Late Prem Nath Bazaz’ daughter Turns nostalgic on seeing preserved copies of ‘Hamdard’

Mrs Vijaya Bazaz daughter of noted author and Kashmiri journalist late Prem Nath Bazaz visited the exhibition of rare newspaper archives at the Media Complex here today. She was accompanied by her husband Er Omkar Razdan, who is working with Transparency International, India Chapter.

Mrs Vijaya Bazaz turned nostalgic when she saw the preserved copies of Hamdard Newspaper which was being published from Srinagar by her father late Prem Nath Bazaz in 1930’s.

“I have come all along from New Delhi to see the archived copies of the newspaper which was being edited by my father,” Mrs Vijaya Bazaz said. She expressed gratitude to the Department of Information and Public Relations for having preserved the copies of the newspaper.

The exhibition of rare newspaper archives and photographs was inaugurated by the Minister for Information, Food, Civil Supplies and Consumer Affairs, Chowdhary Zulfkar Ali and Minister for Works, Mr Naeem Akhtar at the Media Complex here yesterday.

The exhibition will remain open for the public till 6 July 2017.

Legislature passes GST Resolution.JK to bring GST Council under Article 370

The Resolution on GST was passed by both the Houses of Legislature today amid assurance from the Finance Minister, Dr Haseeb Drabu that implementing Goods and Services Tax (GST) in J&K under the ambit of Article 370, ensuring adequate safeguards for the State’s Special Status and protecting Consolidated Fund and special taxation powers of the State Government are proposed to be incorporated into the Presidential Order for bringing Jammu and Kashmir under the ambit of the new tax regime.

Responding to the concerns of the legislators in J&K Assembly who spoke about the new indirect tax regime over the last two days, Finance Minister, Dr Haseeb Drabu said under no circumstances will the State Government amend the Section 5 of Constitution of J&K which gives it special taxation powers. He said such a move will open a Pandora’s Box which will have implications on the Special Constitutional Position of J&K in future.

“We are proposing that the Article 370 shall not be compromised in any way through the Presidential Order. The GST Council should not be a way to subvert the process and enough safeguards are built to empower the constituents of J&K in the Council.  Besides, the exclusive powers of the State to tax and the Consolidated Fund of J&K shall not be impaired,” he said.

Expressing concern about declining trade in J&K due to uncertainty over GST, Dr Drabu said only 1000 truckloads of goods crossed the Lakhanpur Toll Post on July 4, down by half when compared with the figures of the corresponding period of last year. “The exports have also halved with only 150 truckloads of goods moving from J&K to other states. This is adversely impacting our trade and economy,” he said.

The Finance Minister said the State Government is not under any pressure to extend GST to Jammu and Kashmir. “We are not working under compulsion but for the restoration of certain processes and constitutional morality which lays foundation of a true democracy. It is the biggest tragedy of our time that we have lost our tradition of dialogue which is why we brought the resolution for GST to the House to revive that culture of consultation. We wanted a consensus on the issue,” he said.

Dr Drabu said the resolution on GST, which was passed by the House today, is a statement of a principle. “The sense of the House is that no one has issues with GST per se. There might be differences with modalities of applicability which is why we want this law to be backed by the State Government and legislative process so as to prevent any harm to the consumers and trade without compromising on the State’s special position,” he said.

Hitting out at the Opposition for making an issue out of a non-issue, Dr Drabu said the new indirect tax regime is the biggest democratization of public funds in the world and J&K, being a consumer state, will immensely benefit from it.

“We are not touching the Constitution of J&K, so where is the question of violation of basic structure of constitution?  Under previous regimes, 94 out of 97 items in union lists have been made to apply to J&K. The Opposition can’t keep on deceiving people by trying to create misconceptions vis-à-vis JK’s Special Status. The Congress issued Presidential Order in 1986 to essentially make laws for the state. After the 1986 ordinance which was effectively the withdrawal of residuary powers of the state, three months later, National Conference formed the Government in the State with Congress,” he said.

