Vaid addresses police durbar, stresses on strengthening relations with public

Director General of Police (DGP), Dr. S. P. Vaid has exhorted the cops to continue people friendly policing to seek public cooperation in confronting the law breakers. He said that public contribution in different areas of policing is mandatory to achieve more successes and maintaining peace and order in the State.

Dr. Vaid was addressing cops at a police durbar of Central Kashmir Range at District Police Lines here today.  He said that Jammu and Kashmir Police is unique for its multifarious duties and it is imperative for the force to work in close coordination with the pubic in order to garner cooperation. The force being a law enforcing body has to deal anti-social elements at different fronts to safeguard interests of public, besides ensuring rule of law in the State, he added.

DGP said that our personnel are facing unenviable situations while dealing with the anti-national elements but our priority should be to avoid losses to our citizens by exercising maximum restraint. He reiterated that JKP is firm to provide best services to the people and we have to prove our commitment by ensuring dignity and honour of common masses.

Dr. Vaid said that police station is the primary unit of the organization which could strengthen our bonds with the public and it is responsibility of Thana personnel to bring change in public perception about the force. He said that people come to police stations with complaints and high expectations to get their matters solved.  A sympathetic approach by the Thana personnel scripts an image of the force in his mind and any misconception will affect the image of the organization, said Dr. Vaid. He asked to have a good approach towards complainants while registering their complaints and provide them justice without considering their creed or caste.

Earlier, Dr. Vaid chaired a meeting of police officers of Central Kashmir Range and discussed various issues related to law and order situation and welfare of cops. He Asked the o, who in turn would work as a partner with the force in its fight against anti- national elements. He stressed the officers to gear up their subordinate units for taking pro-people initiatives and give them a sense of friendship.

DGP said that law and order situation in the state is our priority and in coordination with other security agencies we have to put in place all preventive measures and thwart the sinister designs of elements inimical to peace. Activities of anti-national elements need to be kept under surveillance for which intelligence grid needs to be improved further.

Deliberating on the welfare measures for the cops, DGP said that PHQ is aware of the difficulties, our personnel are facing in the field while performing in hostile conditions. He said that we have already initiated to enhance basic amenities for the personnel and some more welfare schemes would be introduced after deliberations in the Central Police Welfare Committee meeting, which would be held in the coming days. He asked the officers to gather suggestions from all subordinate formations for further discussion in the meeting.

DGP disclosed that health care of our personnel is focussed on priority and we are pondering new areas to enhance facilities for cops and their families. Specialized medical treatment for the cops and their families is being discussed with Shri Mata Vashno Devi Narayana Super Speciality Hospital Katra and the modalities would be finalized after threadbare discussions with the authorities of Hospital. Also insurance cover would be provided to the personnel for which prestigious companies are being approached, said the DGP.

Among others, the durbar and meeting was attended by IGP Kashmir Zone, SJM Gillani, DIG CKR, GH Bhat, SSP, Imtiyaz Ismail Parray, all Zonal SsP, all Dy.SsP, all SDPOs, Dy.SP DAR and other police officers.

Women empowerment prerequisite to ensure equal rights: Dy CM

To commemorate the International Women`s Day a programme was today organized at Town Hall Kathua where Dy CM, Dr Nirmal Singh was the chief Guest.

Speaking on the occasion, Dr Singh said the objective of observing the International Women’s Day is to change the way the society looks at the women and ensure a world where the only limit on them is their talent not gender. He said the responsibility to provide a conducive and protective atmosphere to the girl child rests first with the family and then on the society at large.

The Dy CM said that the present Government has introduced some path-breaking women welfare schemes including Laadli Beti, Aasra and Marriage Assistance in the State to address the concerns of girl child right from the birth to adulthood and provide financial security to them. “As we celebrate International Women’s Day this year let us also bear in mind that the struggle is far from over. Be Bold for Change by taking groundbreaking action that truly drives the greatest change for women’s empowerment that should never be reduced to individual success stories. It should be about collective well-being”, he said.

