Mehbooba anguished over death of youth at Chadoora

Chief Minister, Mehbooba Mufti has expressed deep anguish and grief over the death of youth at Chadoora today. “It is highly painful to see the young boys losing their lives,” she said.

Terming these killings as highly unfortunate, the Chief Minister said the people in Kashmir continue to suffer massive collateral damage due to violence of past three decades or so. She said violence has given people of the State innumerable miseries and it is high time that peaceful means are given a chance for the resolution of the issues.

“We know there are issues that need to be addressed and resolved but no one will be able to do anything at a point when violence becomes a norm. There is a need for restrain from all sides so that conducive atmosphere is created and dissent is expressed in peaceful way,” she said and added that the solution to problems can be found only through political means and not through violence.

Two civilians killed in an encounter in Chadura

Two civilians were killed and 17 other were injured today in security forces’ action against stone-pelting protesters near the encounter site in Chadoora area of central Kashmir’s Budgam district.

Security forces launched a cordon and search operation in Durbugh area of Chadoora in the early hours following information about the presence of terrorists in the area, a police official said.

He said the search operation turned into a gun battle after terrorists opened fire on security forces. As the security forces were engaged in the exchange of firing with holed-up terrorists, a large number of protesters started pelting stones at the law enforcing agencies, the official said.

He said one person was hit by a bullet in the neck and rushed to a hospital in Srinagar. He succumbed to injuries on way to the hospital. Another civilian was reported dead over an hour later. 17 others suffered injuries as security forces fired pellet guns and tear smoke shells in a bid to disperse the protesters, the official said.

Srinagar bye-elections: First randomization of EVMs pre-poned

According to the District Election Officer, Srinagar, the first scheduled randomization of Electronic Voting Machines for the forthcoming by-polls to 2-Srinagar Parliamentary Constituency has been pre-poned. The same shall now be held at 2 pm on March 28 at the same venue.

Accordingly, all the political parties and contesting candidates for the 2-Srinagar Parliamentary Constituency bye-elections have been urged to attend the randomization as per the pre-poned schedule.

Govt office timings changed in Kashmir

School timings changed

According to the Divisional Commissioner Kashmir, office timings in all the Government offices and institutions in Kashmir valley except in educational institutes shall be from 10 a.m. to 4 p.m.

These timings shall come into effect from April 1, 2017 and will remain operative upto October 31, 2017. Accordingly, all the heads of Departments/offices and institutions have been asked to ensure strict adherence to these timings.

Anantnag Parliamentary constituency is spread over four revenue districts—Anantnag, Kulgam, Pulwama and Shopian. It is having five police districts, which includes Anantnag, Kulgam, Pulwama, Shopian and Awantipora and 16 assembly segments with a population of 23.29 lakh and constitutes 18.48 percent of the State population.

District Election Officer (Deputy Commissioner) Anantnag is the Returning Officer for the Parliamentary constituency. To carry out the poll process smoothly 8106 tentative polling staff personal including 16 AROs, 1635 presiding officers, 3865 polling officers, besides 46 micro observers, 193 sector magistrates and 40 zonal magistrates have been designated.

The Election Commission of India has already appointed election observers including an expenditure observer and a police observer to ensure free, fair and transparent and peaceful elections.

A total of 13,27,638 total voters  including 1495 service voters shall exercise their franchise at 1635 polling stations spread over 1146 locations in the constituency.  As many as 94 polling stations are normal, 545 polling stations have been declared sensitive and 996 polling stations are hyper sensitive, besides migrants can cast their votes at Delhi, Jammu, and Udhampur polling stations as well.

Pertinently, 7 candidates are in the fray for the Parliamentary seat.  Date of scrutiny of nomination papers is March 27, while as last date for withdrawal of nominations is March 29. Polling for the Anantnag Parliamentary seat is on April 12, while as date of counting, as per the election notification is April 15, 2017.