The Finance Minister said the GST Council is the first truly federal institution in the country which strikes at the roots of Indian federalism. “India is moving from coercive to cooperative federalism. The Opposition is selectively looking at the loss of powers of states but not one is looking at the loss of powers of union to the GST council,” he said.

Dr Drabu said the Article 370, which gives Special Status to J&K under Indian Constitution, should be protected and used for development of the state and for the empowerment of people. “Instead, it is being used as a tool to whip up political passions and draw political mileage. It is being used for creating fake controversies,” he said. Seeking to allay the fears of business community, he said industry exemptions and tax remissions will continue both from the Centre and the State Government under the new tax regime.

Reacting to the demand of the Opposition to bring a separate GST law for Jammu and Kashmir, Dr Drabu said alternative law will require amending Constitution of J&K and of India. “Amending Section 5 of J&K Constitution will open Pandora’s Box. Instead, what we are proposing is that the GST Council must come within the ambit of Article 370,” he said.

Later, the Finance Minister made similar assertions in the Upper House regarding GST.

After the assurance of Dr Drabu, both the Houses passed with voice vote the Resolution on extension of GST to J&K.

“This House resolves that the Government of Jammu and Kashmir may give consent to the adoption of the GST regime by application of relevant amendments made to the Constitution of India in a modified manner to safeguard the existing special constitutional position of Jammu and Kashmir in the Union of India and the legislative powers under the Constitution of Jammu and Kashmir,” the resolution which was moved by Dr Drabu in the legislature yesterday states.

Earlier, several members from both the treasury benches and the opposition participated in the debate in both Houses on GST Resolution.

To carry out various development works by M/S. IRCON International under R-APDRP scheme, the power supply to Janipur Colony, Upper Roop Nagar, Chinore, Durga Nagar, Dogra Nagar, Lower Roop Nagar, Buta Nagar, Sharika Vihar and its adjacent fed from J-03, RN-1, RN-2 and RN-3 (LT Network) shall remain affected on June 20 to July 06 from08 am to 04 pm (4 hrs power block on alternate DTs).

Similarly, the power supply to Patel Nagar, Shakti Nagar, Mohinder Nagar, Denis Gate, Prem Nagar, Christian Colony, Early Times, Sidhra-I, Mubarak Gul athrabad Malik Manzil, Tawi Vihar, Sidhra and adjoining areas fed from C-22, DG-04, DG-02, Sidhra-I and Sidhra-11 (LT Network)  shall remain affected on June 20 to July 05 (Except on local holidays) from 07 am to 02 pm (Power block of 4 hrs on alternate DTs).

Likewise, the power supply to Muthi, Janipur Colony and adjoining areas fed from 11 KV T-4 and J-3 feeder shall remain affected on June 20, 22 and 24 from 07 am to 11 am.

However, the power supply to Prem Nagar, Early Times, Christian Colony and adjoining areas fed from 11KV DG-2 and DG-4 feeder shall remain affected on June 20 and 22 from 07 am to 11 am.

Meanwhile, the power supply to Dogra Hall, Rehari, Ustad Mohalla, Resham Ghar Colony, Bus Stand, Jewel, Hari Market, Raghunath Bazaar, Kaleeth Mohalla/Market, Part of Kanak Mandi, Manda, New Plot, Sarwal, Part of Karan Nagar and adjoining areas fed from 33 KV Janipur-Manda- New Sectt Line shall remain affected on June 21 and 24 from 07 am to 11 am.

Similarly, the power supply to Janipur, Muthi, BSF Paloura, Barnai, Lower Muthi, Upper Muthi, MES, Muthi PHE, Roop Nagar, PHE, Barnai PHE, Upper Domana and adjoining areas fed from 33 KV Janipur-Muthi Line shall remain affected on June 21 from 07 am to 11 am.

