

To ensure 100 percent target achievement, it was said that polio booths have been set up in every part of the summer capital.

At Shopian, the IIPI phase-II campaign commenced today with District Development Commissioner Manzoor Ahmad Qadri administering oral vaccines to children at district hospital. It was said that 43370 children in the age group of 0-5 years are the target of the immunization drive for which 215 pulse polio centres have been established and 900 personnel of the Health Department along with supervisors have been deployed for carrying out the drive successfully.

At Ganderbal, District Development Commissioner, Tariq Hussain Ganai, accompanied by ADC Syed Shahnawaz Bukhari kick-started the programme by administering pulse polio drops to newborns at District Hospital Ganderbal. Approximately 45504 children were covered under theprogramme and 227 vaccination booths have been set up for the purpose, besides 920 employees and 48 supervisors were deputed for the immunization programme in the district.

At Budgam, the drive was inaugurated by District Development Commissioner, Mir Altaf Ahmad  at Aga Syed Yousf Memorial district hospital. About 1,03,359 children are target of the anti-polio drive in the district for which 2,252 workers and volunteers have been deployed at612 booths including nine transit teams as well.

At Anantnag, District Development Commissioner, Dr. Syed Abid Rasheed Shah,launched the drive with an aim to eradicate the disease from the district by administering drops to children at Maternity and Child Care hospital Anantnag in which 1,35,734 would be immunized. For successful conduct of the drive, 2,663 employees including health workers, ASHA workers, Anganwari workers and teachers have been deployed at 634booths.

At Baramulla, the anti-polio drive was inaugurated by District Development Commissioner Dr. Nassir Ahmad Naqash, who gave oral vaccines to a newborn at district hospital. A total of 154879 children are to be immunized during the second phase of the IPPI in the district, for which 776 vaccination booths have been established. As many as 3313 workers including Anganwari, ASHA and volunteers were deployed by the district administration for effective campaign.

          At Kupwara, District Development Commissioner G. M. Dar kicked-off the pulse polio campaign at sub-district hospital where he administered vaccines to newborns. It was said that 1,36,262 children would be covered under the programme for which 720 polio booths and 3083 employees and volunteers along with supervisory staff have been engaged for successful conduct of the drive.

At Bandipora, the second round of the anti-polio campaign was launched by kickboxing champion Tajamul Islam in presence of CMO and other officials by administering vaccines to children at district hospital. A total of 62106 children under the age of 5 years are target of the drive. It was said that 325 vaccination booths and 5 transit points have been established in the district for which 1300 workers from Health, ICDS, Education Department and volunteers along with supervisors have been deployed in the district.