The nomination papers of the candidates who filed their nominations for the 3-Anantnag Parliamentary Constituency were found valid during scrutiny. The Returning officer, Dr. Syed Abid Rasheed Shah scrutinized the nomination papers in presence of 5 election observers, including Navdeep Rinwa, Sahab Singh, Om Narayan Singh, Pramod Kumar Gupta and Mahendra Pratap.

The candidates and representatives of some candidates were also present during the process.

Ghulam Ahmad Mir of INC-NC (joint candidate), Mufti Tassaduq of PDP, Sanjay Kumar Dhar of Rashtriya Samajwadi Party (S), Ghulam Mohammad Wani of All J&K Kissan Mazdoor Party, and Independent candidates Rakesh Koul, Sajjad Ahmad Dar and Mohammad Yaseen Paswal’s nominations were found valid for contesting the bye-elections.

Pertinently, the last date for withdrawal of candidature is March 29, 2017.

The maiden meeting of the Empanelment Committee constituted by the State Government in June 2015 for empanelment of fresh newspapers and periodicals for release of official advertisements met here today under the chairmanship of Financial Commissioner Information, Mr B B Vyas.

The members of the Empanelment Committee including Director Information, Dr Shahid Iqbal Choudhary, Special Secretary Finance, Mr M Raju, Additional Secretary Home, Mr Khalid Jahangir, Additional Secretary Information, R K Katoch, Joint Director Information (Headquarters) Mr Abdul Majid Zargar, Associate Professor MERC Srinagar, Ms Sabeha Mufti, Special Officer IIMC Jammu, Mr Manohar Khajuria besides other officers of the Information Department were present at the meeting.

The Committee ratified the criteria to be adopted for categorization of the approved newspapers and periodicals for distribution of government advertisements.

The Committee observed that in tune with the guidelines laid down in Advertisement Policy 2016, the approved newspapers and periodicals shall be placed in ‘A’, ‘B’, ‘C’ and ‘D’ category on the basis of the points scored in various parameters including distribution and reach of the publication (50 Points), getup and quality of content (20 Points), infrastructure & staff (20 Points) and institutional structure (10 Points).

The publications scoring between 81 to 100 points on these parameters shall be placed in ‘A’ category, those securing between 61 to 80 points shall be placed in ‘B’ category, those securing between 41 to 60 points shall be placed in ‘C’ category and the publications securing upto 40 points shall be placed in ‘D’ category.

The meeting also approved constitution of committees, one each for Kashmir and Jammu division for review of the existing empanelled newspapers and periodicals in tune with Section 6.1 of the Advertisement Policy 2016.

The meeting also discussed the issue of guidelines to be framed for release of advertisements to the electronic and online media for which a proposal has already been moved by the Information Department. It was decided that a Technical Sub-Committee comprising representatives from IT, Law, Finance, Home and other concerned Departments would be constituted to firm up the guidelines for release of advertisements to Electronic and Online Media.

The meeting discussed the new cases of newspapers and periodicals placed before it for empanelment and after deliberations it was decided that the Department of Information would firm up the consolidated list of publications in light of the recommendations made by the Committee today.

All arrangements put in place for Shri Mata Vaishno Devi pilgrims

Shri Mata Vaishno Devi Shrine Board has made elaborate arrangements for the larger number of pilgrims who are likely to visit the Holy Cave Shrine of Shri Mata Vaishno Devi Ji during Navratras, which are commencing from tomorrow. These arrangements include ensuring proper water and power supply along the Track leading to the Shrine, sanitation and availability of special fast related food at the Bhojanalayas of the Shrine Board.

In this context, Mr. Ajeet Kumar Sahu, Chief Executive Officer of Shri Mata Vaishno Devi Shrine Board, reviewed the to-date status of these arrangements with Dr. Piyush Singla and Dr. M. K. Kumar, Additional Chief Executive Officers of the Shrine Board, Deputy Chief Executive Officers, concerned engineers and Area as well as Unit Heads of the Shrine Board, keeping in view the large flow of pilgrims expected during the Navratras. He took stock of the arrangements put in place from Katra to Bhawan for the pilgrims.