Likewise, the power supply to Maheshpura, Rehari, Bakshi Nagar Shopping Complex, Bakshi Nagar, Shakti Nagar, Bakshi Nagar, Guraha, Qasim Nagar, Rajpura Mangotrian, Shiv Nagar and adjoining areas fed from 33 KV Canal-Medical Line shall remain affected on June 20 and 25 from 07 am to 11 am.

However, the power supply to Ghomanasa, Chak-Lal Din, Lohri-Chak, Floura, Karlop, Kanachak, Pardod Seora Marh, Gajansoo and adjoining areas fed from PC-III Line shall remain affected on June 21 from 07 am to 11 am.

Similarly, the power supply to Sidhra and its adjoining areas fed from Sidhra-I and II feeder shall remain affected on June 21, 22, 23, 24 and 28 from 07 am to 11 am.

Meanwhile, the power supply to Lower Roop Nagar, Housing Colony, Chinor, Durga Nagar, Buta Nagar and adjoining areas fed from 33 KV Janipur-Roop Nagar line shall remain affected on June 21from 07 am to 11 am.

Mehbooba Mufti visits slain SHO’s family in Sangam

Chief Minister, Mehbooba Mufti today visited the family of slain SHO, Feroz Ahmad Dar at Sangam to personally extend her sympathies to the bereaved family.

The Chief Minister spent time with the parents, wife and two kids of the slain Police officer and shared their grief.

Mehbooba Mufti directed the concerned authorities to complete the case of compassionate appointment in favour of the next of kin of the slain cop in the shortest possible time.

The Chief Minister also assured the family to look into the demand of restructuring of the housing loan which the deceased had taken for construction of his house.

Vice President, PDP; Mohammad Sartaj Madni; Vice Chairman, Khadi & Village Industries Board, Peerzada Mansoor  Hussain; senior officers of civil administration and Police accompanied the Chief Minister.

Deputations meet CM. Assures appropriate action on their demands

Numerous deputations from different walks of life called on the Chief Minister, Mehbooba Mufti here today. They brought their difficulties into her notice and sought their redressal.

A deputation of residents of Tral town demanded pacing up of works at the Khanqah i Faiz Panah of Hazrat Ameer i Kabir(R. A.) and putting Nagberan, Gufkral and Nagbal areas on the tourism map of the valley. They also demanded setting up of a medicinal plant institute and girls college in the town.

A deputation of employees of Public sector undertakings sought formulation of a comprehensive policy for the revival or merger of PSUs in the State. They also demanded adoption of a uniform policy in terms of welfare measures, wages and regularisation among the employees of all PSUs. Another deputation of the employees of SRTC sought adequate financial package to the corporation for buying new vehicles. They also demanded clearance of dues of the corporation by various Departments and agencies.

A deputation of KAS officers sought removal of stagnation in promotions for the members of the service. A deputation of Graduate engineers also sought better cadre management of their service. Another deputation of lecturers sought parity in their pay scales with other services.

A deputation from Aishmuqam sought augmentation of health facilities in the area besides starting work on the proposed degree college there.

Deputation of people from Padshahi Bagh, Natipora demanded installation of more dewatering pumps in the area to drain out excess water during rains. They also sought upgradation of the local filtration plant. Another deputation of the people from Bemina demanded desilting of the drains in their area, setting up of a fire station and pacing up of work on the Children’s hospital.

Interacting with a deputation of officers of Cultural Academy, the Chief Minister appreciated the documentation of culture and heritage through its various journals.

Talking to a deputation of traders, Mehbooba Mufti said her Government has started a process of wider consultations to reach a consensus on GST implementation in the State. She said the interests of every section, importantly traders and business community, would be kept in mind before arriving at a decision in this regard.

Deputation of labour workers sought strict execution of various welfare schemes for labour class in the State by Buildings & Construction Workers Board.