On the occasion, several women staff members of Municipal Council Kathua were felicitated for their dedication and hard work.

Highlighting the role of women in every sphere of life, Dr Singh said that entire world celebrates this day with lot of enthusiasm to highlight the endeavours and achievements of the women in different capacities which give them courage and freedom to perform much better in life.

Dr Nirmal Singh also lauded the achievements of Dr Shivakshi Jasrotia of Kathua who won the prestigious Best Innovation Project Award at the first BRICS-EAEU meet, held at Moscow besides the mention of Kathua in Prime Minister`s ‘Mann Ki Baat’ radio programme for achieving distinguished feet in Beti Bachao Beti Padhao initiative.

Later, Dy CM met with several deputations that mainly comprised   NHM employees and Ex-Servicemen.

Among others Mamta Singh, Adv Poornima Sharma, SWB member Updesh Andotra and prominent citizens were present in large numbers.

Kashmiri Pandits celebrate Maha Shivratri as Herath

Maha Shivratri, the most important festival of the Kashmiri Pandits, is being celebrated as “Herath”.

Kashmiri Pandit families, who are living in different parts of the country, had special puja and prayers in their homes.

After conducting night-long puja in their respective houses  members greeted each other on the occasion of “Salaam” which falls one day after Herath.

Muslims and members of other communities greeted their Kashmiri Pandit brethren on the occasion through phone and sms.

The Shivratri festival extends to about three weeks in Kashmiri Pandits’ households and each day or a group of days, has a special name and religious function which include social performances also.

The Maha Shivratri festival, observed as ‘Herath’ by Kashmiri Pandits on the marriage anniversary of Lord Shiva and Goddess Uma, begins on the first day of Phalgun Krishna Paksha and ends on the Amavasi day in Phalgun. In between, there are numerous auspicious days like Hur Ashtami.

Registration of Shri Amarnath Yatris commences on 1st March

The Registration of pilgrims for Shri Amarnathji Yatra shall commence on 1st March 2017, for both the Baltal and Chandanwari routes. The Registration shall be done   through 433 designated branches of Punjab National Bank, Jammu & Kashmir Bank and YES Bank located in various States of the country. This year’s Yatra shall commence, simultaneously on both the routes, from 29th June 2017 and culminate on Raksha Bandhan, the 7th August 2017.

          Shri P.K. Tripathi, Chief Executive Officer, Shri Amarnathji Shrine Board, informed that the step-by-step procedure which the Yatris need to follow to register for the Yatra has been put on the Board’s website,www.shriamarnathjishrine.com . The website also contains the application form and state-wise list of Bank Branches (with complete addresses) which the Yatris can visit for registering themselves for this year’s pilgrimage.

CEO said that the Yatris shall have to furnish a Compulsory Health Certificate (CHC) while seeking registration for the Yatra. The format of the CHC and the State-wise list of doctors and Medical Institutes authorized to issue CHCs has been put on the website of the Shrine Board. For ensuring against fraudulent Health Certificates, only such CHCs as are issued by Doctors or Medical Institutes authorized by the concerned State Governments/ UTs Administrations shall be accepted at the registering Bank branches. For Yatra 2017, only those Health Certificates which have been issued after 10th February 2017 shall be considered valid.

Persons under the age of 13 years or above the age of 75 years and women who are more than six weeks pregnant shall not be registered for this year’s Yatra.