Giving details of various arrangements made for the Navratras, the CEO informed that the Bhawan of Shri Mata Vaishno Devi Ji, Atka and the area surrounding it have been tastefully decorated with flowers brought from various parts of the country and abroad. All the routes leading to the Holy Cave Shrine have been fully maintained for smooth movement of pilgrims, besides ensuring sufficient supplies of provisions, food, water etc. along the Track.

The CEO stated that the Shrine Board has also launched a special sanitation drive on the track and in the Bhawan area for ensuring utmost sanitation and cleanliness. He added that this cleanliness drive is in addition to the normal sanitation activities of the Shrine Board which include maintaining sanitation along the entire track and various establishments of the Shrine Board.

47010 candidates to appear in Combined Services Preliminary Examination

About 47000 candidates are set to appear in Combined Competitive Examination this weekend. This was revealed by Chairman Jammu and Kashmir Public Service Commission Latief-u-Zamaan Deva while reviewing the arrangements for the upcoming exams with Deputy Commissioners of various districts.

Commission is conducting Preliminary Examination on 19th March, 2017 for 277 posts referred to it by the State Government for direct recruitment in Jammu and Kashmir Administrative Services, Police services and Accounts services.

Deva said contrary to the past, this time examination centres have also been created at Anantnag, Baramulla, Doda, Rajouri, Leh, Kargil enabling candidates from far flung areas to participate in the examination without causing any inconvenience.

During the video conference, the Deputy Commissioners gave details about the arrangements made by them in conformity with the instructions of the Commission for the smooth conduct of the examination which includes the specific duties to be performed at various levels by the Custodians/Coordinating Supervisors and others etc.

Meeting was informed that adequate arrangements for frisking, security around examination venues and other matters related thereto have been put in place for the smooth conduct of the examination also.

The examination shall be conducted in two sessions one each commencing at 10 AM to 12 noon for General Studies and for optional from 02:00 PM to 04:00 PM.

Meeting was further informed that Help-Desk/communication centres shall be set up at the Headquarters of the examination centre for the convenience of the candidates JKPSC shall also make two communication centres functional- one each at Srinagar and Jammu

The Deputy Commissioners of the Districts, wherever centres have been established, have been appointed as Custodian cum Co-ordinating Supervisors except Srinagar and Jammu where the concerned Deputy Commissioners are Co-ordinating Supervisors only as the job of custodian is performed by Public Service Commission itself in these two districts.

Two communication centres one each at Srinagar and Jammu has been established by the PSC and candidates from Kashmir have been asked to contact  Mushtaq Ahmad Bhat on 9906596470 and Gh. Chairman said the detailed circular listing Dos and Dont’s for the candidates is being issued shortly which shall be on website of Public Service Commission at www.jkpsc.nic.in and will also be published in the local newspapers of the State.

Outgoing CJ Justice N Paul Vasanthakumar accorded affectionate send-off

A warm and affectionate send-off was accorded to Justice N Paul Vasanthakumar, Chief Justice of Jammu and Kashmir High Court who demitted the office after holding the Court in pre-lunch session today. 

The Judges of the High Court including Justice Ramalingam Sudhakar, Justice Mohammad Yaqoob Mir, Justice Alok Aradhe, Justice Dhiraj Singh Thakur and Justice Tashi Rabstan were present to see off the Chief Justice. 

Team of Law Officers and a large number of Advocates of Jammu Bar were also present on the occasion.

Registrar General, Registrar Vigilance, Registrar Judicial, Principal Secretary to Chief Justice, Director Judicial Academy, Member Secretary Legal Services Authority, Sub-Judge, (CPC), Joint Registrar (Judicial) Protocol and other Officers/Officials of the Registry in large number were present on the occasion.

Besides, Principal District & Sessions Judge Jammu was also present on behalf of the subordinate judiciary of District Jammu.

Officers/officials of the Registry were also present and accorded a very emotional and warm send off to the Chief Justice.