A deputation of residents of migrant colony, Sheikhpora demanded streamlining the allotment of residential quarters and adequate sanitation in their colony. Another deputation from Takia Behram Shah sought widening of Poshwara road and early completion of the bridge. A deputation of wood suppliers union demanded release of pending flood relief in their favour.

Deputations from Neel, Banihal and Mulnag, Harwan also met the Chief Minister and sought upgradation of roads in their areas and augmentation of health, ration and drinking water facilities.

Several other deputations of ISM doctors, faculty members of SKIMS Medical College, Bemina, daily wagers of JK Bank, non-teaching staff of colleges, employees of Revenue Department, members of Water Sports Association, shopkeepers of Dr. Ali Jan Plaza, litho newspaper owners and residents of Hazratbal also met the Chief Minister and apprised her of their demands and difficulties.

The Chief Minister assured them that appropriate action would be initiated on their demands by the Government.

Debating GST in JK Assembly a historic move: Dr Drabu

Minister of Finance, Dr Haseeb Drabu, today said a false bogey of dilution of J&K’s fiscal autonomy has been raised by vested interests to distort the genuine debate over bringing the State under the ambit of Goods and Service Tax (GST) regime.

“Far from eroding the special constitutional position, we are seeking to empower the legislative assembly of the state. If our Government has any malafide intent, why would we bring it to the Assembly for debate,” Dr Drabu said.

The Finance Minister said never before in the history of J&K has the extension of a Constitutional Amendment of the Constitution of India to J&K been taken to the State Assembly for deliberations.

“Around 46 amendments have been extended through Presidential order to J&K which have gradually eroded the special Constitutional position of J&K,” he said adding; “While it is true that J&K’s Constitution gives us comprehensive legislative powers, the core of our special position is the powers of the legislative assembly. It is this institution of legislature that we are seeking to re-empower as it has been diluted over a period of time,” he said.

“Instead of resorting to rhetoric, the opposition should come forward with a constructive roadmap on how they would like to go about implementing the new tax regime while safeguarding JK’s fiscal autonomy,” he said.

“Dr Drabu said the debate on GST is being distorted through false propaganda peddled by vested interests. Without even knowing what the modifications were being proposed or suggesting what modifications can be made to the Constitutional Amendment 101 in its application to J&K, a false bogey of dilution of fiscal autonomy has been raised by some political parties to serve their own political interests,” he said and added that the said political party is now using various other political quarters, civil society groups and business community to whip up passions over the GST issue to suit its vested political interests.

Regretting the attitude of the Opposition political parties, Dr Drabu said they could have played a constructive role and given their suggestions to modify the Constitutional Amendment 101. “If (former Finance Minister Abdul Rahim) Rather, as he claims, has a blue print which he had worked out in 2012, what prevented him from placing it before the empowered committee of GST of which he was the chairman? Had he done so, it would have been incorporated in the amendment itself,” he said.

“If there indeed is a practical alternative that he has worked out, why did he not present it at the All Party Meet recently? Or why isn’t he putting it in public domain even now? The government will be happy to examine it,” Dr Drabu added.

The Finance Minister said if the GST, which has evolved over the last 12 years, is so adverse for the state’s special position, why did Rather agree to chair the body that was drafting it. “Why didn’t he present an alternative model to the Empowered Committee during his tenure as Finance Minister?,” he said.

Mehbooba felicitates people on the beginning of Ramadhan

Chief Minister, Mehbooba Mufti has felicitated people of the State on the beginning of holy month of Ramadhan.

In her message, the Chief Minister hoped the holy month marks the beginning of an era free from difficulties, uncertainty, bloodshed and acrimony. “I pray that this holy month brings along all the divine blessings for our state and its people”, the Chief Minister prayed in her message.

Mehbooba Mufti appealed people to pray wholeheartedly during this month and seek His blessings and forgiveness. “This is a month of limitless mercies from The Creator and let us bow before Him in Prayers, remember the helpless during fasting and seek His mercy in the night long prayers”, she said hi her message.