Yatra Permits for the annual Yatra shall  be in different colours  for each day of the week/ and route, with a different colour coding for each day, to facilitate the Police personnel deployed at the Access Control Gates (at Baltal and Chandanwari) to regulate the Yatra for the relevant date and route. CEO cautioned the intending Yatris against undertaking this arduous Yatra without securing a Yatra Permit and the required Health Certificate. He stressed that, for ensuring effective security arrangements along the difficult tracks, only those Yatris who are in possession of a Yatra Permit which is valid for a specified date and route shall be allowed to proceed beyond the Base Camps, and cross the Entry Gates at Domel and Chandanwari. He appealed to all intending Yatris to complete the necessary formalities for registration in advance and timely obtain a Yatra Permit in their own interest, so that they do not face any inconvenience when they embark on their Yatra.

Yatris who propose to travel by Helicopter do not require advance registration as their Helicopter ticket shall suffice for this purpose. However, they shall require to produce the Compulsory Health Certificate, in the prescribed format, which has been issued by an authorized State Government doctor, before they are allowed to travel by Helicopter.

Panel inspects restoration works of Mubarak Mandi Heritage Complex

The Joint House Panel on Mubarak Mandi Heritage Complex headed by its Chairman, Sajjad Ahmed Kichloo today paid visit to the heritage site where the work of restoration is in progress. The Panel inspected the pace of work and sought details of execution and allied works from the concerned functionaries.

Legislators, Surinder Kumar Choudhary, Ajaz Ahmad Khan, Rajesh Gupta, Pawan Kumar Gupta and Ashok Khajuria (Special Invitee) also accompanied.

The Panel expressed concern over the slow progress on the project and called upon the concerned functionaries to speed up the pace so that the restoration works are executed in time. It directed the concerned to take care of the original architectural features of the site while executing the renovation works of the complex to maintain the original glory of this precious heritage. It issued specific instructions to the authorities to closely monitor the quality of works to ensure the original architectural features of the site.

The Committee also seriously viewed the issue of unauthorized parking of vehicles by the people in the premises which also hampers the restoration works and create nuisance in the locality. It directed the concerned for taking appropriate measures for restricting the entry of unauthorized persons and vehicles in the main gates. The Panel directed the concerned to undertake immediate repair of the wooden main gate which is in dilapidated condition and can cause harm to the passerby. The Members also interacted with the locals and prominent citizens of the area and sought their views on the renovation and related issues.

Earlier, the Committee held a meeting in the Legislature complex and reviewed the progress registered on various works by the Mubarak Mandi Heritage Society and deliberated on allied issues.

The Executive Director, Mubarak Mandi Heritage Society, Vishesh Mahajan briefed the Committee on the achievements through a power point presentation. It was informed that conservation work was initially started by the Archaeological Survey of India (ASI) in June, 2008 on the DPR of Rs. 235.92 crore formulated by the INTACH. The work on the two buildings, namely erstwhile Army Headquarters and Foreign Office was completed by the ASI in the year 2011at a cost of Rs.4.37 crore and handed over to the Society. These renovated buildings are being used for holding exhibitions and tourists, and local people are regularly visiting the site to see it. Presently the works involving an estimated cost of Rs. 8.82 crore are in progress, for which the funding has been made under 13th Finance Commission.

Divisional Commissioner, Jammu, Dr. Pawan Kotwal, Joint Municipal Commissioner, JMC, R.S. Jamwal and officers of other concerned Departments and Council Secretariat were also present on the occasion.

CM Mehbooba meets Prime Minister Narendra Modi

Chief Minister, Mehbooba Mufti, who is in the national capital, today called on the Prime Minister, Narendra Modi here this afternoon.

She brought several issues confronting the State into the notice of the Prime Minister.

The Chief Minister requested the Prime Minister for expediting the flood protection works and dredging in river Jhelum as envisioned in the Prime Minister’s Development Plan. She sought immediate mobilization of resources by the Dredging Corporation of India and the concerned union Ministry for expeditious dredging in river Jhelum and completion of other flood protection works in it.

Mehbooba Mufti also sought pacing up of work on the DPRs for Vailoo-Singhpora and Mughal road tunnels by way of periodic release of funds and requisite technical help from the concerned Central Government agencies. She apprised the Prime Minister of the need to declare Mughal Road as an alternative National Highway in view of the frequent climatic obstructions on the only road link between Jammu and Srinagar.

Besides, the Chief Minister also requested the Prime Minister to declare the stretch from Basohli to Pul Doda on the Lakhanpur-Mahanpur-Basohli-Dunera road as a new National Highway and initiate the DPR process for a tunnel at Chattergalla for providing additional surface connectivity to the State with rest of the country.

Mehbooba Mufti also requested for adequate funding for raising another battalion of women’s Police in J&K Police’s Executive Cadre. She also requested funding from the Centre for raising additional dwelling units in the Transit accommodation units for Kashmiri Pandits in the Kashmir Valley.

The Chief Minister sought extension of the special dispensation of 50% quota for State Service officers to the three All India Services of IAS, IPS and IFS beyond 2013.

Implementation of the Agenda of Alliance (AoA) in the State was also discussed in the meeting and the Chief Minister pressed for taking time bound steps for the effective implementation of the said agenda.

The Prime Minister assured the Chief Minister that all out support from the Centre would be available to the State Government led by her in its efforts to bring around a socio developmental change in the State.

Narendra Modi also assured Mehbooba Mufti that the issues raised by her would be expeditiously looked into and paced up for early resolution and disposal.

PM holds PRAGATI video conference with Chief Secretaries

PM Reviews status of BSNL broadband/mobile service, PMAY

Prime Minister, Narendra Modi Wednesday held his monthly video conference under Pro-active Governance and Timely Implementation (PRAGATI) initiative, with Union Secretaries of various Ministries and Chief Secretaries of States.

            Chief Secretary J&K, B R Sharma also participated in the video conference.

            Prime Minister received detailed brief from Union Secretary, Department of Telecommunication regarding redress of grievances related to quality of services provided to the consumers in broadband and mobile network by BSNL.

            Prime Minister also reviewed the progress of various central projects related to Railways and Road Transport & Highways and the status of the Pradhan Mantri Awas Yojana (Urban). 

            Secretary, Urban Development & HUPA, Ministry of Urban Development briefed the Prime Minister about the progress achieved under PMAY. She informed that 3883 cities have included under the Mission and as many as 16.4 lakh dwelling units have been sanctioned.

            Prime Minister urged Chief Secretaries and the concerned Administrative Secretaries to proactively work out a strategic plan to complete the task of providing housing facilities to all under the mission before the year 2022. He called upon the State governments to ensure weekly review of the progress under PMAY and take it forward as a development model for improving the quality of life of the citizens. He said status reports should also be sent to the PMO.

            On the occasion, Prime Minister also called upon all Chief Secretaries to review the status in respect of 340-Point Ease of Doing Reform Action Plan on weekly basis. He said the reforms are intended to improve our ranking at the global level as released by the World Bank. He urged State Governments to complete the reforms within the next couple of months i.e before the World Bank releases the new ranking in ease of doing business. He also asked the Union Cabinet Secretary to hold a video conference with all Chief Secretaries in this regard.

In their greeting message, the Ministers said that celebration of the festival reminds people of the bonds of brotherhood and harmony and symbolizes the composite culture of the State. They said the festival symbolizes love and amity among each other, adding these values should be upheld at all costs.

Wishing happy and prosperous Mahashivratri, especially to the Kashmiri Pandits, the Ministers prayed that the day would bring all-round development and peace in the State. The festival is celebrated as Hairath by the Kashmir Pandits.

Army man arrested at Srinagar International Airport with live ammunition

An Army man was arrested at Srinagar International Airport after Security Staff recovered live ammunition from his possession.

Reliable sources said that Rifleman P.K.Gouda was detained by authorities at Srinagar International Airport when 15 rounds of 7.62mm were recovered from possession.

A Security official while confirming his arrest said that P.K Gouda was scheduled to board on a flight to New Delhi.