Terming Ramadhan as a month of charity and compassion, Mehbooba Mufti appealed the well to do sections of society to donate generously for the social causes during this month. “Please remember during this month the widows, orphans, destitute, infirm and those who are unable to fend for themselves”, she said in her appeal.

Holy month of Ramzan to commence from Sunday

Holy month of Ramzan, will commence from Sunday across the country. Elaborate arrangements have been made in Jammu and Kashmir for this holy month.

Chief Minister, Mehbooba Mufti reviewed the arrangements put in place by the administration for the holy month of ramzan at a high level meeting.

The Chief Minister took a detailed review regarding status and availability of power, drinking water, essential supplies, sanitation and other arrangements made by the concerned Departments for the coming month.

Mehbooba Mufti  directed that uninterrupted supply of drinking water, power, essential commodities like sugar, meat, milk etc. be made available to consumers without any difficulty.

Ramzan also called as Ramadan is considered the holiest month of the entire year by Muslims. It lasts for 29 to 30 days depending on the sighting of the crescent moon.Ramazan is regarded as one of the five pillars of Islam.

Top HM militant Sabzar gunned down

HM commander Sabzar Ahmad Bhat gunned down

Two HM militants including a top commander were killed in a joint operation of police and security forces in Tral today.

Last evening militants fired upon patrolling party of 42-RR at Hurdimir, Soimoh Tral. The fire was retaliated and the militants took shelter in the nearby houses.

Subsequently, a cordon and search   operation was launched by the joint team of Awantipora police, 42 RR and 180- BN CRPF. The militants hiding in the houses again opened fire on the joint team, triggering an encounter.

In this encounter two HM militants identified as Faizan Muzaffar and Subzar Ahmad Bhat were killed.

During the cross firing one more person was injured. He was rushed to the Tral hospital where he succumbed to his injuries. His identity is being ascertained.

Arms and ammunition was recovered from the encounter site.

DDC Anantnag reviews Yatra-2017 preparedness

District Development Commissioner Anantnag, Dr. Syed Abid Rasheed Shah, who is also the District Yatra Officer, today chaired a meeting to review the preparations made for the smooth conduct of the annual Shri Amarnath Yatra Ji Yatra which is commencing from June 29, 2017.

The DDC also reviewed the implementation of the recommendations of sixth report of the High Level Committee for Amarnath Yatra-2017.

ADC Anantnag, ASP Anantnag, CEO PDA, SE R&B, SE PDA, CMO Anantnag, Conservator Forests,  SE PHE, Exen PDD, Chief Animal Husbandry Officer, Assistant Labour Commissioner, ARTO, EOs  of Municipalities, besides officers of Tourism, and other concerned Departments attended the meeting.

The meeting held threadbare discussions related to the commencement of Yatra including registration of ponies, labourers, accommodation, medicare facilities, transport facilities, ration, boarding and lodging facilities, supply of drinking water, solid waste management, sanitation and cleanliness, besides establishment of control rooms at all halting stations. BSNL authorities were directed to ensure best communication facilities for the pilgrims during the Yatra period.

SE R&B was directed to start the restoration and patchwork of Khanabal-Pahalgam road on war-footing. Besides, the concerned Departments were directed to display hoardings and milestones at various locations enroute the Pahalgam base camp.

The DDC directed all the concerned Departments to submit their proposals of new works to be executed for Yatra 2017 well before time and to convey the shortfalls, if any, so that appropriate measures are taken before the commencement of Yatra.

He also stressed the concerned officers/agencies to make all arrangements in advance besides dumping of essential commodities, firewood and other Yatra related machines at identified spots.

He directed Pahalgam Development Authority officials to start works on various routes as soon as possible so that Yatra 2017 gets underway smoothly. Besides, he directed PDD officials to ensure inflatable lights at all the yatra camps.

Meanwhile, CMO was asked to give the details of the causes of the deaths of pilgrims during last year Yatra and to suggest measures to minimize them.
